ESCONDIDO (CNS) - A 31-year-old man was jailed Tuesday on suspicion of seriously injuring another man with a hatchet during a fight at an Escondido transit center, police said. Dispatchers received a call around 9:40 p.m. Monday from a person who reported that two men were fighting at the Escondido Transit Center on West Valley Parkway, west of Centre City Parkway, Escondido police Sgt. Mike Graesser said. Officers responded to the scene and found both men near the transit center suffering from serious injuries, Graesser said. RELATED: 'Kai the Hitchhiker' convicted of killing elderly manA hatchet was also found nearby and investigators believe both men hit each other with the hatchet during the fight, the sergeant said. Both men were taken to a hospital for treatment of their injuries, which were not believed to be life-threatening, Graesser said. Exactly what prompted the fight remains unclear, but investigators were in the process of obtaining video from cameras at the transit center, Graesser said. ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. Experts warned that a drop in air pollution from COVID-19 lockdowns would eventually come back as cars returned to the roads and businesses opened up. A study looking at air quality during the pandemic finds while the visible smog may have lifted in some areas, the air pollutants never really went away."It has been assumed that fewer cars on the road might have led to a decline in the level of air pollution outdoors and, in turn, reduce the number of cases of ill health linked to this pollution. However, our study -- contrary to research from places such as Wuhan in China, and Milan -- found no evidence of fine particulate air pollution declining in Scotland because of lockdown,” stated Dr. Ruaraidh Dobson, who led the study at the University of Stirling.Dr. Dobson and his group looked at the amount of fine particulate air pollution (referred to as PM2.5) in the first month of lockdown restrictions in Scotland. There was a 65 percent reduction in the number of vehicles on the roads, however there was little change in the levels of particulates.Looking at particles in the air between mid-March and mi-April of this year, then comparing that data to the same time period over the last few years, the researchers found little change in the amount of air pollution. They did notice a drop in nitrogen dioxide in 2020 samples, a compound specifically linked to car emissions.The team suggests traffic is not a key contributor to outdoor air pollution, and people may possibly be at greater risk of air pollution in their own homes from smoking and cooking appliances in small, enclosed, and poorly ventilated homes.“This could increase adverse health effects overall and also health inequalities – lower income people are more likely to smoke and to smoke indoors, and are likely to have smaller homes leading to higher PM2.5 concentrations from individual sources, due to smaller room volumes,” the study notes.The researchers express concern that if the severity of COVID-19 is related to air pollution exposure and respiratory issues, increased exposure to all sources of air pollution could increase the risk of serious complications from the disease. 2175

  

Families may be putting off eye exams over COVID-19 concerns, but one mom in Florida says keeping an eye out for warning signs is crucial right now as eye doctors adapt to keep kids safe and rebound after extra time at home.Toddlers tend to fall when they're learning how to walk. Just like Erin Miller's daughter."My daughter was 15 months old," said Miller. "She seems to be falling a lot."So they took her to a free public vision screening put on by For Eye Care Foundation on Florida's east coast."She was screened by Dr. Cano and he gave my mom a printout and said that there were some red flags," Miller said.Turns out, she's nearsighted in one eye but farsighted in the other.It's called amblyopia, or lazy eye. It's a condition that can lead to permanent damage if not caught early."If we can screen these children before their eyes mature they can be treated and prevent visual loss," said Dr. Cano.That's why Dr. Cano says you shouldn't put off a visit to the eye doctor because of the pandemic. There are tools available to keep kids safe."One of the nice devices that we use, which I happen to have with me, is this device," Cano said. "It allows us to be over six feet away from the child."Keeping social distance while keeping eyes healthy, Florida Society of Ophthalmology also offers resources for quick and easy at-home vision tests to help parents and guardians whose children might be spending more time at home.Miller's daughter is two now and doing just fine with her glasses, and they're grateful to have caught the issue early."Incredibly grateful," said Miller. "I'm a special educator. ENCINITAS, Calif. (KGTV) - A pride flag is now flying outside Encinitas City Hall, overlooking the city's downtown area.The Encinitas City Council voted 4-0 Wednesday to hoist the flag to commemorate Pride month. The action comes after the Trump administration denied U.S. Embassy requests to hoist the flag, saying government buidlings should only fly the American flag. At the meeting Wednesday, councilmembers said they wanted to show the city as inclusive and welcoming. They added they want to push back against a recent uptick in hate crimes against the LGBTQ commumity - and potential rollbacks of federal protections for them in the military, workplace, and health care."I think it's critically important that we stand up and celebrate," said Joe Mosca, the city council's first openly gay member. "We celebrate the advancements that have been made and we're ready to fight for the future, and make sure that advancements that have been made haven't been rolled back."Lisa Nava, a 30-year Encinitas resident and LGBTQ advocate, watched the Pride flag go up in memory of her brother David, who died of AIDS in the 1980s."It was actually the first time i ever saw true love, between him and his partner, and I believed in my core being that there was no reason two people couldn't love each other and be out in the world loving each other," she said. The city's move comes after California Gov. Gavin Newsom ordered the Pride flag to fly above the state capitol this week. Tony Krvaric, who heads the Republican Party of San Diego County, said there are bigger issues in the country than which flags to fly."That said it seems common sense that as a general rule government buildings should just fly the American flag and not be used for making political points one way or the other," Krvaric said. Councilmembers also commemorated the 50th anniversary of the Stonewall Riots in New York, a vital moment in the LGBT rights movement. 1947
