BEIJING, Oct. 24 (Xinhua) -- The Asia-Europe Meeting (ASEM) summit concluded its first closed session here Friday evening, with the global financial crisis topping the agenda.     Leaders and representatives of the 45 ASEM members attended the meeting which lasted two hours.     Chinese Premier Wen Jiabao chaired the meeting and made the leading speech.     Wen called on Asian and European nations to make concerted effort in response to the global financial crisis triggered by the U.S. credit crunch, according to the Chinese Foreign Ministry.     Wen said the international financial and economic situation is an issue linked up with the direct interests of all ASEM members, and that is why the issue was listed the top subject for discussion.     "Asian and European nations are an important force to safeguard international financial stability and promote world economic growth," Wen said. "We should make concerted effort to show the world our confidence, unity and cooperation," he added.     He said relevant countries and organizations have taken measures in response to the global financial crisis, and China hopes these measures would achieve the desired results soon.     He also called for global action to jointly respond to the crisis.     The leaders present at the meeting had an "enthusiastic and in-depth" discussion on how to tackle the crisis, as well as how to promote Asia-Europe trade and investment, the Foreign Ministry said, giving no further details.     The seventh ASEM summit, scheduled for Friday and Saturday, will all together have four closed sessions.

ISTANBUL, Turkey, Nov. 28 (Xinhua) -- Chinese and Turkish business people signed 19 contracts here Friday on the purchase of Turkish commodities worth about 230 million U.S. dollars.     Visiting China's top political advisor Jia Qinglin attended the signing ceremony after the Sino-Turkish economic and trade cooperation forum which was attended by government officials and business people from the two countries.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said in his speech delivered at the forum that China and Turkey should make further plans on the future development of bilateral economic and trade cooperation.     China-Turkey trade volume exceeded 10 billion U.S. dollars last year and the figure for this year is expected to reach 13 billion U.S. dollars.     He called on business people from both countries to make joint efforts to further tap cooperation potentials, increase mutual investment, expand cooperation in infrastructure construction and project engineering, and enhance multi-lateral economic and trade cooperation. TAIPEI, Nov. 6 (Xinhua) -- Chinese mainland's chief negotiator on Taiwan affairs Chen Yunlin said Thursday that complicated historical problems across the Taiwan Strait could well be resolved through mutual trust.     Chen, president of the mainland's Association for Relations Across the Taiwan Strait (ARATS), told a banquet, held in the island's landmark Grand Hotel, that problems could be settled as long as the two sides made concerted efforts with "kindness and wisdom" to create conditions and firstly solve economic and livelihood problems closely linked with public interests.     Chen was grateful for the considerate arrangement and warm and friendly service on the part of the Taiwan-based Straits Exchange Foundation (SEF) over the past four days.     He was on a five-day visit to the island starting Monday for economic talks with the SEF, which was the first meeting held in the island between the ARATS and the SEF. The two signed historical deals concerning direct shipping, flights and postal services. BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.
