SAN DIEGO (KGTV) - The San Diego Medical Examiner ruled the death of a teenager who jumped off a bridge in Carmel Valley was an accident. Ruben Ortiz, 18, was one of six people in a Nissan Altima on July 9 when the car crashed on SR-56.Two passengers got out of the car and ran away, officers said. Ortiz and 17-year-old Jesse Garcia jumped 80 feet off the bridge into Gonzales Creek, not realizing it was a dangerous drop, according to investigators. Garcia and Ortiz, who suffered multiple blunt force injuries, died at the scene. California Highway Patrol officers said Garcia had been driving the night of the crash. Investigators found an open beer can in the center console. SAN DIEGO (KGTV) — Thursday night, the State Board of Education voted to decline the renewal charters for all four Thrive Charter Schools in San Diego. They explain the test scores are too low and keep dropping. The vote technically didn't carry because the board needs six votes to pass any motion. The vote Thursday night was four to two, not all members were present for the vote. If the schools are forced to shut down, nearly 1,000 students would have to look for new schools at the end of the school year. She tells me this is her daughter's first year, "it's been a Godsend because I was so done with not being able to have LeLe brought up to her potential in the public schools". This school year, Buehler moved her daughter to Thrive and says she doesn't think the state board should shut the schools down solely based on that, "it's mind-blowing because this is going to change so many students lives, not the better, and it’s a shame that it's based on numbers on a paper when you actually see these are future leaders in our community."Meanwhile, some parents have already contacted the San Diego Unified School District to enroll their children for next year. The District Operations Support Officer, Marceline Marques, tells 10News, "in the past 24 hours, we've already placed 60 students throughout the district from Thrive". SAN DIEGO (KGTV) -- Thousands of people spent their final day of the holiday weekend at San Diego beaches, just as the Beach Hazards Warning expired. Mother of two, Shannon Crais spent the day at Ocean Beach Sunday. "We live a couple of blocks away, so we come down here a couple of times a week."Her daughter Sam likes to play tag with the waves, as they ripple towards her older brother Alex. The Ocean Beach residents say they know the potential dangers of their favorite play area. "I talk to my son about it because he is a little bit bigger," Craig said. "But my daughter, she stays close. We talk about the ocean being dangerous."Sunday afternoon, the National Weather Service dropped the Beach Hazards Warning for all of San Diego County. But all weekend, beachgoers faced strong rip currents and high breaking waves. This was a point of concern for some, but great news for surfers like Jesus Rodriguez. "I think the hurricane is bringing the swell from down south and it has been awesome!" Rodriguez said. Rodriguez says the waves were much better this long holiday weekend thanks to the high surf advisory. They were so good that he had to share the waves with a lot more people than usual. That is why he was doing two-a-day sessions over the last few days. "You get a lot better waves and a lot better form on the wave, so you can start ripping them up," Rodriguez said. Craig also appreciates the beautiful, ridable waves. As a mother, wants her kids to be safe, but she is not totally against having her children learn about the water on their own."If you get wiped out a couple of times, you gain a little bit more respect for the ocean," Craig laughed. 1678
