QINGDAO, Aug.19 (Xinhua) - China's largest marine patrol departed Thursday from Qingdao to Vladivostok, a coastal city in east Russia, participating in a multilateral joint drill.The joint drill is to be held from Aug.22 to 27, with the theme of "enforcing emergency responses to illegal actions threatening joint marine security".The North Pacific Coast Guard Agencies Forum (NPCGF) promoted the multilateral joint drill in 2009.Current members of NPCGF, Canada, China, Japan, South Korea, Russia and the United States, participate in the drill."The joint drill mainly focuses on arms trafficking and illegal migration, including searching, boarding and examining suspicious ships," said Wu Shaojun, captain of Marine Patrol 11.Chinese Marine Patrol 11, Marine Surveillance 83 and helicopters and ships from other countries will participate in the joint drill, said Wu.Chinese Marine Surveillance 83 left for Russia on Aug.13 from Guangzhou, capital city of south China's Guangdong Province.NPCGF, initiated by the Japan Coast Guard in 2000, is an organization devoted to fostering multilateral cooperation on illegal drug trafficking, maritime security, fisheries enforcement, illegal migration and heightened maritime awareness.Member states take turns hosting the annual forum. HANGZHOU, June 26 (Xinhua) -- Accompanied by lively Chinese folk tunes, a group of men were playing the tambourine at a party on Saturday evening in Hangzhou, capital of east China's Zhejiang Province.Those watching could hardly have imagined that the energetic performers,all dressed in red and white costumes, were drug addicts who were also infected with HIV, even if the duplicate short crew cuts they wore somehow provided a hint of their unusual condition.One of the performers, surnamed Yue, said the group had practiced for more than a month to stage the best possible performance at the annual party of the drug rehab center, which fell on June 26, the International Day Against Drug Abuse and Illicit Trafficking.As China's first drug rehab agency to offer centralized treatment of HIV-infected addicts, the center has helped some 200 addicts beat their drug habits since 2003.Among 2,200 drug users receiving compulsory treatment in the center, 65 have tested positive for HIV.Now, they must obey a regular daily schedule, including three meals, physical exercise, entertainment and skill training that will enable them to earn a living after returning to their regular lives."I've adapted well to the regular life in the center. My physical and mental conditions are getting better,"said Yue, 34, who contracted HIV after sharing syringes with other drug users.Yue began using drugs in his hometown in southwestern Guizhou Province. After seeking a job in Zhejiang, he tried to kick the habit, but failed."The infection of HIV doubled my misery. Fortunately, I've gone through the hardest time in my life following the one-year free treatment here. Now I just want to live," he said.Unlike other drug addicts, many of those who are infected with HIV were forced into being admitted to the rehab center against their wills. Further, some even exhibited their intentions of taking revenge on society, said Ni Zhanwen, a police officer in charge of the center's management of HIV-infected inmates.In November 2008, a newcomer scratched the face of Ni's predecessor, Wang Jianxin, causing him to bleed.Wang was taken to the provincial center for disease control and prevention. YICHUN, Heilongjiang, Aug. 25 (Xinhua) -- The government of Yichun, a city in northeast China's Heilongjiang Province, has corrected Tuesday night's plane crash death toll to 42, saying one dead body that was torn apart in the disaster was formerly counted as two.A local publicity official said earlier on that 43 dead bodies were retrieved.According to the death roll released by the city government, the dead were aged roughly from 12 to 55, calculated from their birth dates indicated in their ID numbers. Among them, however, was a Chinese holding a passport and three crew members whose ID numbers were not available.Rescuers wrapped up the bodies early on Wednesday and have transported them to the city's funeral homes for families to identify them.The ERJ-190 jet, manufactured by the Brazilian aerospace conglomerate Embraer with maximum passenger capacity of 108, crashed near the runaway of Lindu airport of Yichun at 9:36 p.m. Tuesday, some 40 minutes after it took off from the provincial capital Harbin.Ninety-one passengers, including five children, and five crew members boarded the plane, sources with the Civil Aviation Administration of China (CAAC) said.Officials in Yichun confirmed a group of officials from Ministry of Human Resources and Social Security were also on board, including a vice minister and six division chiefs. TONGHUA, Jilin, Aug. 10 (Xinhua) -- Rescuers are racing to save 18 miners trapped in a coal mine that flooded due to a deluge that hit the area in northeast China's Jilin Province shortly after midnight Tuesday.More than 2,000 rescuers are pumping water out of the mine through an auxiliary shaft after the entrance of the main shaft collapsed amid rain-triggered floods.Chinese Premier Wen Jiabao has instructed the local government and other related departments to spare no effort in saving the miners' lives.The accident happened at 12:10 a.m. at Hongyuan Coal Mine in the Erdaojiang District of Tonghua, the third largest city in Jilin, said Zhang Dejun, a spokesman for the city government.He said the miners were working below ground to pull out machinery that had been soaked after days of torrential rain, when the flooding occurred.The mine was near the lower reaches of Daluoquangou River, which is swollen after the catchment received 116.2 millimeters of rain Monday."Time is very pressing," Zhang said.Wang Rulin, governor of Jilin Province, arrived at the scene at noon Tuesday to oversee the rescue. Wang visited the families of the trapped miners to hear rescuers' and experts' reports.The Hongyuan Coal Mine has an annual production capacity of 60,000 tonnes and is a township-owned mine. The cause of the accident was not immediately known.Jilin Province has been battered by heavy rain and floods this summer.
