SAN DIEGO (KGTV) -- San Diegans will soon have four new restaurants for dining along the San Diego Bay, as Mayor Kevin Faulconer joined Port of San Diego officials and The Brigantine Inc. for the ribbon cutting ceremony Monday for Portside Pier. Portside Pier is an over-the-water dining complex that has been years in the making. It will have four restaurants -- Brigantine on the Bay, Miguel's Cocina, Ketch Grill & Taps and Portside Coffee & Gelato. The dining complex replaced Anthony's Fish Grotto, a staple for 52 years along the bay. The dining complex is now owned by The Brigantine Inc. The restaurants are opening amid the COVID-19 pandemic. The design of the restaurants have plenty of outdoor space to seat about 500 people, with all social distancing guidelines in place. The complex has capacity for about 1,000 people, once pandemic restrictions are lifted. Portside Pier is the first of several projects along the waterfront, to improve and update the embarcadero. The coffee and gelato bar are already open. The other restaurants officially open on July 28. 1090

SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock. Placing objects on the Ross Rock has almost become a ritual.In 2006, a large pterodactyl had sat atop the rock before being washed away. A peace sign, the numbers "2010" — local graduates, perhaps? — a Christmas tree, a tiki head, and at one point, a toilet with a Raiders fan wedged inside have all been found taking refuge from the waves below.It remains unclear who makes the objects or how they have installed them in the past.Time and again, however, Mother Nature or possibly another vandal has removed what's been placed. 1359

SAN DIEGO (KGTV) -- San Diego County is now able to test for novel coronavirus without needing to send samples to the CDC, the Health and Human Services Agency announced Thursday. The County Public Health Lab can now run up to 40 tests at once. The lab is one of dozens certified by the CDC throughout the U.S. “This is great news for San Diego County and will help with our ongoing efforts to contain COVID-19,” said Wilma Wooten, M.D., M.P.H., County public health officer. “Being able to test locally means that when we have patients under investigation, we can more rapidly remove unneeded restrictions from those without infection. Should someone test positive, we will continue to keep them isolated.”RELATED: First coronavirus case with unknown origin confirmed in Northern CaliforniaPrior to receiving the testing kit, results took several days to return. Results for potential cases of COVID-19 will now be available within 24 to 48 hours, health officials say. Positive results will need to be confirmed by the CDC. “The risk of COVID-19 is still very low, especially if you have not travelled to an area where the virus has been detected or had close contact with a patient who tested positive for this new coronavirus,” county health officials said. SAN DIEGO (KGTV) -- San Diego District Attorney Summer Stephan made a push Monday to remind residents that there are still resources for domestic violence victims during the stay-at-home order.Stephan did not have any data to show whether domestic violence cases have started to rise yet. However, she pointed to a case on Sunday where police say a husband killed his wife while their three children were home as an ominous example."The Chula Vista case is a tragic example. One loss of life is one too many for us," said Stephan.RELATED STORY: Chula Vista Police searching for homicide suspect on the runPolice have identified the victim as 35-year-old Natalia Uriarte. Her husband, Francisco Uriarte, fled the scene and remained at large as of Monday afternoon.The DA's office has set up a website that has a list of resources for those afraid of or suffering from domestic violence.Stephan said because of the COVID-19 pandemic, some of the women's shelters are offering hotel vouchers to reduce potential for the spread of coronavirus.Residents can also call the county's resource hotline at 2-1-1. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746
