BEIJING, Jan. 4 (Xinhua) -- Canvassers for China's economic census must ensure the validity and credibility of the results to give decision makers better insight into the economy, Vice Premier Li Keqiang said on Sunday.     The census is vital as it provides a frame of reference for the government to maintain stable, rapid economic growth as the financial crisis deepens, Li said during visits to the National Bureau of Statistics (NBS) and a census data collection site here.     "The global financial crisis has not bottomed out but has further hit the world economy, and its adverse impact on China is gradually unfolding," said Li.     He urged census-takers to strive for quality and timeliness in their data. Workers have finished preparations and begun to collect and analyze the data.     The NBS started the census in 2004, and it is conducted every five years. The current census will help form the basis of the social and economic development blueprint for the 12th Five-Year Plan (2011-2015).     Statisticians around the nation will survey all enterprises from the secondary and tertiary sectors, including smaller ones that were omitted from earlier annual statistics.

BEIJING, Oct. 19 (Xinhua) -- China will adopt a flexible and prudent macro-control policy to keep a stable and rapid economic development in the current fourth quarter, according to the State Council here on Sunday.     Related financial, credit and foreign trade measures will be carried out in the near future in response to the slowing trend of the country's economic growth and the continuous fluctuation in the domestic capital market amid the ongoing global financial crisis, according to a State Council meeting presided over by Premier Wen Jiabao on Sunday.     Agriculture continued to be a priority, with multiple support policies to come following the Communist Party of China Central Committee's decision to strengthen rural development this week.     To boost development of small- and medium-sized enterprises, the government planned to widen their investment channels by further encouraging financial institutions to give out more loans. Companies would also get more fiscal support for technology innovation.     In addition, the country would reinforce national investment in areas such as the southwest quake-zone reconstruction, infrastructure development and social welfare system, among others.     With regard to the foreign trade sector, the State Council, China's Cabinet, decided to increase imports of goods of domestic need and support the country's exports so as to realize the balance of international payments.     "We will further raise the export rebate of labour-intensive products such as garments and textiles, as well as mechanical and electrical products with high-added value," the council said.     In addition, the country's top administrative body would still keep a cautious eye on price increases with a focus on agricultural and energy related goods.     The advent of September's tainted milk scandal had also prompted the central government to pay closer attention to food safety in the fourth quarter. Regulations on dairy product quality and safety, which took effect earlier this month, would be further reinforced, according to the council decision.     While acknowledging the affect of the worldwide economic slowdown on the domestic economy, the Cabinet still expressed confidence for the nation to continue a healthy development.     "Our economy remains vigorous and has the capability to defend itself against international risks," Premier Wen Jiabao said at a State Council meeting on Friday.

BEIJING, Oct. 25 (Xinhua) -- The Seventh Asia-Europe Meeting (ASEM) issued a Chair's Statement here on Saturday, agreeing to issue the Beijing Declaration on Sustainable Development.     The statement said the leaders held extensive and in-depth discussions on issues of realizing the Millennium Development Goals (MDGs) as well as the sustainable development targets agreed in Johannesburg, strengthening energy security cooperation, jointly addressing the challenge of climate change, and environmental protection, including water resources, forests and air, and improving social cohesion under the framework of sustainable development.     Leaders stressed the importance of mid-term review of the MDGs, and underscored the need for ASEM members to further deepen international development cooperation to meet the IADGs, particularly the MDGs, in a timely manner.     Leaders expressed their support for strengthened international cooperation on climate change that could help assess impacts and vulnerabilities, build adaptive capacities, and support adaptation actions.     Leaders also emphasized the need for the sustainable management of forest and ocean as well as other territorial, coastal and marine ecosystems.     