SAN DIEGO (KGTV) -- A San Diego police officer shot a man during a response to an emergency call in a Rancho Penasquitos neighborhood Wednesday night, police officials said.SDPD officials said the incident happened around 7:30 p.m. in the 8500 block of Celtic Court, near Donaker Street. Officials confirmed officers were called to the area after a 911 call was made regarding a domestic violence incident.An SDPD official at the scene said, "The dispatcher could overhear the reporting party and the male on the radio call. She could hear the male talking about wanting to be shot by police officers and there was indication there was firearms inside of the house.”Police said when officers arrived, they found a 61-year-old man and his wife in front their home. When officers approached, the man “produced a revolver from his waistband” and started to draw the weapon towards officers. Officials said one officer fired a single round from his service weapon, striking the man in the torso.The injured man, identified on Friday as Richard Young, was breathing and talking while being taken to a local hospital, police said. SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) - An El Centro teacher was arraigned Tuesday after she was accused of providing marijuana and alcohol to students on a school camping trip.Monique Garcia, 50, faces two felony charges and three misdemeanor charges garnering a maximum sentence of 8 years and 4 months in state prison, according to the District Attorney's Office.Deputy District Attorney Stephen Marquardt said a 17-year-old student on the trip gave Garcia a ride to a grocery store where she bought alcohol and then drove to a dispensary where she bought cannabis, including edibles.Marquardt said students were intoxicated and became sick after consuming the alcohol and/or cannabis.According to the Southwest High School website, Garcia was head of the math department. The Central Union High School District sent a statement to 10News reading in full: "In order to protect the integrity of the judicial process, Central Union High School District does not comment on ongoing or pending proceedings. Monique Garcia is no longer employed by the District. SAN DIEGO (KGTV) -- A suspect fleeing from officers and an innocent Camp Pendleton Marine were killed in an early-morning head-on crash following a chase on Interstate 5 in Carlsbad. The pursuit began just after midnight Tuesday when officers attempted to stop a motorist driving a dark-colored F-150 truck for a speeding and failing to signal a turn on Coast Highway turning onto Monterey Dr. When officers got to the door of the truck, the suspect took off on Carmelo Drive near Harbor Drive in Oceanside. The suspect's wife tells 10News Christian Zurita is the man who led police on the chase. Zurita was reported traveling at speeds of up to 100 mph, and sometimes driving the wrong way on the freeway, police said.About 10 minutes into the chase, the truck entered the northbound lanes in the wrong direction near the Las Flores bridge trying to evade police. NEWS HEADLINES: Preliminary hearing begins for LJCD teacher accused of sex with 17-year-old Oceanside Police Department officers did not pursue the truck because it was going the wrong way on the highway, traveling southbound in the northbound lanes, according to investigators.
