SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. (KGTV) - Sharp Rees-Steely dermatologist Nancy Maly said they have seen an increase in people coming in with skin problems related to wearing masks.“Masks are very important but they do come with some drawbacks,” she said.She said the type of mask can impact how much it irritates the skin. A more loose mask will not irritate as badly but is not as effective for the fight against coronavirus, so she said to only wear a loose mask if there are no people nearby.“Obvious trade-off being they don’t function as well as masks so making sure that you’re choosing a face covering that’s appropriate for the situation,” she said.Maly also said wearing daily products like sunscreen, lotion and makeup on your face can make any acne or irritations worse. She said typical medications to treat acne should help these conditions, like salicylic acid and topical retinoids.She said bottom line, though, is that while keeping your skin healthy is important, the masks are necessary to keep others healthy.“I think overall people have been very aware of the overall goal of wearing a mask to protect themselves and protect other people. San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. The latest results from the San Francisco Department of Elections gave Boudin a lead of 8,465 votes.Loftus conceded and said she will work to ensure a smooth and immediate transition.Boudin, 39, became the latest candidate across the nation to win district attorney elections by pushing for sweeping reform over incarceration. He said he wants to tackle racial bias in the criminal justice system, overhaul the bail system, protect immigrants from deportation and pursue accountability in police misconduct cases."The people of San Francisco have sent a powerful and clear message: It's time for radical change to how we envision justice," Boudin said in a statement.
