BEIJING, Feb. 23 (Xinhua) -- "Livelihood issues" are Chinese people's top concerns as shown in on-line polls ahead of the annual parliamentary and political advisory sessions.Chinese netizens have voiced their complaints on-line and hope their voices could be heard by top leaders, national lawmakers and political advisors, who will soon gather in Beijing for the two sessions.Pension, housing and health care are among the top concerns, according to polls conducted by people.com.cn of Party's flagship newspaper People's Daily, xinhuanet.com of Xinhua News Agency and cctv.com of the state-run TV network."Pension" has earned 25,508 votes at people.com.cn, followed by anti-corruption, housing price, the income gap, employment and health care, among others. "Pension" also ranked among the top five concerns at cctv.com.Netizens called for the scraping of the long-time "dual pension scheme," in which civil servants and other public employees were entitled to pensions several times the amount of citizens employed by non-public entities."The current pension scheme widens the wealth gap," a person posted at xinhuanet.com.The amount of pension given to ordinary citizens was determined by one's monthly payment dedicated to their social security account before they retired, and is fixed to the average social income.Retirees of non-public entities get much less than their salary before retirement. But the amount of pension government employees get is almost the same as they got before retirement, sometimes two or three times higher than a factory worker. The government raised the pension for ordinary citizens by 10 percent, or 120 yuan monthly per person, starting from Jan. 1, 2010. This is the sixth time the pension has been raised since 2005. But the amount still cannot match that of civil servants'.HOUSING PRICE"Housing" is the top concern in the survey hosted by xinhuanet.com and has attracted a huge amount of comments on-line.Traditionally in China, an apartment of one's own is a must-have for marriage, although the government has tried to encourage young people to rent rooms before they buy one.As housing price in large Chinese cities have kept soaring over the past years, the government has been working on plans to increase public rental housing and build more government subsidized affordable houses. But a report from the Standing Committee of the National People's Congress, the top legislature, said construction of low-income houses was behind target, with only about 23 percent of investment realized by the end of last August.According to the Beijing Municipal Statistics Bureau, the city's average annual income in 2008 was 44,715 yuan, while urban apartments were selling for an average 15,581 yuan per square meter. An apartment of 80 square meters costs almost 1.25 million yuan, which would require a family of two wage-earners to repay with half their salaries for 30 years. The past year saw a 24 percent increase in housing prices nationwide, according to a report from the real estate association of the All-China Federation of Industry and Commerce earlier this month."Hi, Premier Wen, we hope you can help us. Houses are for the rich but not for ordinary people like us. Even in my hometown, a small city as Shandong's Zibo, houses are too expensive for us. We hope the central government can address this problem," a post said at xinhuanet.com.

BEIJING, March 18 (Xinhua) -- Chinese Foreign Minister Yang Jiechi Thursday discussed with Yu Myung Hwan, his counterpart from the Republic of Korea (ROK), the Korean Peninsula nuclear issue and the six-party process, according to a press release issued after the talks. The statement from the Chinese Foreign Ministry said they touched on regional and international issues of common concern during the talks, but it gave no further details on those issues. The two senior officials also voiced their willingness to work together to promote exchanges and cooperation, so as to push forward bilateral ties, according to the release.Yu, who arrived in China late Wednesday, visited the Expo garden in Shanghai before heading to Beijing.Yu met with Chinese Premier Wen Jiabao in the afternoon, during which they discussed China-ROK relations and issues of common concern.Launched in 2003, the six-party talks on the Korean Peninsula involve China, the Democratic People's Republic of Korea (DPRK), the United States, the ROK, Russia and Japan.

BEIJING, March 6 (Xinhua) -- China will further improve the formation mechanism of exchange rate of the renminbi, or the country's currency yuan, to keep the exchange rate basically stable at an adaptive and balanced level, the People's Bank of China said Saturday. The central bank made the statement in a report delivered to media during a press conference on the sideline of the annual parliament session.  Zhang Ping, Chairman of National Development and Reform Commission (NDRC), Xie Xuren, the Minister of Finance, Chen Deming, the Minister of Commerce, and Zhou Xiaochuan, governor of the People's Bank of China, attend a news conference of the Third Session of the 11th National People's Congress (NPC) on the enhancement and improvement of macro-economic control held at the Great Hall of the People in Beijing, China, March 6, 2010.

BEIJING, Feb. 23 (Xinhua) -- China has chosen 16 cities to pilot reform of government-run hospitals in an effort to ease public complaint of rising medical bills, according to an official circular released on Tuesday. The cities are required to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to the document.Public hospitals must retain its goal of serving the public interests and their top priority should be protecting people's health, said the document, jointly issued by five ministries including the Ministry of Health. The cities, including six in central China, six in the east and four in the west, were asked to start the reform from this year.China in April 2009 unveiled a blueprint for health-care over the next decade, kicking off a much-anticipated reform to fix its ailing medical system. The core principle of the reform is to provide basic health care as a "public service" to the people.Health Minister Chen Zhu said serving the public interests should be underscored in the health care reform and the public hospitals should play a leading role in it.MOH statistics show that China had about 14,000 public hospitals nationwide by November 2009.Li Ling, prof. with the China Center for Economic Research of Peking University, said the reform meant public hospitals would return to its nature of serving the public rather than making money."This is key to solving the complaints of costly medical service," Li said.Public hospitals in China enjoyed full government funding before 1985. Since then the situation changed as public hospitals embarked on a market-oriented reform as economic reform and opening up policy adopted in late 1978 deepened in the country."Public hospitals were allowed to make profits to invigorate themselves since then," said Xie Pengyan, professor of Peking University First Hospital. "Our hospital grew fast and my income increased remarkably since that year."Analysts said the market-oriented reform had greatly improved medical service to some extent. But the fact that hospitals operated using profits from medical services and drug prescriptions also resulted in soaring medical costs.According to the circular, public hospitals will not be allowed to make profit from drug prescriptions. They should operate on government funding and charges from medical services. The document also said that efforts should be made to strengthen hospitals in rural areas. Public hospitals are required to train medical workers for grassroot medical institutions.