Leaders stressed the need to focus on development needs and environmental sustainability in the energy sector. They emphasized the need for Asia-Europe cooperation to ensure the availability of environmentally sound energy at a reasonable price to support economic growth and that the latest technology should be intended to increase energy efficiency.     Leaders recognized that the impact of globalization is increasingly being felt by the people of ASEM members, and share a common interest in strengthening the social dimension of globalization and improving social cohesion.     To this end, leaders unanimously agreed to issue the Beijing Declaration on Sustainable Development.     The Seventh Asia-Europe Meeting (ASEM 7) was held in Beijing on 24 and 25 October 2008. BEIJING, Jan. 12 (Xinhua) -- A senior Communist Party of China (CPC) official on Monday hailed China's achievements in promoting cultural and ethical progress in 2008 after some major events, including the May 12 earthquake and the Beijing Olympic Games.     In both events, China displayed its "national spirit and the spirit of the times", Li Changchun, member of the Standing Committee of the CPC Central Committee Political Bureau, told a plenary conference of the Central Commission for Guiding Ethic and Cultural Progress.     Li, who presided over the conference as the head of the commission, attributed the achievements to the staunch leadership of the CPC Central Committee with Hu Jintao as general secretary.     Li called for efforts to build up the system of socialist core values and strengthen cultural and ethical progress so as to create a sound environment for "continuing ideological emancipation, persisting in the reform and opening up, promoting scientific development, and making new victories over building a well-off society in an all-round way."     In 2009, the development of ethical and cultural progress would focus on the celebration of the 60th anniversary of the founding of the People's Republic of China, he said.     He called for efforts to deal with moral, cultural and Internet-related problems and try to help youth to grow in a healthy way.     Li said the important role of boosting cultural and ethical progress was a common responsibility for the whole society.     Present at the conference were Liu Yunshan, member of both of the Political Bureau and Secretariat of the CPC Central Committee, and Liu Yandong, a Political Bureau member and state councilor. HARARE, Dec. 23 (Xinhua) -- China donated 500,000 U.S. dollars to Zimbabwe on Tuesday to boost the country's efforts to arrest cholera epidemic which has killed more than 1,000 people since the first outbreak in August.     Speaking at the donation ceremony at the Health Ministry office building in Harare, He Meng, Charge d'Affair of the Chinese Embassy in Harare, said as a long-term friend of Zimbabwe, China shares the concerns of international community over the current cholera situation, and sympathies with Zimbabwean people in their sufferings.     "At the moment, Zimbabwean people are eagerly waiting for assistance fighting against cholera, we sincerely hope and believe that the money would be made best use of under the coordination of the Zimbabwean government and UN agencies, so as to alleviate the epidemic situation and help Zimbabwean people to overcome challenges at an earlier date, " He said.     Zimbabwe's Health and Child Welfare Minister David Parirenyatwa said with the help of international organizations and countries friendly like China, the situation is now much better. He spoke highly of good relations between the two countries.     At least 1,000 people have died of cholera while nearly 24,000 cases have been reported in Zimbabwe since August this year. However, reports on Tuesday say the disease has been contained and cases are on the decline.     Zimbabwe's health sector got a major boost at the weekend when the country received 140 tons of medical supplies from the United Nations Children's Fund.     Since Zimbabwe declared cholera and the health system a national emergency, a number of donors and diplomats have come in with sizeable donations.     Over the weekend, Tanzania donated 40 tons of medical supplies to fight the cholera epidemic while SADC has launched an emergency request for medical aid.     Last week, the United Nations Population Fund donated five tonsof surgical sundries towards central hospitals' maternity services for a period of at least three months.     A fortnight ago, Namibia responded to Zimbabwean government's request for assistance with a donation of 200,000 dollars worth of drugs.     Two weeks earlier, South Africa had partnered the Zimbabweans government to contain the cholera outbreak in Beitbridge.     Other non-governmental organisations and UN agencies have also assisted through the provision of incentives for staff working in cholera treatment centres, logistics and experienced staff.     The assistance from the donor community is earmarked either for cholera or revival of the health sector.
