SAN DIEGO (KGTV) - Country legend Clint Black is moving beyond Nashville stardom with his first-ever musical, now playing at San Diego’s Old Globe Theater. ‘Looking for Christmas’ is about Staff Sergeant Mike Randolf, who returns from deployment to Afghanistan to be with his family for the holiday."Mike Randolf is making it home just in time for Christmas but he's not really quite home. And through his daughter and her excitement over Christmas, understanding how it works, and then ultimately why it works and why we do it is one of the things that propels Mike forward,” Black told 10News.Clint Black created the idea from his 1995 holiday album and wrote the musical with playwright James Sasser."It was a real odyssey for me to try to find the true meaning of Christmas and it's what we're trying very hard to get across in the play."Randolf struggles to find the joy of the season with the help of his family."For me, the true meaning behind Christmas as I discovered it through writing the album was really the message to look around to others and what they need. SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this. SAN DIEGO (KGTV) - California's stay at home order may be in effect, but you can still hear the sounds of heavy machinery and hammers banging across San Diego County.Construction was deemed essential, allowing builders to continue working."Not only have we been able to pull permits, but we can call our inspections," said Gregg Cantor with Murray Lampert Design, Build, Remodel.Companies like Cantor's business have changed, but it keeps moving.He said employees who can are working from home, client calls are happening remotely, and inspections are taking place at a distance or in some cases through videos and pictures."We're conscious of social distancing as well as making sure we don't have more than five or six people at any given time on the job site," Cantor said.Local companies aren't the only ones changing how they operate.The City of San Diego's Development Services Department (DSD) laid out a series of changes to protect city staff and customers."The city is taking necessary preventative safety measures while being responsive to the business needs of our customers," said DSD Director Elyse W. Lowe. "DSD employees will continue to work with customers to limit delays to project approvals and keep the city moving forward. We are quickly leveraging available technology to increase our options and continuously implementing new safety measures in response to this unprecedented global pandemic."Changes include revamping the residential inspection process by now allowing for photos to be submitted instead of in-person physical inspections for qualified residential project, granting all qualifying building permit applications and issued building permits an automatic 180-day extension, and establishing an unstaffed document drop-off area for customers to submit project files and documents in the first floor of the Development Services Center."We're still very grateful that we are able to send our crews out every day," said Borre Winckel, president and chief executive officer of the Building Industry Association of San Diego County.Winckel said there were some early hiccups with building inspections across the county, but things have smoothed out."We were promised they would send the inspectors out as long as the conditions were safe," he said. "So it was very important for us since we're an outdoor activity that we created this safe and healthy environment for our workforce and the inspectors."Winckel said right now building is a business and plans are getting reviewed, but he pointed to New York and Washington where some construction is either blocked or building is only approved for projects deemed essential.Winckel said in California some have asked the governor to stop in office reviewing of plans."If we don't go beyond current construction and can't be processing plans anymore, that would just create a disaster for us and housing in the future," he said. "So there's a bit of tension there."For now, the show goes on."Most of the people want to keep moving forward," Cantor said. "There are some people that just want to pause for a second, but they are not canceling out on doing the work." 3152
