MENTOR, Ohio — Some northeast Ohio salon owners are concerned House Bill 189, which proposes cuts in mandatory cosmetology training, could create a potential public safety issue.The measure sponsored by State Representatives Kristina Roegner (R-Hudson) and Alicia Reece (D-Cincinnati) calls for a reduction in training for cosmetology licensing from 1500 hours to 1000 hours.Bill proponents believe the measure will improve Ohio’s cosmetology laws by allowing more cosmetology graduates to enter the workforce earlier and with less debt, thus increasing entrepreneurship and bolstering the workforce for Ohio’s salons.But some local salon owners, like Jennifer Pealer with Jenniffer and Company Salon in Mentor, believe a reduction in required training can set-up future cosmetologists for potential salon mistakes. Pealer believes 1500 hours of training is needed to insure cosmetologists are prepared to use potentially hazardous chemicals and equipment on a daily basis."The biggest thing is public safety," said Pealer. "Hair damage can occur very easily without proper training. What happens is there is damage to the follicle, the hair breaks off, and if it's not reproduced, there could be balding."Salon owner Nancy Brown owns the Brown Aveda and Casal Aveda Institutes for cosmetology training in Northeast Ohio and believes HB-189, and its companion Senate bill, SB-129, are being considered for the benefit of chain salons, which provide quick hair cuts and not more technical services.Brown believes the measures sets cosmetologists up to be under-trained, and could also cut training for nail technicians to just 100 hours."The equipment we use requires training, the shears we use are sharp enough to perform surgery," said Brown. "Our curling irons at the professional level are 450 degrees. MAPLE HEIGHTS, Ohio — Maple Heights Mayor Annette Blackwell believes northeast Ohio's shortage of affordable housing is having a tragic impact on the academic development of children. Blackwell told WEWS the affordable housing shortage is causing too many families to move from school district to school district and, in some cases, multiple moves are made in one school year.Blackwell said housing insecurity is playing a major factor in hindering the education of children, especially children from African-American families living in Cleveland and the inner-ring suburbs."It is an issue here in northeast Ohio, it is an issue here in the school district in Maple Heights," Blackwell said. "These children have to deal with the stress when they see their parents negotiating with the landlord, they see mom's rejection, they are part of that rejection when the application gets turned down, or the eviction notice comes.""All of these things add to the heightened sense of anxiety and stress. It's overwhelming on a daily basis."Blackwell pointed to a Harvard Medical School?study indicating that multiple moves contribute to a critical loss of learning.Blackwell said too many families simply can't afford to find good, stable housing."They make between and an hour, they have three kids, they have a car they're trying to maintain and they have to work two jobs to do that," Blackwell said.Professor Ronnie Dunn, Cleveland State University chief diversity and inclusion officer, told WEWS the toxic stress caused by multiple moves and a lack of affordable places to live are hurting young children and families more and more."In Cleveland, we average about 11,000 evictions annually," Dunn said. "A lot of that stems from living in inadequate, poor housing. It has a very dire and adverse effect."Blackwell believes possible solutions include creating tax credits to give developers incentives to create new affordable housing, and municipalities and developers working together to re-purpose existing square footage."There's a lot of ugly empty buildings, gut them," Blackwell said. MARINE CORPS AIR STATION MIRAMAR, Calif. (KGTV) -- A Marine Corps helicopter crashed during a routine training mission over the El Centro area Tuesday afternoon, according to officials. The CH-53E Super Stallion helicopter from 3rd Marine Aircraft Wing crashed around 2:35 p.m. Four crew members were aboard the aircraft.In a press release, the Marine Corps wrote that the status of all four crew members is, "presumed dead pending positive identification."The cause of the crash is currently under investigation. LOUISVILLE, Ky. – The family of Breonna Taylor and their attorneys reacted Friday to the grand jury's decision not to bring homicide charges against the Louisville officers who shot and killed the 26-year-old in March.Watch their comments below:In a press conference led by civil rights attorney Ben Crump, he and the other lawyers called for the transcripts in the grand jury proceedings to be released.“When we think about this grand jury proceeding, if you want us to accept the result, release the transcripts, so we can have transparency,” said Crump.During the briefing at Louisville’s Jefferson Square Park, attorney Lonita Baker questioned whether Kentucky Attorney General Daniel Cameron even presented the grand jury with charges on behalf of the killing of Taylor.“Don’t tell us the grand jury made this determination, if it was your office’s determination,” said Baker.Following the attorneys’ remarks, a family member read a statement on behalf of Taylor’s mother, Tamika Palmer. In it, she said her daughter died because the system failed her.“Cameron alone didn’t fail her, but it ended with a lack of investigation failing her,” said Palmer. “The officer who told a lie to obtain a search warrant failed her. The judge who signed the search warrant failed her. The terrorist who broke down her door failed her. The system as a whole has failed her.”Palmer also said she never had faith in Cameron to begin with.“I knew he was too inexperienced to deal with a job of this caliber,” said Palmer. “I knew he had already chosen to be on the wrong side of the law.
