SAN DIEGO (KGTV) -- Police are searching for a suspect they say tried to kidnap a 13-year-old girl on her way home from school.According to police, the victim was walking home on the 700 block of Picador Boulevard near Montgomery Middle School in Otay Mesa West when she noticed she was being followed by a black van.The van pulled up next to the girl and opened the door when the man inside asked the 13-year-old if she wanted a ride home.The suspect then grabbed the victim by the wrist and tried to pull her into the van before she was able to escape and run home.A witness driving by saw the 13-year-old talking with the suspect and made a U-turn before seeing the victim run away.The suspect is described as a white male between 50-60-years-old with glasses, a full beard and a raspy voice. Police say the van had a “J” or a “K” in the plate. 870

SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

SAN DIEGO (KGTV) -- Police have released pictures of a man accused of shooting and killing a 27-year-old man in the Midway District in late February.Police say Ernesto Castallenos Martinez, 41, shot and killed Alexander Mazin in a parking lot behind the 24 Hour Fitness on the 3600 block of Midway Drive.Following the shooting, police were led to the intersection of 30th Street and Upas Street where an hours-long standoff took place.RELATED: Police identify Midway District shooting victim, suspect of North Park standoff?After SWAT teams entered an apartment in the area, they didn’t find Martinez. SAN DIEGO (KGTV) - People who live near Mini Square Park in City Heights are fed up with what they say is a rise in crime and noise. They're calling for a curfew to be imposed at the park from 9 pm - 5 am."Every rule that's posted here is broken all day long and mostly all night long," says one woman who asked 10News not to identify her because she feels unsafe in her home next to the park. "I can get practically high from the marijuana that comes into my window cause it overlooks the park. The noise becomes just unbearable at times."The park opened in 2014, on 43rd Street in between Polk and University Avenue. Sitting between a senior center, an apartment complex and a health clinic, It was designed as a way to give adults in the community a gathering place.Instead, neighbors say it's been overrun with crime and drugs.A search of the website crimemapping.com shows 148 crimes reported within 1000 feet of the park over the last six months. That includes 21 stolen cars, 19 assaults and 16 robberies.It's gotten to the point where some people say they're afraid to walk by it, especially at night."Of course I would like to be in this park, to spend my free time there," says Isaac Musaazi, who lives in the apartment complex next door. "But I can't because of the people who are there."A community meeting to discuss a curfew and how to enforce it is scheduled for Thursday with the Community Parks Committee. SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage.
