ENCINITAS, Calif. (KGTV) — The victims of Friday's deadly bluff collapse in Encinitas were identified Saturday, as officials reopened the beach but cautioned that the area remained active. Speaking to the press, Encinitas Lifeguard Captain Larry Giles said the site around the collapse will remain taped off from the public as crews continue to assess the stability of the rock."From what we've learned this morning ... the area's still active. [Geotechnical consultant] is concerned about the areas to the side of the current failure failing," Giles said. "The failure is not affecting the structures up top. Two of those injured in the collapse later died of their injuries.Two of the three victims were identified as 35-year-old Anne Clave and 65-year-old Julie Davis.Officials moved a nearby lifeguard tower next to the site of the collapse as a safety precaution, Giles said. This is an isolated incident ... at this location," Giles said. (KGTV) - A private elementary school in the North County is hoping an extensive safety plan could help secure a waiver to reopen the school in mid-August.When Governor Newsom issued his order stopping in-person schooling for counties on the watch list, plans to reopen came to a sudden halt. Amanda Johnston is principal at St. Mary's School in Escondido, a Catholic K-8 school. School officials started developing the plan in April. It includes limiting enrollment, which now stands at about 170 students. That will allow the school to social distance in each classroom."We can fit 18 to 22 students depending on the room, and each student has at least six feet of space in all directions," said Johnston.Within the room, each desk will contain plexiglass desk shields."24 inches tall and three sides. No matter which direction they're looking, they are protected," said Johnston.Other protective measures include deep cleanings at the end of each day, sanitizing surfaces throughout the day and hand washing stations.Teachers will wear face shields. Masks are mandatory for students in the third grade and higher. Masks will be strongly encouraged for younger children.Teachers will rotate in, while students most stay put, except for breaks and outdoor lessons."We're really appreciative of the fact there is going to be a potential waiver to reopen," said Johnston.Johnston is hoping the school's plans will help them secure an exemption. The state has said public school districts and private schools can seek a waiver from county health officers to reopen elementary schools."We definitely plan to take all the necessary steps once we understand all the criteria and the process," said Johnston.As the school awaits that guidance, the work continues. So, it's certainly a question that gets asked a lot in my wife's pediatric practice, as well,” said Dr. Kenny Banh, an emergency room physician and assistant dean of undergraduate medical education at UCSF-Fresno. “I have to say, I don't want to give a blanket answer, because it really depends on where you are and what the numbers are."Dr. Banh says there are ways to trick-or-treat this Halloween, but you first have to look at your local city and county ordinances."There’s simple things of just maintaining the guidelines. How do you do a mask? There are ways to incorporate masks in a costume and make sure we make or get costumes with masks integrated into them and trying to maintain social distancing,” suggested Dr. Banh. “The good thing about candy is years ago we moved away from homemade candies. Almost all candy is packaged already, so that’s helpful.”Still, limiting the number of people who touch the candy is a good idea along with wiping down the packaging.If you're wanting to pass out candy this Halloween, it's best to do it with a mask on and try to limit the number of trick or treaters handling the candy."Some recommendations are prepackaged candy, give little candy gift bags people can grab as they get by, instead of having kids reach in with their hands and grabbing a bunch of stuff, or you passing out with gloves or getting tongs and just dropping them into or getting a scooper letting kids drop it in," said Dr. Banh.Dr. Banh's biggest concern is with Halloween parties."Having Halloween parties and getting kids from the neighbors or friends all together, that’s really different than you as a nuclear group going as a family going out trick-or-treating and doing it safely,” said Dr. Banh. “Trying to understand that we’re finally making some ground in many states and we can easily go backwards. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph.
