HARBIN, March 2 (Xinhua) -- A therapeutic apparatus to treat Parkinson's disease has been developed in northeast China's Heilongjiang Province, according to the provincial science and technology department. It is a worldwide breakthrough in treating the disease with transcranial magnetic stimulation, concluded an expert panel with the Heilongjiang Provincial Department of Science and Technology.The team said it came to the conclusion after evaluating technical documents and clinical test results Monday.This is the first time that transcranial magnetic stimulation has been adopted to treat Parkinson's disease, said Sun Zuodong, chairman of Aobo Medicine Apparatus Co., Ltd. (AMA), the developer based in the provincial capital Harbin.Transcranial magnetic stimulation is a noninvasive method which causes depolarization in the brains' neurons so as to restore the functions of brain nerves.The apparatus consists of three parts, namely brain wave stimulator, field effect cap and multiplier, said Sun.Clinical tests over more than 100 patients showed that the apparatus had a 70 percent success rate in reducing the disease's symptoms, according to Wang Aili, planning manager of AMA.The new equipment will help generation of dopamine, the reduction of which within the brain caused the disease, said Wang Weixiang, a consulting doctor with the Heilongjiang Provincial Rehabilitation Hospital.Parkinson's disease is a disorder of the neural system, which leads to limb tremors and difficulty in walking and other movements.China has 2 million patients suffering from Parkinson's disease, mostly people over the age of 50, and the number is increasing by 100,000 annually, said Dr. Wang.

The regulation was signed by Chinese Premier Wen Jiabao Monday and immediately came into effect then.The regulation is aimed to ensure eligible claimants receive state compensation on time and in full.The regulation means governments at all levels must budget for state compensation payouts each year, and if the actual amount of state compensation payouts exceed what is budgeted for, additional funds must be used.The regulation also standardizes the procedure of applying for state compensation.State compensation refers to government pay outs to citizens for damages it has caused them through infringements of their rights.The State Compensation Law of China took effect since 1995.

LOS ANGELES, April 18 (Xinhua) -- Sugarcane has the effect of cooling temperatures, thus playing role in stemming global warming, a new study has found.Sugarcane does so by reflecting sunlight back into space and by lowering the temperature of the surrounding air as the plants " exhale" cooler water, according to the study conducted by researchers at the Carnegie Institution's Department of Global Ecology.The researchers used data from hundreds of satellite images over 733,000 square miles (about 1,173 square kilometers) in Brazil, where sugarcane is widely grown. They measured temperature, reflectivity (also called albedo), and evapotranspiration -- the water loss from the soil and from plants as they exhale water vapor.The findings showed that expansion of sugarcane in areas previously occupied by other Brazilian crops cools the local climate.Converting from natural vegetation to crop/pasture on average warmed the cerrado by 2.79 Fahrenheit (1.55 Centigrade, but that subsequent conversion to sugarcane, on average, cooled the surrounding air by 1.67 Fahrenheit (0.93 Centigrade), the researchers said in the study published in the April issue of Nature Climate Change."We found that shifting from natural vegetation to crops or pasture results in local warming because the plants give off less beneficial water. But the bamboo-like sugarcane is more reflective and gives off more water -- much like the natural vegetation," said lead researcher Scott Loarie. "It's a potential win-win for the climate -- using sugarcane to power vehicles reduces carbon emissions, while growing it lowers the local air temperature."Brazilians are world leaders in using biofuels for gasoline. About a quarter of their automobile fuel consumption comes from sugarcane, which significantly reduces carbon dioxide emissions that otherwise would be emitted from using gasoline.The researchers emphasized that the beneficial effects are contingent on the fact sugarcane is grown on areas previously occupied by crops or pastureland, and not in areas converted from natural vegetation. It is also important that other crops and pastureland do not move to natural vegetation areas, which would contribute to deforestation.So far most of the thinking about ecosystem effects on climate considers only impacts from greenhouse gas emissions. But according to co-researcher Greg Asner, "It's becoming increasingly clear that direct climate effects on local climate from land-use decisions constitute significant impacts that need to be considered core elements of human-caused climate change."

  

XICHANG, Sichuan, April 10 (Xinhua) -- China early Sunday morning successfully launched its eighth orbiter which will form part of its indigenous satellite-navigation and -positioning network.A Long March-3A carrier rocket carrying the "Beidou," or Compass, navigation satellite took off at 4:47 a.m. Sunday from the Xichang Satellite Launch Center in southwest China's Sichuan Province.It will join seven other satellites already in orbit to form a network which will eventually consist of more than 30 satellites.The launching of the satellite marks the establishment of a basic system for the navigation and positioning network, said an unidentified spokesperson for the Xichang Satellite Launch Center.China will launch more satellites within the coming two years to finish a regional network to provide navigation services with high precision and credibility for industries and sectors such as mapping, fishery, transportation, meteorology and telecommunication, in the Asia-Pacific regions, the spokesperson said.The network is scheduled to be able to provide global services by 2020.

  

LOS ANGELES, May 20(Xinhua)-- Peter, a Chinese American who works for the post office in Rosemead, California, said he has been attacked by dogs twice in the past 10 years while delivering mails.He said as a mail carrier, he has to walk door to door to put mails into the mailboxes of the residents, and many times the owners were not at home but their dogs were too loyal to their duties and would see mail carriers like him as intruders."It is dangerous to be a mail carrier. The enemy is not humans but animals like dogs who have been generally seen as human's best friends," Peter, who asked not to identify his full name, told Xinhua.Mail carriers in the United States feel the real danger of being attacked by dogs while delivering mails door by door.Statistics released by the U.S. Post Office showed that 5,669 postal employees were attacked by dogs in 2010 in the United States. That's an average of 11 dog attacks every delivery day, and that figure does not include the number of threatening incidents that did not result in injury.Los Angeles is the third most dangerous city in the U.S. when it comes to being a mail carrier with 44 mail carriers being attacked by dogs in 2010, according to the U.S. Post Office.San Diego in California and Columbus in Ohio tied for second place, each logging 45 dog attacks. Houston in Texas is the most dangerous city in the U.S. for mail carriers with 62 attacks in 2010.On May 25, 2010, Eddie Lin, a 33-year old Chinese American postal carrier in San Diego, was attacked by a dog while delivering mail, his head hit on the ground and died 10 days later. His death angered his family and the whole community.The daughter of the dog's owner, who identified herself as Eva, said the incident has devastated her father."We feel really bad," Eva told the local press in an interview. "It's just killing my Dad," she added.On Sept. 30, 2010, a German Shepard and a Pitbull mix attacked Hu Ruiz, a 10-year veteran of the U.S. Postal Service. He luckily recovered from puncture wounds on his arms after the two dogs attacked him as he made deliveries along Camden Avenue in San Jose, California.It is not the problem for the mail carriers only. Dogs attack other people too. Statistics showed that there are more than 4.7 million Americans bitten by dogs nationwide annually.
