BEIJING, Nov. 19 (Xinhua) -- Officials from the Ministry of Housing and Urban-Rural Development on Friday ordered local governments to begin a campaign to inspect projects under construction to eliminate safety risks in the wake of recent fire accidents.Local authorities should work on "effective prevention of accidents" and improve safety, especially in winter when fire and gas poisoning accidents tend to be more frequent, the ministry said in a statement on its website.Special monitoring should be undertaken of reconstruction work and of projects involving the expansion of existing buildings, it said, urging a "serious" crackdown on illegal practices during building operations, according to the statement. The notice followed the call from the State Council on Wednesday demanding tougher fire prevention measures, after a blaze Monday gutted a high-rise apartment building in Shanghai, killing at least 58 people, and another fire engulfed a 99-year-old building at Tsinghua University in Beijing on Nov. 13.

BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience. But achieving the goal has not been easy -- for the government, and workers and farmers as well. The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official. For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive. As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said. However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? I have never thought of that," said a migrant worker surnamed Zhang who does odd jobs for a construction company in Chengdu, Sichuan's provincial capital.

ZHENGZHOU, Dec. 1 (Xinhua) -- A Chinese court Wednesday upheld the death sentences with two year reprieves given to two mine bosses found responsible for a gas explosion that killed 76 people at a central China coal mine last year. The sentences were the first time mine bosses in China held responsible for a fatal accident were given the death penalty. The provincial high court in Henan Province rejected the appeals of Li Xinjun, former head of the No. 4 coal mine in the Xinhua District of Pingdingshan City, and Han Erjun, former deputy head of the mine. The court also rejected appeals filed by three other managers of the mine who were sentenced to 13 years, 15 years and life imprisonment respectively. The Intermediate Court of Pingdingshan City sentenced the five mine bosses on November 16 for neglecting safety procedures and forcing miners to work underground despite knowing the mine lacked adequate safety measures. The blast ripped through the No. 4 mine in Pingdingshan City on September 8, 2009, as 93 miners worked underground, killing 76 and injuring 15 others. The mine was under technological renovation at the time of the blast and did not have a safe production license, the court has found.China's coal mines are notorious for deadly accidents. More than 2,600 miners were killed in mine accidents in China last year, a number significantly less than in previous years.

ZHENGZHOU, Dec. 13 (Xinhua) -- Seven company executives were suspended from duty or removed Monday after 26 miners were killed in a gas explosion in an illegally operated coal mine on Dec. 7 in central China's Henan Province, according to the group's spokesman.Forty-six miners were working underground when the blast occurred at the Juyuan Coal Mine, owned by Juyuan Coal Industry Co., Ltd. in Mianchi County, Sanmenxia City. The company is being merged into Yi Ma Coal Industry Group.Deputy general manager, Li Jianxin, of Yi Ma Coal Industry Group, the mine's prospective parent company, was suspended from duty pending investigation. Li was in charge of the group's merger and regrouping, said the group's spokesman.Manager Yao Nianshou and four deputy managers who were sent by the group to Juyuan Coal Industry Co., Ltd. were also removed, he said. The spokesman said the decisions to discipline the executives have been approved by the State-owned Assets Supervision and Administration Commission of Henan Province. The final punishment for those responsible for the incident will be decided based on the findings of the on-going investigation.Managers of the Juyuan Coal Mine did not obtain a license to excavate coal from the site in Mianchi County, where the explosion occurred. Mine managers also ignored an order to halt production, as the mine's operations are being reorganized as part of the merger. The mine had been known as the Suzhuang Coal Mine and was later re-launched as Juyuan when it was merged into the large state-owned conglomerate Yi Ma Coal Industry Group.Police said they arrested the owner of the mine, Suo Yonggang, who allegedly hid the bodies of the victims to lessen the casualty count. Suo fled the mine following the blast.Mine managers first reported that only 20 miners were trapped when the blast occurred. Provincial work safety authorities updated the figure to 33 and then to 46 as investigators found more bodies in the mine. Only 20 miners survived.
