SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier. SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936

SAN DIEGO (KGTV)--If you've ever seen a traditional Danza Azteca performance, you know it's much more than a show."We always explain to people that these are ceremonial prayers and that we're sharing them not to entertain people although that's part of it because people love seeing it but also to teach the history of the dancing and to teach there's something to learn from everybody," said Mario Aguilar, the Capitan General or leader of Danza Mexi'cayotl.The group is celebrating it's 40th anniversary this year, which makes it the longest running of it's kind in the country.Aguilar says the dancing is just a part of what they offer members."We use the name circle because we consider ourselves, everybody in the circle as family members, we have some people who've been dancing 40 years," he explained.The colorful and elaborate dances are really stories, telling of the ancient indigenous heritage that members are keeping alive.Aguilar says they're also trying to spread a message of unity."We're reminding people that we're all one people we dress differently we talk differently but we all come and go from the same place and that to me is the greatest gift of Azteca Dance." 1194

SAN DIEGO (KGTV)-- Bridging the gap between the community and the police department, the Fairmount Park Neighborhood Association threw a party for the men and women who patrol their streets every day. Daniel Palmer and Russ Connelly reminisced the good old days when the original owners from the 1950s took good care of the then-new Fairmount Park community. "Being in the area that is in the center of everything, it's very desirable," said Connelly, president of the Fairmount Park Neighborhood Association. But as the years went on and the homes changed hands, so did the vibe of the neighborhood."The streets were dirty and the houses were getting more dilapidated," Palmer said. Palmer said there were numerous reports of drugs, break-ins, and speeding problems along Parrot Street."We have a straight part of a downhill side of the street called the 'Parrot Way speedway,'" Connelly said. "A person was hit and run just a couple of hundred yards from my house," Palmer said. But the moment they shared their concerns with patrol officers, they said something changed. Instead of merely ticketing offenders, they said the officers took the time to engage with the community."I think that's had an effect on a lot of the neighbors because they suddenly seem to slow down, watch for traffic, watch what's going on," Connelly said. "You see people putting a coat of paint on their house. You see people picking up their yards. People are happier. They feel more secure," Palmer said. So as a token of their appreciation and hard work, the Fairmount Park Neighborhood Association threw a party for the Mid-City police officers and elected officials who make their area safe. Thank you, they said, for making Fairmount Park the desirable, sweet community it once was. "It's more of a family environment than it was five to six years ago. In all honesty, it's a lot cleaner. People are more friendly. There's more participation, more interaction. And I think that's in conjunction with cooperation of our local governments and our San Diego Police Department," said Palmer. 2081
