BEIJING, Aug.1 (Xinhua) -- China's General Administration of Press and Publication (GAPP) has voiced its support for journalists' rights of supervision after police in an east China county wrongly issued an arrest warrant for a journalist."News organizations have the right to know, interview, cover, criticize and monitor events regarding national and public interests. Journalistic activities by news organizations and their reporters are protected by law," read a statement posted on the GAPP's website.The statement came after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter of the Economic Observer News, who was accused of defamation by a publicly-listed company.Qiu had previously been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company with fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.Police officials said earlier Friday that the investigation into allegations of defamation against Qiu and his newspaper would continue.

BEIJING, June 23 (Xinhua) -- Chinese banks should set up an independent risk management system in line with its strategic expansion plan as part of efforts to ward off financial risks, China's banking regulator said Wednesday.The breakout of the global financial crisis highlighted the necessity of increasing management of differentiated sovereign risks, the China Banking Regulatory Commission said in a guideline published on its website.Just as Chinese banks were expanding throughout the world, the overseas risks they were facing were on the rise, the guideline noted.Sovereign risks refer to ones that banks are exposed to when overseas borrowers or debtors are unable to repay debt because of their countries' economic, political and social changes.Chinese lenders were required to differentiate risks according to the countries involved and make policies on the minimum potential loan loss provisions ranging from 0.5 percent to 50 percent, according to the guideline.The banks must meet the requirements under the guideline by June 1, 2011.

The 15-nation Council began the meeting on Wednesday morning to discuss a report by UN Secretary-General Ban Ki-moon on how to prosecute and imprison Somali pirates."China supports the activities carried out to combat Somali piracy in accordance with the international law and the resolutions of the Security Council," Li said. "At present, naval operations of the countries concerned to combat piracy and to protect navigation have played a very positive role in safeguarding the safety of international navigation.""At the same time, the issue of how to prosecute the pirates caught has come to the fore," he said. "China supports strengthening international cooperation in prosecuting the Somali pirates under the framework of the existing international law, and appreciates the work carried out by the countries concerned, particularly coastal states.""We also call upon international community to provide the necessary support to the coastal states to enhance their legal capacity, and China welcomes their report in this regard and will join others to further study the legal framework," he said."Recently, although pirate attacks off the coast of Somalia have continued, threatening the safety of international navigation, their success rate has started to decline, reflecting the initial success of counter-piracy international cooperation," he said."However, at the same time, the root causes that give rise to the piracy off the coast of Somalia have not been eradicated, and these pirates remain and their behavior is starting to change with elaborate organization and more covert methods of attack, and they have expanded their scope of operations into the Indian Ocean," he said.
