(KGTV) -- With 35 days until the election, it appears California voters are in favor of eight state propositions that impact everything from property taxes to parole to rent control. Still, for most propositions, the support is not enough to feel comfortable. A new ABC-10News-Union-Tribune scientific poll shows eight propositions leading outside the poll's 5.4 percent margin of error. Still, pollster Survey USA says that could change because typically opposition to all ballot measures increase as election day gets closer. Then again, it says 2020 is not a typical election year. Thad Kousser, a political analyst at UC San Diego, said propositions that do not poll over 50 percent have an increased chance in ultimately failing, even if they are up."The more people learn about propositions and their details, the less there is to like about them," he said. "Sometimes a proposition has one part of it that people find attractive and then other details that they don't like, and as a campaign exposes those, as the No campaign makes that case, then support will drop off."The poll also shows Joe Biden defeating President Trump 59 percent to 32 percent in California. Interestingly, however, the poll says voters who plan to vote in person on election day choose Trump over Biden, 55 to 38. Here is the breakdown of the propositions as part of the poll, which surveyed 588 likely voters:Prop 15, which would reassess some commercial properties to raise property taxes for schools and local governments, exempting smaller businesses and farms, is passing 49 to 21, with the remainder undecided.Prop 16, which would eliminate the ban on consideration of race, sex, color, ethnicity or national origin in public education, public employment and public contracting to allow for more diversity, is passing 40 to 26, with the remainder undecided.Prop 17, which restores voting rights to former inmates, is passing 55 to 19, with the remainder undecided.Prop 19, which allows severely disabled homeowners, those over 55, and those who have lost their homes in a wildfire to transfer their property tax basis to any property in the state, and allocates new revenue to fire protection services, is passing 56 to 10, with the remainder undecided. Prop 20, which would reclassify certain crimes and change parole on other crimes, is passing 35 to 22, with the remainder undecided. Prop 21, which allows local governments to establish rent control on some properties over 15 years old, is passing 46 to 27, with the remainder undecided.Prop 22, which aims to keep Uber, Lyft and Doordash drivers as independent contractors with benefits, as opposed to full employees, is passing 45 to 31, with the remainder undecided. There will be a 20-foot wide walkway down the center of the road for pedestrians to pass. The move will allow restaurants that lost capacity due to restrictions a chance to add tables. Piatti, for instance, will get 16 additional tables by moving outside, creating 35 new shifts for its workers."I've been here 29 years and I've been able to tell people I'll have something in an hour, I'll be able to seat you in 90 minutes. Those are extreme wait times. and now I'm actually saying for the first time ever, I don't have anything tonight," said Piatti General Manager Tom Spano. SAN DIEGO (CNS) - A group of civic leaders will gather Monday to announce a proposed outreach program intended to help people experiencing homelessness with a rapid response team.Mayor Kevin Faulconer, City Council President Georgette Gomez, City Councilmembers Chris Ward and Monica Montgomery Steppe and San Diego Housing Commission President and CEO Richard Gentry will meet at Officer Jeremy Henwood Memorial Park in City Heights to discuss the program, which will be presented to the City Council on Tuesday.The Coordinated Street Outreach Program marks a new approach to conducting homelessness outreach in the City of San Diego and addresses gaps in the existing system, while leveraging and enhancing outreach resources citywide.It builds on a 2018 pilot effort started in the Mid-City area by Gomez and Ward in partnership with the nonprofit service provider People Assisting the Homeless. The new program will incorporate a neighborhood- specific approach with proactive contacts with residents, business owners and civic organizations that is modeled after the pilot initiative.The Coordinated Street Outreach Program will consist of two main service elements: a Rapid Response Team and a Mobile Homelessness Response Team.The Rapid Response Team is intended to focus on areas with known concentrations of individuals experiencing unsheltered homelessness and provide immediate intervention and problem-solving resources while working to improve the person's sense of safety and helping to meet their basic needs.The Mobile Homelessness Response Team will provide street-based case management and prioritize interactions with individuals who are among the city's most vulnerable. The plan is for this team to work to identify individuals who may already be connected to a housing resource and are on a localized list developed in collaboration with the Regional Task Force on the Homeless. This team's efforts are intended to help individuals address barriers to getting housing -- such as obtaining identification, accessing primary care and seeking employment resources.PATH would operate the proposed program through a contract with the San Diego Housing Commission on behalf of the city.The program will attempt to support the city's community action plan on homelessness and work toward achieving the goal of reducing unsheltered homelessness in San Diego by 50% over the next three years. 2413

  

SAN DIEGO (CNS) - A firefighter suffered a minor hand injury Thursday morning while working to extinguish a fire that damaged a North Park business, authorities said.The blaze was reported around 5:30 a.m. at a single-story business on El Cajon Boulevard near Illinois Street, just west of Interstate 805, according to the San Diego Fire-Rescue Department.Crews responded to the scene and found smoke and flames coming from the roof of the building, the agency reported. No one was inside the building at the time and firefighters knocked down the flames within about 20 minutes.One firefighter was taken to Sharp Memorial Hospital for treatment of a minor hand injury.The cause of the blaze was under investigation. 724

  

SAN DIEGO (CNS) - A 24-year-old La Jolla man who was wearing a Jesus costume when he sucker-punched a San Diego police officer at a Gaslamp District Halloween street festival was sentenced Thursday to 270 days in jail, which will be served on weekends.Eric Van Vleet, who was arrested in Idaho's Cassia County four days after the Nov. 1, 2019, attack, pleaded guilty last year to a felony count of battery on a peace officer resulting in injury.San Diego County Superior Court Judge Melinda J. Lasater ordered that Van Vleet serve his time in county jail on 35 consecutive three-day weekends, totaling 105 days, with the rest of the time earned through custody credits. Lasater, who also imposed five years of probation, ordered that the jail term be re-evaluated and potentially modified after 15 weekends.RELATED: Man in Jesus Halloween costume accused of punching San Diego police officerDeputy District Attorney Will Hopkins said San Diego Police Officer Ben Hall and his partner, Kristen Robinson, witnessed a fight break out among several people outside the Atomic bar about 1 a.m.Hall pepper-sprayed the combatants, including one man, who punched his girlfriend after being blinded by the mace.When Robinson went to detain the man, with Hall assisting, Hopkins said Van Vleet -- who was dressed as Jesus Christ with devil horns -- yelled, "(Expletive) the police" and punched the lawman in the side of the head.He then walked away from the ruckus, disappearing into a crowd and getting into a ridesharing vehicle, and eventually left the state. According to the prosecution, surveillance footage and bar tabs helped investigators identify Van Vleet as the suspect.Hall was taken to a hospital for treatment of a roughly inch-long laceration and other trauma. The officer missed a week of work with post- concussion symptoms, according to Hopkins.Hall and Robinson called the incident "an ambush" at Van Vleet's sentencing hearing, and said it left them with doubts regarding what they could or should have done differently to safeguard themselves that night."I don't hold any grudges against you, but I believe in accountability," Hall told Van Vleet at the hearing. The officer said he hoped Van Vleet's sentence "shows that we're protected by the same laws we enforce."Van Vleet tearfully apologized to Hall, Robinson and a handful of other San Diego police officers in attendance."I don't want you guys to feel fear for doing what is your chosen calling, to protect the people," he said.
