Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision.As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said.The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. DESCANSO, Calif. (KGTV) - Reports of a positive COVID-19 test at an East County Catholic church are raising concerns about possible exposure.The church is Our Lady of Light Catholic Church in Descanso. On a Facebook post, a board member of the Descanso Town Hall reported a positive case was just revealed to the church pastor by a parishioner. In a statement, a spokesperson for the Catholic Diocese of San Diego says the parishioner is a volunteer who helps prepare the altar for services. She wore a mask and maintained social distance.According to the post, "the person who tested positive was actively involved in all mass and church activities while having symptoms for a week so exposure is possible."The woman remains ill and is now in quarantine at home.The post goes on to explain that exposure was possible for anyone who went to mass in the past two weeks, which includes some 16 different services.It's unclear how many people that totals, but one parishioner tells ABC 10News pre-pandemic attendance for bigger masses numbered in the dozens.The apparent positive test comes amid coronavirus shutdown orders banning indoor church services in the county.The Diocese says the pastor, Father Enrique Fuentes, received a coronavirus test. Any outdoor masses won't take place until the result is known.According to the Diocese, the county has not yet contacted the church about the positive case, but the pastor decided to go ahead and close the church for deep cleaning and inform other volunteers she was in contact with. 1539

DETROIT, Mich. - The number of passengers flying daily in the United State is growing but we’re only seeing a 40% total traffic when compared to a year ago.So airlines are still forced to operate on reduced schedules, some telling us it has created a flight booking headache.With travel down by about 70%, it's been a rough go for the airline industry, but passengers tell me there have been some upsides."Rescheduling the flight was a piece of cake," said one traveler."There's like no one in the middle seat, that’s super nice," said another traveler.Middle seats blocked, no change fees, and more lenient cancellations policies have all made flying much more appealing but traveling during the pandemic also mean dealing with a lot of changes."Saying it was frustrating is an understatement, it was utter chaos," said Kellie McDaniel.McDaniel of Monroe was thrilled about her November trip to the US Virgin Islands, that is until a change by the airline made it so that."Our connecting flights would not match up," said McDaniel.Now, the company did offer her a refund because they could not fix the issue."But then we were left with no airline," said McDaniel.
