BEIJING, Nov. 26 (Xinhua) -- China's State Council, or the Cabinet, said on Wednesday that more efforts would be made to encourage enterprises to upgrade technology and engage in independent innovation.     It also said there would be policies to promote merger and acquisition among enterprises.     The policies were clinched at an executive meeting of the State Council, presided over by Premier Wen Jiabao. The meeting was held to discuss measures to address difficulties faced by enterprises and promote economic growth and deliberate plans to reform finished oil pricing mechanism and fuel taxes and fees.     According to the meeting, plans would be drawn up to help some key industries, including steel, auto, ship manufacturing, petrochemical, light industry, textile, nonferrous metals, equipment manufacturing and information technology.     The meeting urged banks to increase credit supply to help small and medium enterprises overcome difficulties.     To offset adverse global economic conditions, the State Council on Nov. 9 has announced a 4 trillion yuan (585.7 billion U.S. dollars) stimulus package to boost domestic demand. This will be combined with other boosting measures, such as loosening credit conditions and cutting taxes.     The huge amount of money will be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transportation, the environment, technological innovation and rebuilding after several disasters, most notably the May 12 earthquake.     The State Council also discussed the reform plans of finished oil pricing mechanism and fuel tax and fees at the meeting. It decided to make public the two draft reform plans to solicit public advice.     According to the National Development and Reform Commission, the government has been studying a fuel tax to replace the current road tolls imposed upon vehicles.     The long-awaited fuel tax and fee reform was first proposed in 1994.     The State Council meeting also reached decisions to increase the storage of key materials and resources, accelerate development of the service industry and enhance measures to promote employment and social security.     More education and job training would be provided among the government's efforts to increase employment. This education and training should also cover the lay-off workers and rural laborers who returned from cities because of unemployment, according to the meeting.

BEIJING, Dec. 19 (Xinhua) -- Chinese Vice President Xi Jinping said here Friday that universities should pay more attention to the Communist Party of China (CPC) organ development on campus.     Party organs on campus are an important mechanism to unite and organize teachers and students, Xi said at a meeting here on CPC organ development on campus.     It will also help the universities to improve students' virtue and foster talents that fit the need of the country, he added.     Xi appreciated the great progress Chinese universities have made in developing CPC organs on campuses in the past three decades.     The CPC work shall always serve the reform and development of universities and personal development of students, he said. It should aim to maintain stability on campus and adapt to changing realities, he said.     Universities should try to recruit high-quality grassroots Party workers, who love and are good at this work, and create a favorable working and living environment for them, he said.     When it comes to the university administration, Xi said, college heads should not only have outstanding academic performance but also stand out in personal virtue and capability to manage people.

ABOARD DESTROYER WUHAN, Jan. 12 (Xinhua) -- A Chinese mainland navel fleet on Monday began to carry out an escort mission for four merchant ships including one from Taiwan in the Gulf of Aden off Somalia.     The mission is also escorting two other ships from Shanghai and one from the Philippines to protect them against pirate attacks. Two groups of naval special forces were aboard the first and the last ships.     Another Chinese destroyer Haikou will join the mission later in waters, where the pirates are more likely to appear.     Rear-Admiral Du Jingchen, commander of the naval fleet, said safeguarding transport in the Gulf of Aden and maintaining security of ships was the common wish of all pacifists including compatriots across the Taiwan Straits.     The Gulf of Aden is a key trade route linking the Indian Ocean with the Mediterranean via the Suez Canal. BEIJING, Oct. 20 (Xinhua) -- Chinese President Hu Jintao has urged to implement the responsibility system which was designed 10 years ago for the building of a clean government and improvement of the Communist Party of China's (CPC) work style.     In his instructions for a teleconference held here on Monday to mark the tenth anniversary of the issuance of the responsibility system by the CPC Central Committee and the State Council, Hu, also the General Secretary of the CPC Central Committee, said the responsibility system is fundamental for further pushing forward the building of a clean government, improvement of the Party's work style and the anti-corruption drive.     Hu said that the Party committees and governments at all levels had made remarkable achievements in improving the Party's work style, building a clean government and the anti-corruption drive in the past 10 years, but must be aware of the problems still existing.     He urged Party committees and governments of all levels to study and implement the essence of the 17th Party Congress and make strenuous efforts to gear up the improvement of the Party's work style, the building of a clean government and the anti-corruption drive.     Hu called for seriously carrying out the responsibility system, making substantial efforts to push forward the building of a mechanism for punishing and preventing corruption, further enhancing the ability of resolving the outstanding problems in improving the Party's work style and building a clean government so as to provide a favorable political guarantee for promoting scientific development and social harmony.     In addition to studying Hu's instructions, the participants in the teleconference also shared their experiences on the anti-corruption drive over the past 10 years.     Addressing the teleconference, He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and Secretary of the CPC Central Commission for Discipline Inspection, talked about how to implement the responsibility system by strengthening supervision and check on the implementation of the Party lines and policies so as to ensure the smooth implementation of Party's orders.

BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday agreed to strengthen practical cooperation in jointly addressing the current global financial crisis.     The agreement came after talks between visiting Chinese Premier Wen Jiabao, who arrived here on Thursday for a visit to the EU headquarters, and European Commission President Jose Manuel Barroso.     Wen told Barroso that China, in its foreign relations, lays a strategic emphasis on developing the comprehensive strategic partnership with the EU, and promoting cooperation to jointly tide over the current difficulties should be a key task for both sides under current circumstances.     To this end, both sides need to trust and respect each other, treat each other equally and aim for mutual benefit, Wen said. In particular, China and the EU should address each other's major concerns and try to stave off disputes, he added.     Barroso said the EU and China have seen close, deep and fruitful relations, and, as two major forces in the world, many global issues cannot be solved without EU-China cooperation.     The EU is ready to promote dialogue and cooperation with China to elevate the comprehensive strategic partnership to a higher level, he said.     To jointly tackle the global financial crisis, China and the EU agreed to expand information exchanges between financial institutions, the central banks and financial supervisory and regulatory bodies.     Both sides pledged to promote trade and investment. China will continue to steadily expand market access and increase import from the EU, while the EU recognized China's achievement in promoting market economy.     Both sides agreed to support cooperation between small- and medium-sized businesses and to deepen cooperation in technological innovation in such areas as energy conservation, greenhouse gas emission reduction and health care.     China and the EU vowed to work together in mitigating and adapting to climate change, agreeing to boost cooperation in developing new energies, new energy conservation technology and a low-carbon economy.     The two sides also reached consensus on close coordination in macroeconomic policies and opposition to trade protectionism.     China and the EU on Friday signed cooperation agreements on aviation, work safety, clean energy and intellectual property rights protection.
