SAN DIEGO (CNS) - Citing the potential risks of sexual and physical abuse to children, San Diego County District Attorney Summer Stephan today urged Gov. Gavin Newsom to consider allowing county school districts to make their own determinations regarding reopening in advance of a Tuesday decision that could send the county to the most restrictive tier of the state's coronavirus reopening roadmap.In a letter sent Monday to Newsom, Stephan said there has been ``a drastic increase in child predatory behavior on the internet'' with children out of school and teachers unable to ``be the eyes and ears of law enforcement'' to report suspected abuse among their students.Local reports to the Internet Crimes Against Children Task Force have tripled since schools were shuttered due to the pandemic, and that similar increases have been seen nationwide, Stephan said. Stephan also said domestic violence reports have increased since stay- at-home orders were issued, and that Rady Children's Hospital has seen an increase in ``consult cases,'' in which cases of suspected child abuse are reported by physicians.Stephan's letter was sent in advance of Newsom's Tuesday decision regarding San Diego County's COVID-19 category status, when the county could potentially slide into the ``Purple Tier,'' meaning many schools could not open for in-person learning.``When evaluating the health of our children and our community, we must consider the effects of COVID-19, but also acknowledge and weigh the other real and potentially more life-threatening threat from violence and exploitation of children,'' Stephan said.``This is the public safety lens that I sincerely hope you will consider.'' Stephan raised similar concerns near the beginning of the pandemic regarding potential increases in domestic and sexual abuse, with abuse victims being trapped indoors with their abusers as a result of self-quarantining at home.In addition to safety risks, Stephan argued distance learning is not viable for many county residents. She said a lack of reliable internet access -- particularly in rural areas of the county -- should be taken into consideration.Stephan also said schools serve as a dependable place for food insecure students to get their meals. 2254

SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. He testified that he and Jason Philpot both grabbed onto the gun, leading it to fire as they grappled over the weapon. SAN DIEGO (CNS) - In-state University of California students got a financial reprieve Thursday, with the system opting to forego a vote on a proposed tuition hike in favor of pushing the state for more funding."Raising tuition is always a last resort and one we take very seriously," UC President Janet Napolitano said. "We will continue to advocatewith our students, who are doing a tremendous job of educating legislators about the necessity of adequately funding the university to ensure UC remains a world-class institution and engine of economic growth for our state."The Board of Regents had been expected to consider a 2.7 percent boost in base tuition. While that vote will no longer happen, the regents could revisit the issue "depending on the outcome of budget negotiations in Sacramento."UC officials said they will look to secure an additional 0 million in state funding above what was already proposed for the coming year in the governor's budget proposal.The announcement echoed a decision announced last week by California State University Chancellor Timothy White, who said the CSU would also focus on lobbying the state for additional funds rather than pursuing a tuition hike."In light of California's strong economy, California's students and their families should not be saddled with additional financial burden to attain public higher education," White said. "We will continue to make the case to lawmakers, who represent all Californians, that an educated citizenry should be at the top of the state's highest priorities."In January, the UC Board of Regents approved a 3.5 percent increase in non-resident supplemental tuition, taking it from ,014 in 2017-18 to ,992 for 2018-19, a 8 increase. SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying the perpetrator of a felony battery that left a 24-year-old woman seriously injured last weekend in Carmel Valley.The victim was walking to her car with friends in a parking lot in the 12600 block of Torrey Bluff Drive about 9:45 p.m. Sunday when someone threw an unknown type of object at her, possibly from a inside dark-colored SUV, according to San Diego police.The projectile hit the woman in the eye, leaving her with major trauma, including permanent orbital-bone damage.Investigators, who have no description of the assailant, have been checking the area for surveillance footage of the seemingly unprovoked attack but have yet to find any, police said.Anyone who might be able to help detectives track down the perpetrator was asked to call San Diego County Crime Stoppers at 888-580-8477 or contact the agency online at sdcrimestoppers.org.
