SAN DIEGO (CNS) - San Diego County health officials have reported 2,867 new COVID-19 infections, a new record, eclipsing the previous one of 2,287 last Friday by nearly 800 cases, marking more than 100,000 total cases in the county since the pandemic began.Friday marked the third consecutive day more than 2,000 new cases were reported, with 2,050 reported Thursday and 2,104 Wednesday. It is also the 11th day with more than 1,000 new cases and the 19th of the last 22 to reach that mark. It is just the fifth time the daily cases have crossed 2,000 -- all of which have come in the past week.The data released Friday, along with 23 deaths, raises the region's cumulative totals to 102,466 confirmed infections and 1,137 deaths.Of 25,002 tests reported Friday, 11 percent returned positive, raising the 14-day average of new cases to 8% -- a record.The number of hospitalizations continued to rise, with 38 people hospitalized and four patients put in intensive care units. The COVID-19- related hospitalizations increased to 965 -- 249 in ICUs. Since the pandemic began, 5,064 or 4.9% of cases have been hospitalized due to coronavirus, 1,098, or 1.1% have been sent to the ICU.The county's hospitals still have 18% of their ICU beds available, down from 21% Thursday. The state now estimates the ICU bed availability in the 11-county Southern California region at 6.2%, down from 7.7% on Thursday.Of the 4,627 people hospitalized in the county, 20% are due to COVID- 19, and 44% of ICU patients. This compares to 7.7% and 20%, respectively, one month ago.The county has seen a 199% increase in COVID-19 related hospitalizations in the past 30 days and a 148% increase in ICU patients in the same time frame. SAN DIEGO (CNS) - San Diego City Council President Georgette Gomez announced Thursday she will place a proposed ballot measure to expand police oversight and create an Independent Police Practices Commission on the docket for the June 23 council meeting."The murder of George Floyd has exposed a crumbling faith in government and mistrust of police that must be addressed immediately," Gomez said. "It's critical that we build trust between communities and law enforcement and restore the public's faith in police oversight. We need to address the reality that many communities have been treated unfairly by police and have nowhere to turn to correct injustice."During a marathon meeting Tuesday that lasted about 10 hours, dozens of people phoned in during the public comment period and called for defunding the police and voicing support for the Black Lives Matter movement."I want the public to know that we are advancing the Independent Police Practices Commission measure without delay, and my hope is to bring together everyone on the council -- Democrat, Republican, Independent -- for a unanimous vote," Gomez said. "The time is now to create real dignity and respect for all our communities, but specifically our black and brown communities."Gomez said she has supported the measure since a version of it was proposed in 2017.The measure would create an independent commission with investigators, staff and subpoena power -- modeled after the city's Ethics Commission -- to review community complaints of police misconduct and recommend reforms to the City Council and the San Diego Police Department.Councilwoman Monica Montgomery, who chairs the council's Committee on Public Safety and Livable Neighborhoods, has been a driving force behind the measure since its introduction."From the beginning of my administration, my office has worked honestly and diligently to advocate for police reform, through transparency and accountability measures," she said. SAN DIEGO (CNS) - San Diego Mesa College announced Friday the opening of its on-campus support center for current and former foster youth.The Fostering Academic Success and Transitions Center opened Thursday, coinciding with Mesa College's first week of classes in the fall 2019 semester. The FAST Center offers services such as tutoring, computer access and a food pantry and will serve as a gathering space for youth who have gone through the foster care system."The number one goal we had in creating this program was to make it extremely difficult to NOT be successful," FAST Scholars Program Coordinator Sade Burrell said. "The center is a place for students to get the resources they need, whether that includes counseling, tutoring, food, child care, emergency housing and any other need unique to their situation."Mesa College is the first community college in San Diego County to open an on-campus support center for students in the foster system. Currently, only about one-in-10 foster youth graduate from college and one-third of former foster youth are homeless by age 25. College officials hope the FAST Center will help quell those numbers for students in San Diego."What this center does is say, we see our foster youth. We see their experiences. We see the unique contributions that they bring to the campus; that we understand the many challenges or systemic barriers that are often placed in their way," said Ashanti Hands, the college's vice president of student services. Closure signs will remain posted in the affected areas until testing shows it's safe to go back into the water from Seacoast Drive to the U.S. Mexico Border. SAN DIEGO (CNS) - Prior to today's San Diego County Credit Union Holiday Bowl, the Port of San Diego will host the annual Solar Turbines 5K run/walk and the Holiday Bowl Parade along Harbor Drive.The Port will host the 24th annual Solar Turbines 5K run and walk at 9:45 a.m. and the parade at 10 a.m. Participants in the 5K will run and walk from the corner of Harbor Drive and Ash Street to Ruocco Park. The parade will begin in front of the County Administration Building and process south down Harbor Drive to its intersection with Pacific Highway.According to Port officials, the parade will include 29 giant balloons, 10 marching bands and multiple floats and drill teams.
