OJAI, Calif. (KGTV) - As many as 700 wild rats, along with dogs, rabbits, a parrot and a cat were found living in an Ojai home at the center of an elder abuse investigation, Ventura County Sheriff’s deputies said Wednesday. Deputies were first alerted to the situation on Mar. 13, when they responded to a “check-the-wellbeing” call initiated by Ventura County Adult Protective Services. APS officials suspected Catherine Vandermaesen of not properly caring for her 96-year-old father, who lived at the home with Vandermaesen and her 74-year-old sister. Deputies who went to the family’s home said the smell of ammonia and urine was detectable 20 feet away from the house. Vandermaesen, they said, refused to let them into the home. A task force of Ojai deputies and detectives said Vandermaesen allowed her father and the animals to remain in conditions not fit for living. Vandermaesen’s father was taken to the hospital and is now under the care of Ventura County Adult Protection Services. Vandermaesen’s sister was also treated at the hospital for unknown reasons and gained temporary housing. Animal Control officials impounded the animals, including 55 rats, but estimated as many as 700 more rats were still loose in the two-bedroom home. Ojai Code Enforcement officials yellow-tagged the residence as a danger to occupants. Vandermaesen was arrested on suspicion of felony elder abuse and misdemeanor failure to care for animals. 1446

OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. (KGTV) - A state-wide program to help community college students transfer to 4-year schools has found increased success at Mira Costa College.The Puente Program helps educationally disadvantaged students navigate the complicated process of applying to 4-year schools, while also bringing them up to speed with other students who start their college careers at universities."They would transfer, but they were not ready," says Mira Costa Puente Counseling Coordinator Sinar Lomeli. "They didn't have the reading or writing comprehension skills. So they couldn't compete with students who were already there."The Puente Program began in 1981 at Chabot College in Hayward. It's now in 64 community colleges around the state. The students take two semesters of English reading and writing classes, and also get mentoring and counseling to guide them towards a 4-year degree."When I got to school, I was like a dog chasing a car," says Mira Costa Sophomore Manny Ramirez. "Getting into the Puente program gave me a sense of belonging. I could say I belong at college, and I can do whatever I set my mind to."Mira Costa's Puente Program is celebrating its 30th anniversary in 2019. This year they're expanding to let current Puente students volunteer at elementary schools around Oceanside and Vista. That helps them get public service hours they can put on a college application. It also helps inspire the next generation to see college as a possibility."It gives us hope that we're leaving behind something for them to build on," says Ramirez.Results of the Puente Program have been well documented. Between 2013 and 2016, Puente student enrollment at UC schools has increased by 59%. OCEANSIDE, Calif. (KGTV) -- A medical examiner’s report gives new details about an Oceanside plane crash in January. According to the report, 58-year-old Raymond Petty Jr. had cocaine and marijuana in his system at the time of the crash. Initial reports indicated that Petty was the pilot, but the Oceanside Police Department said it was possible to fly the plane from either seat. The plane crashed into a hillside off State Route 76 near Canyon Drive in late January. Heavy fog in the area blanketed the crash site, preventing it from being spotted for several hours.
