BEIJING, Jan. 20 (Xinhua) -- China on Thursday announced it had introduced a regulation to better manage state compensation funds. The regulation was signed by Chinese Premier Wen Jiabao Monday and immediately came into effect then.The regulation is aimed to ensure eligible claimants receive state compensation on time and in full.The regulation means governments at all levels must budget for state compensation payouts each year, and if the actual amount of state compensation payouts exceed what is budgeted for, additional funds must be used.The regulation also standardizes the procedure of applying for state compensation.State compensation refers to government pay outs to citizens for damages it has caused them through infringements of their rights.The State Compensation Law of China took effect since 1995.

LOS ANGELES, April 11 (Xinhua) -- Drinking 100-percent fruit juice may offer disease-fighting benefits, a new study suggests.Fruit juice is linked with reduced risk of cancer, improved markers of heart health and cognitive decline, and increased antioxidant activity, according to the study published on Monday by the American Association for the Advancement of Science (AAAS).These protective health benefits are similar to those of whole fruits, said the study, conducted by researchers at the University of California, Davis.The researchers came to the conclusion after summarizing recent research data on the potential benefits of fruit juice. The review included a range of study types, from in vitro to clinical trials (60 papers total), all published in 2005 or later.Among the fruit juices included in the review, consumption of apple, citrus, cranberry, grape, and pomegranate juices all showed beneficial effects. Markers of improved health ranged from reductions in urinary tract infections (cranberry) to improvements in age-related cognitive decline (grape and apple) to reduced risk of prostate (pomegranate) and respiratory and digestive (orange, grapefruit) cancers. Additionally, intake of all juices was linked to heightened antioxidant activity."While it is universally accepted that fruit and vegetable intake is protective, there is not a clear consensus about the benefits of consuming the juices that are extracted from them," said study lead author Dianne Hyson, PhD. "An analysis of the scientific evidence suggests that 100 percent fruit juices retain important bioactive components that may promote good health and aid in disease prevention."

BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. BEIJING, April 12 (Xinhuanet) -- The elderly have a difficult time with multi-tasking as a study suggests that older brains behave differently when it comes to switching between two tasks, according to media reports on Tuesday.Researchers used functional magnetic resonance imaging (FMRI) to analyze brain activity in 20 people over age 60 by asking them to contemplate outdoor photos shown briefly. Then the elderly were presented with the picture of a face and asked to determine its gender and age, before being asked to recall details from the original scene they viewed.Researchers then compared their results to a similar experiment with 20 younger adults and found the brains of older subjects were less capable of disengaging from the interruption and reestablishing the neural connections necessary to switch back to focusing on the original memory."Unlike younger individuals, older adults failed to both disengage from the interruption and re-establish functional connections associated with the disrupted memory network," write Wesley C. Clapp of the University of California, San Francisco, and colleagues in the Proceedings of the National Academy of Sciences.The study, published in the online edition of the journal Proceedings of the National Academy of Sciences, sheds new lights into a growing body of studies showing that one's ability to move from one task to another in quick succession becomes more difficult with age.

The spacecraft returned to Earth's vicinity to drop off a sample return capsule eagerly awaited by comet scientists.NASA re-tasked the spacecraft as Stardust-NExT to perform a bonus mission and fly past comet Tempel 1, which was struck by the Deep Impact mission in 2005. The mission collected images and other scientific data to compare with images of that comet collected by the Deep Impact.The Stardust-NExT met all mission goals, and the spacecraft was extremely successful during both missions. From launch until final rocket engine burn, it travelled approximately 3.54 billion miles.After the mileage logged in space, the Stardust team knew the end was near for the spacecraft. With its fuel tank empty and final radio transmission concluded, the most traveled comet hunter will move from NASA's active mission roster to retired."This kind of feels like the end of one of those old western movies where you watch the hero ride his horse toward the distant setting sun -- and then the credits begin to roll," said Stardust-NExT project manager Tim Larson from NASA's Jet Propulsion Laboratory in Pasadena, California. "Only there's no setting sun in space."
