SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. The Port’s proposal is online and an updated ordinance will go before commissioners in December. 2140

SAN DIEGO (KGTV) - Amid the recent protests, a woman once known as the "fugitive soccer mom" is now shining a spotlight on the story of another mother.Among those taking a stand against racial injustice is a small group holding up signs supporting a woman you likely haven't heard about."It serves no purpose to have her in prison," said Susan LeFevre.LeFevre, one of the women holding a sign, is someone you likely have heard of. For more than three decades, the Carmel Valley mother of three had lived a double life, as Marie Walsh.At the age of 19, she was sentenced to 10 to 20 years for a heroin sale in Michigan. Fourteen months later, she climbed a prison fence and began a new life. A police tip led to her arrest and a tidal wave of publicity. More than a year later, she was released from a Michigan prison."I feel bad about the effect on my whole family. We're doing better the last couple of years," said LeFevre.LeFevre says so many years later, her family is still healing. She and her husband divorced several years ago. Since her release, LeFevre, who now lives in Pacific Beach, has advocated for non-violent offenders with long sentences, including a woman she bonded with during the second prison stay: Tracy Cowan, a single mother of three who was sentenced to 20 to 40 years after shes says a bag of drugs belonging to her boyfriend dealer was found in her basement. Cowan has served 18 years."Racism is putting people like Tracy (in prison), ripping her from her children, two of them ended up homeless," said LeFevre.LeFevre says Cowan didn't have the resources to defend herself, a familiar reason for the disproportionate prison rates for African Americans."Eighteen years is absurd when murderers are getting out before her. That's why I'm trying to bring attention to cases like hers. SAN DIEGO (KGTV) - A woman leaving a Rancho Pe?asquitos car wash pressed the gas pedal instead of the brake, sending her car into a restaurant Friday, a photographer at the scene told 10News. The crash happened at Genie Car Wash at 9821 Carmel Mountain Road just after 1 p.m. The woman drove her Ford SUV out of the car wash and hit five vehicles being dried by their owners. Eventually, the woman crashed into a support beam of the Sushi Hana Restaurant, coming to a stop. Everyone inside the restaurant was evacuated, the OnScene photographer reported. SAN DIEGO (KGTV) -- An incredible San Diego holiday tradition is making its way back to the bay.The San Diego Parade Bay of Lights has announced this year’s dates and times to take in the spectacular holiday tradition.This year, the parade will take place December 9 and December 16. The event begins at 5 p.m. and will make its way through the Bayfront.Before making the turn to Coronado, the parade will proceed to the pier at Cesar Chavez Park.The parade is put on annually by the Port of San Diego and brings more than 100,000 residents and visitors to the bay each year. SAN DIEGO (KGTV) – A suspicious backpack prompted a bomb squad response downtown Tuesday afternoon. According to San Diego Fire-Rescue, the incident unfolded around 3:30 p.m. just outside the federal building on the 800 block of Front Street. Authorities say a security guard at the building saw a man acting suspiciously before tossing a military backpack into a planter. After using special equipment to examine the bag, the bomb squad found only personal items inside the bag. The FBI said it sent agents to the scene, but that the "matter is being led by Federal Protective Services." 596
