SAN DIEGO (KGTV) - The Supreme Court ruling striking down the federal ban on sports betting opens the door to making it legal in California.Jeremy Lind stopped by this sports bar in Normal Heights for a little lunch and sports."I'm a Steelers fan myself, Go Steelers!" said Lind.Lind isn't shy about making bets with friends.  His appetite for bets could soon expand."That would definitely open up my betting curiosities I think," said Lind.'That' is the possibility sports betting becomes legal in California, now that the federal ban has been struck down.  The road to legal sports wagering requires a state constitutional amendment.  Both houses must pass a bill by two-third votes. A majority of voters must then approve it at the ballot box.  Proponents say sports gambling is already happening, including off-shore websites.  George Belch is the co-founder of SDSU's Sports MBA program."The main argument for this is: it's a reality and we need to recognize this and how to control it," said Belch.  The regulation would include consumer protections.  Supporters say taxpayers will win out.  Some estimates place revenues from sports betting between 0 and 0 million in annual tax revenues.  Belch says critics will point to sports gambling's impact on the integrity of amateur sports and gambling addictions.    "They will point out we don't want to make it easier people to bet.  It we facilitate it, it's simply not a good thing," said Belch.Belch says if sports betting becomes legal, you could see it at casinos, racetracks, online sites, even individual parlors. The California Nations Indian Gaming Association issued the following statement: "...we would advise the state to move slowly and cautiously and examine all angles as it relates to sports betting.  As the state of California weighs the decision of whether to allow for the practice of sports wagering, we firmly ask that tribes have a place at the table in any and all discussions surrounding this issue.  We also want to make very clear that California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games.  Legalization of sports betting should not become a back-door way to infringe upon that exclusivity.  A strong, well-regulated gaming industry is of utmost importance to California’s tribal governments and the public. Protecting the integrity of the gaming industry protects California and is our true North Star that guides all of our stances and decisions ..."To get on the November ballot, both houses would have to approve it by late June.  One Assembly source tells 10news that's unlikely, with a more likely date being November 2020. 2806

SAN DIEGO (KGTV) — Thousands of people enjoyed San Diego County beaches, despite the ongoing Beach Hazard Warnings. The National Weather Service announced there would be high surf, high tides, and strong rip currents on the San Diego County coastline. This Beach Hazard Warning continues until Sunday. Whether you're playing, laying, or even working on this July 4th holiday, spending time at Mission Beach was a dream come true. Especially if you were the Newman family, escaping the Phoenix heat. "When we left, I think it was 114 degrees," Bryant Newman said. They said it just doesn't compare. "We used to hang out a lot at the resorts there locally [in Phoenix], but we have been coming to California for Fourth of July for the last for five or six years," Newman said. But let's not forget about the Beach Hazard Warnings, still in effect until Sunday. "They did warn us about high surf before I left the hotel this morning," visitor from LA, Saira Kinuthia said. Kinuthia is not letting her two boys out of sight. She said while they are here for fun, safety comes first. "We had our talk, and if the lifeguard says that we need to come out of the water, then we have to come out of the water," Kinuthia said. Also keeping a close eye, there was a large police presence along the beaches and boardwalk. While most of the patrols were for alcohol, officers were also regulating the new e-scooter rules that took place on July 1st. Riders must slow down to 8 miles per hour on the boardwalk. But 10News saw many people zooming by. One was an accident between a double-rider and an elderly gentleman, walking on the boardwalk. All parties were okay. San Diego Police said they are giving many verbal warnings and a few citations for what they consider egregious e-scooter violations. Whether it's on the scooter or in the ocean, please remember. SAN DIEGO (KGTV) — This week, San Diego County will learn whether its coronavirus case rate forces the region to move into California's restrictive purple tier of reopening. If the county is forced to move into the most restrictive tier, several business types will have to enact more stringent capacity limits or move operations outdoors only:Retail stores at 25% capacity indoors,Restaurants can have outdoor dining only,Shopping centers at 25% capacity with closed common areas and a closed food court,Personal care businesses can have outdoor operations after working indoors with modifications.Museums, zoos, and aquariums can operate outdoors only,Places of worship and movie theaters can be outdoors only,Gyms and fitness centers can operate outdoors onlyLast month, California moved personal care services, like nail salons, tattoo parlors, and skin care services, into the same category as hair salons and barbershops. These businesses can operate indoors with modifications in any tier.RELATED:San Diego businesses feel the squeeze between coronavirus and winter weatherIf San Diego County falls to purple tier, some schools may delay reopeningMany San Diego business owners fear move to dreaded purple tierLast week, county public health officials reported an unadjusted case rate of 8.7 cases per 100,000 people, and an adjusted 7.4 case rate. County spokesman Michael Workman said if the region does fall into the purple tier, the new restrictions would take effect 12:01 a.m. Saturday. This time, however, they would not be accompanied by an additional round of federal stimulus money to help small businesses make it through. "It's sustainable for a few months at time, but if you start talking about 12 to 18 months of this you're going to see hundreds and hundreds of restaurants and bars go out of business," said Steve Billings, owner of North Park's Original 40 Brewing Company. Ben Clevenger, President of the San Diego County chapter of the California Restaurant Association, says they are writing a letter asking local and state officials for a one-week extension in hopes the COVID-19 metrics improve. As for their members, he says it's up for each restaurant owner to decide what to do."We keep advising them to do safe social distancing, safe operation practices," Clevenger said. "But at the end of the day, it's up to them, the individual businesses, whether to they're going to stay open or close and follow the guidelines. I think right now, there's a lot of restaurants in survival mode, and they don't have a choice but to stay open and hope for the best."The purple tier also requires a case rate of 7.0 or more and testing positivity of 8% or more. The county's testing positivity has largely sat at 3% to 3.5% for the last four weeks, which falls within the positivity metric for the orange tier of reopening. If the county falls into the purple tier, it will have to meet red tier criteria for two consecutive weeks before it can move forward, according to the state. 3008
