SAN DIEGO (KGTV) -- An outage caused by a mylar balloon briefly left 2,000 people without power in several San Diego neighborhoods Tuesday night. According to the San Diego Gas and Electric outage map, 1774 people in Old Town, Mission Hills and Hillcrest were affected by the outage. SAN DIEGO (KGTV) - A San Diego woman is taking legal action against a trendy hair product company, claiming it caused her severe hair loss and bald spots. She’s not alone. Women around the country are claiming similar effects. They blame their hair care nightmares on Monat Global, based in Florida.“It’s been so hard,” says San Diego’s Dana Sohovich. She held back tears as she spoke exclusively with 10News about her experience. Sohovich has filed a class action lawsuit against the company, alleging it falsely promised her “longer, fuller, stronger” hair. Her suit accuses Monat of “false and deceptive advertising”.“I literally had almost a baseball size [ball] of hair in my hand,” she tells us, adding, “It's devastating.”PHOTOS: Monat users report hair and scalp damageTemecula’s Ashley Slayden showed us her daughter’s scalp. “You can see the bald spots [on] her head. You can see how thin it is. It was never that thin,” she adds. SAN DIEGO (KGTV) – A shipment from Mexico containing over 200 non-FDA approved COVID-19 test kits was seized at San Diego International Airport, U.S. Customs and Border Protection officials announced Wednesday.CBP officials said the shipment of two packages arrived at the airport on Dec. 1 from a flight out of Mexico. In a news release, officials said the shipment was manifested as “plastic card” and then taken for inspection.Officers found 251 COVID-19 test kits inside the packages, and they were then evaluated by FDA officials.An inspection by the FDA found the kits were misbranded, and the shipment “did not have an FDA Emergency Use Authorization and violated the Federal Food, Drug and Cosmetic Act.”The kits, with a domestic value of ,000, were seized by CBP officers, with Homeland Security notified of the shipment.CBP San Diego Director of Field Operations Anne Maricich said, “I am proud of how vigilant our officers are when it comes to protecting our communities, they stopped the entry of unauthorized, unproven and potentially unsafe goods into the United States. SAN DIEGO (KGTV) — An unfounded "security threat" prompted Naval Base San Diego to initiate a lockdown Thursday afternoon, authorities said.The lockdown went into effect just before 11:30 a.m. over a reported "security threat," according to a Naval Base San Diego public information officer. According to San Diego Harbor Police, the threat was unfounded.Base officials lifted the lockdown and resumed normal operations just before 12 p.m., but didn't comment on the lockdown. 484

SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said.
