SAN DIEGO (KGTV) - Hundreds attended a Juneteenth event in Balboa Park Friday.The event, 'Artists 4 Black Lives,' involved local artists commemorating Juneteenth through songs and performances."It was a way to celebrate Juneteenth, mourn our fallen black brothers and sisters, and amplify our black artists' voices," The event director, Eboni Muse, said.The holiday commemorates the day in 1865 when slaves in Texas learned they were free, two and a half years after the Emancipation Proclamation was issued."As black people, it is our Independence Day. We were not freed July 4," Muse said. "I personally think it's something we need to celebrate all the time."This year's Juneteenth celebration takes place at a time when the country is engaged in a national conversation about racial injustice and police reform. SAN DIEGO (KGTV) -- Firefighters responded Tuesday afternoon after a brush fire broke out near Scripps Mercy Hospital Tuesday afternoon. According to fire crews, the fire broke near northbound SR-163 and Washington Street. At this time it's unclear what caused the fire. Heavy smoke could be seen coming from the area as passersby drove on the roadway.  381

SAN DIEGO (KGTV) - Honda has agreed to pay million to settle allegations surrounding airbag failures.The lawsuit was brought by a collation of Attorneys General in 48 states.According to the Attorney General of New York the settlement, "Concludes a multistate investigation into Honda's alleged failure to inform regulators and consumers of issues related to the significant risk of rupture in the frontal airbag systems installed in certain model cars, which could cause metal fragments to fly into the passenger compartments of many Honda and Acura vehicles."The California Attorney General’s Office says Honda also agreed to a number of injunctive terms to protect consumers, including requirements that it include design features that protect vehicle occupants in the event of an airbag rupture and a prohibition from engaging in false or misleading advertising related to the safety of its frontal airbags."For years, Honda failed to warn consumers and regulators of the potential dangers of its airbags. That type of business practice not only violates Californians' trust but endangers lives," said Attorney General Xavier Becerra. "Every time we get into our vehicle, safety is a priority. In case any company forgets that California is ready to remind you and hold you accountable."ABC 10News reached out to Honda for a comment on the settlement but did not hear back.According to the California Attorney General’s office, the ruptures have resulted in at least 14 deaths and over 200 injuries in the United States alone."It's a win for the consumer," said Alexander Brangman.On Sept. 7, 2014, Brangman's daughter Jewel rear-ended a van in her rental car on a freeway in Los Angeles. SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. SAN DIEGO (KGTV) - Evacuations across San Diego County during large wildfires will look different this fire season due to the pandemic.Sean Mahoney, Regional Chief Executive Officer for the American Red Cross Southern California Region, said they've put together a plan for families that could be impacted by wildfires this year.Mahoney said it starts with the temporary evacuation points, where families can initially go after being evacuated. That is a place for them to safety wait until firefighters can get the fire under control and to receive information.Mahoney said buildings like community centers and libraries have traditionally served as temporary evacuation points, but putting people indoors now carries risk due to COVID-19.This year, the Red Cross has identified several possible temporary evacuation points that would be safer during the pandemic. Many are local school parking lots. Instead of waiting indoors, they will ask for families to remain in their vehicles until a Red Cross worker can attend to them."We would approach their window, we would have a mask, and we would get their cell numbers, and from that point on, we can use cell phones to give them updates," Mahoney said.Mahoney added they picked parking structures with shade so families can be more comfortable.In cases where families need to be sheltered overnight, Mahoney said they have two plans, depending on the situation."If there are just a small number of people displaced, we'll put them in hotel rooms we'll have Red Cross people in the hotels, and then we'll just have to adjust feeding them as well," Mahoney said. "It'll be much more costly, but we have a responsibility, and it's our mission to provide sheltering and feeding folks on the worst day of their lives, and we take it very seriously."In cases where they have to establish an overnight shelter, Mahoney said they would look to set up several shelters with fewer people at each one. Space and capacity would be factors."Certainly at the shelters, our staff will be wearing masks, and taking those precautions as far advanced cleaning and separating people and separating cots. We will also provide masks to people that come in and make sure they do health checks as they come in," Mahoney said. 2262
