SAN DIEGO (KGTV) — Arthur Soriano didn't have that privilege until the age of 40, and now advocates about the power of voting.Seven years ago, Soriano was released from prison after serving a 19-year sentence for attempted murder."I needed that sense of belonging and I found it in gangs," Soriano said.He grew up in City Heights, with a single mother, and two younger twin sisters. He'd been in and out of trouble since he was a teenager. And of course, lost his opportunity to vote. But he turned his life around in prison."I went to college while I was in there so I self-educated while I was in prison. There was always aspirations of me wanting something better," says Soriano.That something better was a grassroots community organization he created in City Heights called Youth Empowerment. Soriano now helps to provide services for formerly incarcerated men and women.And four years ago at the age of 40, after serving his probation, Soriano voted for the first time."It was exciting, it was new, a new experience. But I felt the power of using my voice, of having that platform of my voice counts," Soriano said of voting in 2016.Now, with the opportunity to have a direct influence on others in his community, Soriano also shares his message about the privilege of voting, and the power it can have."I have a place at the table, I have a voice, I have something I can bring. SAN DIEGO (KGTV) — City Council leaders on Tuesday approved the purchase and sale agreement that formalizes the sale of the Mission Valley stadium site to San Diego State University.Following the council's approval of the PSA, a required 30-day waiting period begins. After that, Mayor Kevin Faulconer will sign the agreement to complete the sale and begin the escrow period of the land.Transfer of ownership of the stadium site is expected to take place in early August. SAN DIEGO (KGTV) - Cal Fire is battling a brush fire near East San Diego County on the U.S.-Mexico border. The flames broke out after 11 a.m. near the Cottonwood Creek area off SR-94, not far from Barrett Junction. 100 acres burned in the U.S., with the fire spreading to 650 acres in total by 7:30 p.m. It is 10 percent contained.The fire has a moderate rate of spread and was burning light brush, Cal Fire confirmed to 10News. SAN DIEGO (KGTV) - Construction is underway on upgrades to Pacific Beach Middle School. The campus will get a new 2-story building, featuring 26 state-of-the-art classrooms, as part of a "Whole School Modernization" project.Other aspects of the project include renovations to the existing cafeteria and library media enter, as well as a new HVAC system for the auditoriums and science classrooms."We'll have classrooms that represent 21st-century learning spaces," says SDUSD Facilities Communication Supervisor Samer Naji. "You're talking about flexible furniture so that the students and teachers can be creative with the way they use their spaces. You're talking about state of the art technology, voice amplification systems, smart boards that the teachers and students can all use."The administration offices will also be moved to a different part of campus, creating a more easily identifiable entryway for visitors."Right now it's a large priority for the campus that we have a secure entry," says Naji. "This ensures that, during the day when kids are in class, there's only one way in and one way out of campus."Security has been at the forefront of many SDUSD projects in the wake of school shootings across the country. District officials say they want to make sure all campuses only have a single entry for visitors. The new layout at PB Middle School will accomplish that goal.The building opened in 1931. Over the years, upgrades and expansions brought it to its current 13.8-acre footprint.Money for the project is coming from voter-approved Propositions S & Z. As part of the renovation, the current two-story library & classroom building will be torn down. Demolition begins in July. The work will be done in two phases, so the school can keep enough classrooms on site to accommodate students.Unfortunately, some of the murals on the current building will be lost in the demolition. The school's principal says they want to work with students and community members to design new murals for the new building.In 2017, SDUSD completed work on a new joint-use athletic field at the Middle School. SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla remains hospitalized on a ventilator but is now in stable condition, according to a family statement issued Wednesday. Padilla, who represents Chula Vista's District 3, was admitted at UCSD Thornton Hospital ICU last Thursday after experiencing difficulty breathing associated with COVID-19. The family said he required a respirator.“My dad is a fighter, and he’s fighting through this -- with the help of amazing doctors, nurses and healthcare workers who are caring for him," said the councilman's daughter Ashleigh Padilla in a statement Wednesday night."We’re hopeful that he’s reached a turning point and will be home soon," she said.No further details about his condition were given at this time.“I know he cannot wait to get back to serving the people and helping our entire community get through these tough times," his daughter said.Padilla told his constituents in a Facebook video post published March 14 that he had contracted the coronavirus.
