SAN DIEGO (CNS) - A Julian man was behind bars Tuesday on suspicion of fleeing after the car he was driving struck and fatally injured a bicyclist on a rural road east of El Cajon.Craig Wendell Nelson, 56, was heading east on Dehesa Road near Singing Hills Golf Course when his 1993 Mitsubishi Mirage veered into a bike lane east of Willow Glen Drive and hit Kevin Wilson of La Mesa from behind about 10:45 a.m. Monday, according to the California Highway Patrol.Medics took Wilson, also 56, to Sharp Memorial Hospital in San Diego, where was pronounced dead.Following the crash, Nelson allegedly kept driving to the east and south before pulling over on Sloane Canyon Road and fleeing on foot, CHP public- affairs Officer Travis Garrow said.Officers eventually found the abandoned vehicle, and a helicopter search crew spotted Nelson in a nearby brushy area. He was arrested and booked into San Diego Central Jail on suspicion of vehicular manslaughter and hit-and- run.Nelson was being held on ,000 bail pending arraignment, tentatively scheduled for Thursday afternoon. 1083

SAN DIEGO (CNS) - It was a big day for Democrats running for San Diego City Council.Tuesday's election brought about major change on the council, with five new faces joining the nine-member panel.While council races are technically nonpartisan, in recent years, council decisions have broken largely along party lines, with conservatives regularly outnumbered.-- In District 1, which has been represented by Democrat-turned-mayoral candidate Barbara Bry since 2016, Democrat Joe LaCava, a civil engineer and business owner, defeated small business attorney Will Moore, 61.8% to 38.2%.District 1 includes La Jolla, Del Mar Heights, Carmel Valley and University City.-- In District 3, Councilman Chris Ward vacated the seat to run for state Assembly. A Democrat, Ward has served since 2016. Gavin Newsom will concluded his "California for All'' Health Care Tour in San Diego Saturday by holding a rally to reaffirm his position on women's reproductive health services.Newsom had been on on the promotional tour since Tuesday, stopping in San Francisco, Los Angeles and Sacramento to discuss the health care initiatives in his proposed budget for the 2020 fiscal year.According to Newsom, his proposed initiatives would lower health care costs, expand on former President Barack Obama's Affordable Care Act and make progress toward a single-payer health care system.The program would also bring back the Obamacare-era healthcare mandate that penalizes anyone who doesn't have healthcare coverage. Should state legislators approve Newsom's proposed budget, it would expand Medi-Cal coverage to adults ages 19-25 in California without illegally, offer subsidies to middle-income families with private health insurance and allocate 0 million for reproductive and sexual health care education and programs."No state has more at stake on the issue of health care. SAN DIEGO (CNS) - Military officials are preparing to transfer the remains of seven U.S. Marines -- including one from Montebello -- and a Navy sailor to Dover Air Force Base in Delaware over the next few days to be prepared for burial.The remains were recovered Friday after the Marines went missing near San Clemente Island when their amphibious vehicle sank during a training mission last month."Our hearts and thoughts of the 15th Marine Expeditionary Unit are with the families of our recovered Marines and Sailor," said Col. Christopher Bronzi, commanding officer of the 15th Marine Expeditionary Unit. "We hope the successful recovery of our fallen warriors brings some measure of comfort."Marine and Navy pallbearers will place the remains aboard an aircraft bound for Dover AFB in a solemn transfer, officials said.
