NATIONAL CITY, Calif (KGTV) -- The National City Elementary Teachers Association reached a contract settlement with the National School District Tuesday.Under the settlement, teachers will receive a 2 percent on-schedule increase, retroactive to January 2018.The settlement also makes changes to health and welfare benefits. (KGTV) - The city of National City set a record in the 2019 Fiscal Year for the amount of grant money they received to pay for road upgrade projects.According to information provided to 10News, National City got around million for what they call "Active Transportation" projects."If we don't get these grants, we're basically just doing roadway maintenance for the next year," says City Engineer Steve Manganiello.The grants will pay for a long list of projects focused on improving bike lanes and pedestrian walkways throughout National City. This comes as cities all across San Diego work to reduce greenhouse gas emissions by emphasizing alternative forms of transporation over driving."We need to give people that don't have acces to vehicles a safe network to bike, to walk and to use transit," says Manganiello. "I think we're well on our way."The city won 14 competitive grants in fiscal year 2018-19, which ends July 1. City Manager Brad Raulston says a unique combination of cooperation, need and preparation made it happen."We're the right size in terms of being small enough that we collaborate well," says Raulston. "We all work closely together. Nasim Aghdam, the woman accused of shooting and injuring multiple people at YouTube headquarters in San Bruno before turning the gun on herself, drove up from San Diego, according to KRON.Authorities said they believe the incident stemmed from a domestic dispute. KRON reports that the woman shot her boyfriend and that the others injured were caught in the crossfire. Officials in San Bruno said Tuesday afternoon that three people were wounded and the suspect died of a possible self-inflicted gunshot wound.Police were called to the headquarters just before 1 p.m. and were on scene within two minutes.After arriving on scene, officers found a wounded victim outside the building before encountering a second person, who was likely a suspect, shot from a self-inflicted gunshot wound.Officers later found two others wounded in a nearby business, officials said. Helicopter video shows hundreds of people running out of the building with their hands up after shots reportedly rang out.A witness reported hearing as many as 20 shots, according to KRON.
