SAN DIEGO (KGTV) - Rising temperatures are increasing the wildfire danger in San Diego County. Monday morning's fires near Webster are the third group of fires sparked by homeless people in a matter of months. Neighbors in the area say they are getting nervous. Edna Wallis has been living in her home for three years. As the weather heats up, she says the brush behind her home becomes a safety hazard. "I start rinsing the patio when the days are extremely hot and dry," says Wallis. "We rinse it, but it's not much."Less than five minutes from her home, a fire sparked off Home Avenue early Monday morning. Among brush and a lot of trash, crews worked to put out the flames that started inside of a homeless encampment. "I'm nervous. I'm very nervous because I'm very close to this area," says Wallis. "All of the neighborhood is dry."There have been other fires in the area as well. A homeless camp caught fire near I-805 and I-15 last week. A blaze also sparked in the same area in March. This fire slightly backed up traffic as crews work to put the flames out that started inside of a tent. SAN DIEGO (KGTV) – San Diego Harbor Police are investigating an apparent drug overdose that sent four men to the hospital Thursday.Harbor Police said four men were found unresponsive on a charter boat docked at Fisherman’s Landing, off San Diego Bay, at around 9 a.m.ABC 10News learned investigators are looking into the possibility the men may have overdosed on drugs laced with fentanyl.The men were given Narcan and taken to the hospital. Narcan is typically used to aid someone suspected of overdosing on opioids, including heroin and prescription pain medications.There is no immediate word on their condition. 623

SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov. Gavin Newsom announced restrictions on indoor operations across the state as coronavirus cases surged in California.Earlier this month, Faulconer signed an executive order that allowed restaurants within the city to move their operations outside.Notable parts of that order included allowing restaurants to establish sidewalk cafes and use private parking lots for dining. 1503

SAN DIEGO (KGTV) - San Diego City Council leaders Tuesday voted to approve a plan to fund three temporary housing shelters for the city's homeless.Council leaders voted 8-1 to approve the plan. Councilman David Alvarez was the only "no" vote.The largest shelter at 16th and Newton is scheduled to open by Dec. 1. SAN DIEGO (KGTV) -- San Diegans are feeling the effects of a winter storm moving through the county Thanksgiving weekend. The storm is expected to dump heavy rain along the coast and snow in the mountains.Heavy rain expected throughout San Diego CountyA flash flood watch was issued from late Tuesday night through Thursday evening. According to the National Weather Service, rainfall totals of two to three inches are possible, especially on coastal mountain slopes. Some areas could also see rainfall rates of half an inch per hour. "The threat for flash flooding is greatest in the mountains below 5,500 feet through Wednesday, below 4,500 to 5,000 feet for Wednesday night through Thursday, and on the lowest elevations of the mountains for Thursday evening," the agency said. Snow expected to impact travelA winter storm warning is in effect for the San Diego County mountains from 4 a.m. Wednesday through 10 p.m. Friday. The National Weather Service says snowfall accumulations of 3 to 6 inches are expected between 4,000 and 4,500 feet, 6 to 18 inches from 4,500 to 5,500 feet, and from 1 to 3 feet above 5,500 feet. Snowfall for lower elevations below 4,000 feet of 1 to 3 inches is also expected, mostly for late Thursday through Friday.Strong southwest winds of 50 to 70 miles per hour are also expected along ridges and desert slopes.
