BEIJING, Feb. 18 (Xinhua) -- In the next five years, China will further expand the coverage of its basic medical insurance system and ease the cost of medical services, Health Minister Chen Zhu said Friday.Chen made the remarks while addressing a meeting for the reform of the health care system.The medical expenditure that shouldered by individuals had been cut to 38.2 percent of China's annual overall spending on medical services in 2009, down from 60 percent in 2001, thanks to increasing government funding support for the measure, said Chen.He said the country is striving to bring down the ratio to below 30 percent by the end of the country's 12th five-year plan period (2011-2015).China is steadily pushing towards the implementation of a basic medicine system which aims to ensure affordable access to essential drugs for patients, Chen said.In the areas already covered by basic medicine system, the average price of basic medicine has dropped by around 30 percent, Chen added.He said that the reform of government-run hospitals, which is key to ensure that the masses gain universal access to basic health care services, must be undertaken.In 2011, more measures will be made to restructure the distribution of public hospitals, reform government-run traditional Chinese medical institutions and support building and developing hospitals in county-level regions, Chen said.

SANAA, Feb. 5 (Xinhua) -- The Somali pirates hijacked a Chinese-flagged commercial ship off Yemen's western city port of al- Hudaida in the Red Sea, Chinese military attache to Yemen confirmed to Xinhua on Saturday.The Chinese military confirmed that the Chinese-flagged commercial ship, which was registered in Hongkong, China, had been hijacked by the Somali pirates off the Yemeni coast, Chinese military attache to Yemen told Xinhua.The ship was then moved by the pirates towards the Somali coasts, he added, without providing how many people were on board or the date of the hijack.Earlier, Yemeni Interior Ministry said the Chinese ship called "Tien Hau" was attacked by the pirates some 11 nautical miles (20. 4 kilometers) off the Yemeni island of Al-Tair off the city port of al-Hudaida.Meanwhile, a security source at the ministry told Xinhua "the security operation room of the ministry received unconfirmed information that an anti-piracy international navy fleet might intercept the pirates and help release the Chinese ship.""We are following up the situation to confirm the release of the Chinese ship, as coast guard boats were dispatched to track the ship and pirates," he told Xinhua on condition of anonymity."The hijack took place early today, but we do not have exact information about the number of the ship's crew," he added.The Gulf of Aden is considered as one of the world's most dangerous waters because of rampant piracy.

BRASILIA, March 15 (Xinhua) -- A nationwide program aimed at providing internet access to 80 percent of the country's population by 2014 is forging ahead in Brazil, Communications Minister Paulo Bernardo said on Tuesday.The National Broadband Plan (PNBL), with participation of 13 ministries, is coordinated by Bernardo, who explained details about the project on Tuesday along with Joao Santana, president of Telebras, the state-owned enterprise responsible for managing the project.The authorities have criticized companies that offer internet service for failing to spread internet use in Brazil, offering an expensive service with prices amounting to about 50 U.S. dollars monthly, inaccessible to low-income families."We ended 2010 with 34 percent of Brazilian households with Internet access, and service is also very poor. Almost half of connections are of 256 mbps. We are out-of-date, with the aggravating circumstance that the connections are very expensive," Bernardo said.To speed up the process, the government started negotiating with concessionaire phone companies to improve the service quality and lower the price to about 30 reais (18 dollars), which would allow 80 percent of the population to access internet."During (former president) Lula da Silva's government, we developed a program to interconnect all schools with internet access, but we also want the private sector to do its share," he said.

BEIJING, March 17 (Xinhuanet) -- A new study has shown that gene therapy can reduce symptoms in patients with Parkinson's, media reports said Thursday.The study, published in the journal Lancet Neurology, is the first to show positive results in a test of gene therapy against a sham operation in 45 U.S. Parkinson's patients.The treated group showed a 23.1 percent improvement on a scale of Parkinson's symptoms six months after treatment, compared to a 12.7 percent improvement for patients who received sham surgery, according to the published research."Gene therapy is no longer just a theory," said Michael Kaplitt, a neurosurgeon at New York-Presbyterian Hospital and Weill Cornell Medical Center, and one of the study authors. "We are getting much closer to a reality where this treatment can be offered to patients."In patients with Parkinson's disease, their brains get overactive after losing the normal supply of a chemical called GABA. The new treatment, gene therapy, works by inserting billions of copies of a gene into patients' brains that helps them produce more GABA.Kaplitt said the results might spur similar treatments for other brain disorders like Alzheimer's, epilepsy and depression.

CHIAYI, Feb. 26 (Xinhua) -- Chen Yunlin, the Chinese mainland chief negotiator with Taiwan, discussed cooperation prospects on Friday with fishermen and farmers in Chiayi in southern Taiwan.Chen, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), led a 50-member delegation and spoke at a seminar attended by more than 70 business people from both the mainland and Taiwan.He said small and medium-sized enterprises on both sides "played an important role in cross-Strait economic development, employment and in maintaining social stability.""Small- and medium-sized businesses are an important part of cross-Strait economic exchanges," he said, adding that among the more than 80,000 Taiwanese enterprises investing on the mainland, over 50 percent are small and medium-sized companies.Chen said that efforts should be made to enhance cooperation between small and medium-sized enterprises on the mainland and those in central and southern Taiwan.The mainland delegation arrived in Chiayi from Kaohsiung after investigating the investment environment with local business leaders. They arrived in Taipei on Wednesday at the invitation of Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF). Both the SEF and the ARATS are authorized by the two sides to handle cross-Strait affairs.Chen said that since 2005, the mainland bought a large amount of farm and fishing products from Taiwan, which greatly boosted sales of Taiwanese products."Many renowned mainland distribution firms are present here at the seminar to seek cooperation opportunities with Taiwan's farmers and fishermen so that the sale of Taiwanese products on the mainland could increase steadily," he said.Chiang said the farming and fishing industries were the most important sectors in southern Taiwan.He added that the tax-reduction plan of the cross-Strait Economic Cooperation Framework Agreement's (ECFA) "early harvest" program, which took effect on January 1, covered 13 categories for farming products and five categories for fishing goods.
