Army Secretary Ryan D. That soldier's estranged wife was later arrested in connection with Guillen's death.Guillen's family has maintained that prior to her death, she had been sexually assaulted by another soldier at the base. They also claim that she had been afraid to report the assault to her superior officers for fear of retribution.Weeks after her death, the Army said that while an investigation remained open, they had not found evidence that Guillen had been sexually assaulted.McCarthy did not make any specific statements regarding Guillen's case and the current status into the investigation into the assault allegations. However, he did say that Guillen's murder "shocked our conscience."Guillen's family held a press conference at the Fort on Tuesday at 4 p.m. ET.Speaking alongside Guillen's family, Houston Police Chief Art Acevedo said it is important for those aware of assaults to come forward."When a person is a victim, there no more powerful thing than love," Acevedo said. "I want to tell the community to come forward." Guillen's case wasn't the only sign of trouble at Fort Hood. An Oceanside City Councilman is proposing a tax credit for companies who hire Oceanside residents and pay them at least ,000 a year.Councilman Christopher Rodriguez says he wants to reward Oceanside businesses who hire locally. The proposal, which the City Council will initially discuss Wednesday, would pay Oceanside companies ,500 for each new hire who lives in Oceanside and is paid that minimum salary. "It's a big problem, housing affordability in North County," Rodriguez said. "North County, Coastal Oceanside, we're up and coming. It's more expensive to live here for sure."Rodriguez said his proposal is a starting point and that he is willing to move on the numbers based on council feedback. If there is support, city staff could analyze the proposal and return in 120 days with a concrete plan.Business groups such as the Oceanside Chamber of Commerce expressed support for the plan. Peter Rodriguez, an operations manager at Beachfront Only, a vacation rental property management firm, said the credit could help his company. He says Beachfront Only often hires Oceanside residents because they are close to most of their properties. The company has two openings that pay about ,000 a year. Another federal judge has overruled the Trump administration's efforts to end a popular immigration program -- this time saying the government has to accept new applications.The ruling on the Deferred Action for Childhood Arrivals program, however, won't take immediate effect, with the judge delaying the ruling for 90 days to allow the administration to make its case.Similar to the other rulings, Judge John Bates concluded that the wind-down of DACA was "arbitrary and capricious" because the Department of Homeland Security failed to "adequately explain its conclusion that the program was unlawful." The judge also accused the government of providing "meager legal reasoning" to support its decision.A George W. Bush appointee to the US District Court for the District of Columbia, Bates delayed the effect of his ruling "to allow the agency an opportunity to better explain its rescission."The DACA program, which protects young undocumented immigrants who came to the US as children, has already been resumed after President Donald Trump sought to end it in September, after two federal judges issued nationwide rulings to accept renewals of the two-year permits issued by the program and after the Supreme Court declined to circumvent the appeals process to overturn those decisions.But while the Department of Homeland Security has been processing renewal applications under those rulings, as the appeals make their way through the courts, Tuesday's ruling was the first to order the program to resume accepting new applications -- potentially opening the program to tens of thousands more immigrants than the roughly 700,000 currently protected.In September, the administration defended ending the program by saying it was likely to fall in the courts anyway, arguing a six-month wind-down of the program would be more orderly than a sudden end brought by the courts.
