SAN DIEGO (KGTV) -- It all started when La Jolla Shores resident, Penne Horn, had a birthday coming up."It started as a joke. My son asked what I wanted for my birthday and without any thought the words flew out of my mouth 'I want an ice cream maker,'" Horn said. The rest you could say is history.Since the day she received her wishlist item, she like many of us, spent time indoors with her new addition. "I started making ice cream. I just had too much of it and thought there's gotta be something I can do with this," Horn described. So she began to give it away to neighbors. It was so good that nearby residents with a sweet tooth wanted more and insisted on paying her, when a light a bulb went off. "I was hearing stories of families who got dogs in beginning of COVID, then lost their job and couldn't feed family let alone their dogs. I thought I will make the ice cream and ask people for donations. They'll donate and I'll buy dog food, and take it down to St. James church where they'll distribute it." Then new ideas kept getting added to the mix."One lady came to me and said I'll donate whatever if you make an ice cream named after my dog." Then, Twoee's Howling Good Ice Cream was born, named after her own sweet furry companion. "I draw all these different characters of dogs and name the ice cream after their dog."Horn's a former member of the Scripps and Humane Society boards, and she's always given back to the community. "It's part of my life, it's part of who I am."This time around, her community service was something new, a bit more sweet and born out of a pandemic. "There's a little silver lining if you look for it, I never would've started this if it hadn't been for the pandemic. There's good in everything." SAN DIEGO (KGTV) – Investigators are still piecing together the circumstances surrounding the 2-year-old girl who died after she was found in a hot car in Tierrasanta. Police tell 10News the mother called 911 Monday afternoon, saying she had just woken up from a nap and could not find her daughter in their home on Leary Street.The woman later called back and said she found her daughter in her Nissan Altima, unresponsive and not breathing, according to police. It is still unclear how long the child was in the vehicle. The Child Abuse Unit is now investigating.“The biggest mistake anyone could ever make is to think that it couldn’t happen to them,” said Janette Fennell, founder of Kids and Cars. The organization’s statistics showed 26 kids have died after being left in a hot car so far this year. Right now, technology does exist to alert families of an unattended child in a vehicle. One device is called “Sense-A-Life,” created by two Florida dads. It involves a sensor placed under a car seat. If you put the vehicle in park and open the door, an alarm will remind the driver of a child in the back. If there’s no response, it will send an alert to our phone. A few cars, like the Kia Telluride, has a sensor system built into it. It warns the driver when you exit your vehicle that someone may still be inside. The vehicle’s horn will go off if you have not returned to open the door.Fennell said there is a push to get the Hot Cars Act passed at a federal level. It would mandate technology in all vehicles that would alert drivers to someone left in their car, but she said there has been resistance. “It probably comes down to money, but it also comes down to the auto industry that fights against all these types of things,” Fennell said. “Every single safety item in your vehicle people should understand have been very long, hard battles. Like decades.”Fennell said it will take in part, political will to get the Hot Cars Act passed. 1962

SAN DIEGO (KGTV) - In an effort to help solve the homeless problem, the San Diego County Board of Supervisors voted unanimously Tuesday to approve a program that will provide million in financing for seven affordable housing projects.The new development will add 503 units."This is a game changer," says Supervisor Ron Roberts, who championed the proposal along with Supervisor Dianne Jacob. "For the people that need this, this will be a godsend."The money comes from the Innovative Housing Trust Fund, which was created in 2017 to help provide gap financing to developments that can add affordable multi-family rental housing.Many of the units from the first seven projects will be earmarked for the homeless, veterans, people with disabilities or mental illness, families and seniors."For a family of 4 earning just over 70,000 dollars, they won't pay more than 1,900 dollars a month," Roberts says. "You can't find enough bedrooms for a family of four at 1,900 dollars in San Diego."The seven projects will be spread out throughout the county with two in the Otay Mesa/San Ysidro area, two in Vista and one each in Poway, San Marcos and the Southcrest neighborhood of San Diego.All of the projects are expected to be completed by December of 2021. 1288

SAN DIEGO (KGTV) - It was more than a decade after two-year-old Jahi Turner disappeared.His mother, Tameka, had been posted on deployment with the U.S. Navy in 2002. Step-dad Tieray Jones claimed the boy vanished while playing with other kids at a park in Golden Hill, while Jones was buying a drink at a vending machine.Police thought otherwise, suspicious that Jones had severely punished the boy for bed-wetting and he died. Anything else what happened would have to be supposedly my fault," Tameka said.Tameka explained that she no longer trusted Tieray, saying, "I'm learning all this information that had I known years ago ...
