POWAY, CA (KGTV) - A post office in Poway could soon be named after Ray Chavez, who was the oldest living Pearl Harbor survivor when he passed away in 2018.Wednesday, California Representative Scott Peters will announce legislation to make the change. He says it's backed by every member of California's Congressional delegation.Chavez served in the Navy and was stationed on the USS Condor minesweeper on December 7, 1941. After the Japanese fighter planes attacked, he spent 9 days searching the water for enemy subs and wreckage of sunken US ships.Over the last few years, Chavez had been a staple of WWII and Pearl Harbor commemoration ceremonies, even flying to Washington DC to meet with President Trump in the spring of 2018.He passed away in November of 2018.RELATED: Oldest Pearl Harbor survivor dies at 106It takes an act of Congress to name a Post Office. In a news release, Peters' office says that a handful of local leaders from the City of Poway, the Post Office and military groups will gather at the Post Office on Midland Road to show their support and urge Congress to approve the change."He didn’t grab the spotlight, the spotlight came to him," says Mark Balmert, the President of the San Diego Military Advisory Council. (KGTV) - Poway synagogue shooting suspect John Earnest should not have been able to buy the gun used in the April attack, according to state law.California Fish and Wildlife officials confirmed to 10News that the hunting license that Earnest, 19, used to get around the state's age limit of 21 was invalid at the time of purchase.Earnest picked up the AR-15 style weapon used in the attack from San Diego Guns on April 26, a day before he attacked worshipers at the Chabad of Poway, killing congregant Lori Kaye and injuring three others. Search warrants show that Earnest did have a hunting license but it was not valid until July 1, 2019. On Tuesday, an employee at San Diego Guns declined an interview but said "We did everything properly. We did everything we needed."If that's the case, then question remains over how Earnest was able to buy the gun. The onus could be on the state. Danielle Rudolph directs sales and operations at Poway Weapons and Gear Range, which was not involved with Earnest. She says people who buy firearms must fill out a detailed application that goes to the state Justice Department. Applicants have to include details on any exemptions, such as hunting licenses. After a 10 day waiting period, the customer returns to the store to find out if the state approved their application."California does have one of the strictest background checks in the nation," Rudolph said. "We know they go through numerous different databases and if it comes back approved, we don't have anything else to go on based on what California is telling us."Rudolph added a gun shop can stop a sale if a customer is making erratic or dangerous comments, though that is rare. Dustin Lopez and the San Diego County Medical Examiner's Office.In the first crash, which happened around 8:05 p.m. Tuesday, Tockstein's wife struck a man who was walking in a crosswalk at the intersection, Lopez said. The victim was transported to Palomar Medical Center in Escondido where he was treated for minor injuries.While deputies investigated the first crash, Tockstein arrived at the scene, Lopez said.Tockstein moved his wife's vehicle and as he was walking back to the scene of the crash he was struck in the east crosswalk of Twin Peaks Road, the Medical Examiner's Office said in a statement.The driver of the Toyota Prius that struck Tockstein remained at the scene and cooperated with deputies, Lopez said.Tockstein was transported to Palomar Medical Center in Escondido, where he was pronounced dead at 1:58 a.m. Wednesday, the Medical Examiner's Office said. 1390

(KGTV) — Suspected Poway Synagogue shooter John Earnest did not have a valid hunting license when he purchased his gun at a San Diego dealer, meaning he was too young to buy the firearm used in the attack, a state senator said Monday. State Sen. Anthony Portantino told 10News that the Department of Justice and Fish and Wildlife confirmed to him that Earnest did not have a valid hunting license when he bought the gun from San Diego Guns on Mission Gorge Rd.On Tuesday, Fish and Wildlife confirmed Earnest's hunting license was not going to become valid until July 1, 2019 — more than two months after the attack. A valid hunting license was one exception to a law Portantino authored that set the age limit to 21 to buy a firearm. The exceptions were for military, law enforcement, and those with a state-issued valid hunting license. The bill's proponents said people under 21 are disproportionately linked to crime. Asked how Earnest did buy the gun, Portantino said it was the big question."He did not have a valid hunting license," Portantino said. "I don't think it was a fault of the law ... I don't know where the mistake was made."Former Gov. Jerry Brown signed the legislation in response to the 2018 mass shooting at Stoneman Douglass High School in Parkland, Fla. A 19-year-old armed with an assault rifle killed 17 students and administrators. In Poway, worshipper Lori Kaye died in the Apr. 27 shooting. Three other people were injured.Search warrants found that suspected Poway synagogue shooter John Earnest, 19, had a hunting