KINSHASA, July 24 (Xinhua) -- Chinese State Councilor Dai Bingguo arrived in Kinshasa on Friday night to begin a three-day visit to the Democratic Republic of Congo (DR Congo).The visit by the Chinese official is set to strengthen cooperative relations between the two friendly countries, officials said.Dai is scheduled to meet with Congolese President Joseph Kabila and Prime Minister Adolphe Muzito on Saturday.During his stay in DR Congo, Dai will visit the June 30 boulevard, the People's Palace and Kinshasa's Fiftieth Independence Hospital, which were all constructed by Chinese firms.Dai, who is heading a Chinese delegation on a five-nation African tour, had previously visited Ethiopia, Algeria and Equatorial Guinea. The trip will also take him to Zambia.

BEIJING, Aug. 24 (Xinhua) -- China's top legislature, the National People's Congress (NPC), has proposed a reform in income distribution be launched as soon as possible, aiming to increase residents' income and narrow the gap in wealth.Officials of the Financial and Economic Affairs Committee of the NPC said they have completed a research report on distribution of national income and made the proposals to be included in the 12th Five-Year Plan (2011-2015).The research report proposes increasing the proportion of residents' income in national revenue and the proportion of labor rewards in the primary distribution of national income. It suggests that the reforms should seek to enlarge the middle class until it becomes the largest sector in society. The report also offers proposals on taxation and social security.The legislature did not release further details on the proposed reforms in income distribution.The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the critical development plans for the next five years, after top legislator Wu Bangguo called for the research at the annual legislative session.According to a World Bank report, the Gini Coefficient for China, a main gauge of c disparity surged to 0.47 in 2009, exceeding the "security line" of 0.4, pointing to the unequal distribution of income which could arouse social unrest.This figure was 0.21 to 0.27 three decades ago. ' In the primary distribution of national income, the proportion that goes to wages and salaries, the major source for China's mid- and low-income families, has been declining, according to Yi Xianrong, a researcher at the Chinese Academy of Social Sciences.The proportion of the total income that Chinese citizens receive from the distribution of national income fell sharply to 57.9 percent in 2007, compared with 68 percent 20 years ago, according to the People's Bank of China.

In 2006, Qixi was listed as an intangible cultural heritage by China's State Council.Now as many couples are separated by work or study, people have begun looking for their modern "magpie bridge" to unite them in virtual space, enabled by the Internet.Jin Jing, a magazine editor based in Beijing, 26, planted "a tree of love" in her virtual garden, a game application on the social networking site, Kaixin001.com."My husband is working in Shanghai, and I wanted to give him the tree as a Qixi gift. BEIJING, Aug. 12 (Xinhua) -- China's Ministry of Health said Thursday the spread of disease is a major public health concern in mudslide-hit Zhouqu County in northwest China, after local health facilities and water resources were damaged in the disaster."Only a small part of the township area was left after the mudslides. A large number of rescue and relief workers and survivors are now living there, increasing the risk of intestinal and respiratory infectious diseases," an unnamed official from the ministry said Thursday.The official said corpses and dead animals buried under the mud may easily decay under the high temperatures, worsening the epidemic-prevention situation.Although wells have been dug up to ensure water supply, the ministry said sterilization work is arduous as the water may be contaminated during transportation and preservation.Vaccines and their refrigeration facilities, along with the networks that report infectious diseases, were destroyed in the mudslides, according to the ministry.However, with the arrival of new refrigerators and various vaccines, the first vaccination center in the county since the disaster has been set up.As of 4:30 p.m. Thursday, the death toll from the mudslides had risen to 1,144 with 600 still missing.Furthermore, the Ministry of Environmental Protection has sent more than 20 experts to Zhouqu in a bid to prevent environmental disasters.The water quality of the Bailong River remains normal, according to the ministry.