license. Still, Portantino said he would introduce legislation in the next month that would close the exception for hunters looking to buy center-fire assault style firearms, such as the AR-15 type firearm Earnest allegedly used in the attack. President Donald Trump launched the next salvo in his widening war on Chinese trade abuses, this time taking aim at China's unfair seizure of US intellectual property.Trump on Thursday directed the US trade representative to level tariffs on about billion worth of Chinese imports following a seven-month investigation into the intellectual property theft, which has been a longstanding point of contention in US-China trade relations. In addition to the tariffs, the US also plans to impose new investment restrictions, take action against China at the World Trade Organization and the Treasury Department also will propose additional measures."We have a tremendous intellectual property theft problem," Trump said. "It's going to make us a much stronger, much richer nation."The move, which comes on the heels of the administration's steel and aluminum tariffs that also took aim at China, has already been met with threats of retaliation from China and is heightening concerns of a global trade war that could destabilize the global economy -- fears the Trump administration has repeatedly brushed off.Trump on Thursday signed a memorandum announcing the trade actions, invoking Section 301 of the 1974 Trade Act, which formed the basis for the administration's investigation.Before signing the measure, Trump lamented the US' multi-hundred billion dollar trade deficit with China and said the action would be "the first of many."Trump prefaced his trade action by insisting he views China as a "friend" and said he has "tremendous respect" for Chinese President Xi Jinping, as he flicked to China's support in pressuring North Korea to denuclearize."They are helping us a lot in North Korea," Trump said. "But we have a trade deficit ... there are many different ways of looking at it, but no matter which way you look at it, it is the largest trade deficit of any country in the history of the world."Trump said the US would continue to engage diplomatically with China to reduce the trade imbalance, even as he signed an action that is likely to exacerbate tensions between the two countries.Robert Lighthizer, the US trade representative, said the tariffs would focus on theft of US technologies and said Trump "concluded that we should put in place tariffs on appropriate products" following the investigation."This is an extremely important action. Very significant and very important for the future of the country, really across industries," Lighthizer said.The investigation concluded that China has stolen or coerced US companies into turning over their intellectual property through a series of state-run structural maneuvers, including its requirement that foreign companies partner with Chinese companies to access the Chinese market, said Everett Eissenstat, the deputy director of the National Economic Council for international economic affairs.The investigation also assessed that China has stolen US intellectual property by hacking US computer networks, though senior administration officials said Thursday's tariffs would not account for the value of that intellectual property theft, which they estimated to be in the hundreds of billions of dollars.The incoming tariffs are the most significant to date from a President who campaigned on a promise to correct the US' global trade imbalance, particularly with China, and to revitalize US manufacturing. The move is just the latest sign that Trump is intent on putting his protectionist rhetoric into action despite concerns from economists and financial analysts, including within his own administration.Beyond the threat of a far-reaching trade war, economists have warned US consumers are likely to bear the cost of the tariffs and worries about Chinese retaliation are mounting."A trade war does no good to anyone. There is no winner," China's Premier Li Keqiang said at a news conference in Beijing in anticipation of the Trump administration's tariff action.The Trump administration, though, has said it is simply taking long-overdue action following years of unfair Chinese trading practices that they argue previous administrations have insufficiently countered.Peter Navarro, Trump's hawkish top trade adviser, said the administration had decided on the tariffs in lockstep and said the US opted to take tariff actions after dialogues with China over the last 15 years have failed to produce significant changes in Chinese behavior."Administrations before us and this administration has tried very, very hard to work with the Chinese," Navarro said. "Talk is not cheap. It has been very expensive to the American people."The tariffs will not take immediate effect. Instead, the US trade representative will publish a list of targeted goods within 15 days and will then allow for a 30-day public comment period.Pressed about the impact on US consumers, a senior administration official said the administration believed the tariffs would result in only "minimal effects" on US consumers."In terms of the broader calculus of the harm that is done by what is the theft ... of intellectual property is almost incalculable," the official said.  5136
