BRUSSELS, Oct. 4 (Xinhua) -- China expected France to take new steps in pushing the European Union (EU) for positive policies toward China, Chinese Premier Wen Jiabao said on Monday.The relations between China and France were of important influence to China's links with the EU, said Wen during a meeting with French President Nicolas Sarkozy on the sidelines of an Asia-Europe Meeting (ASEM) summit in Brussels.China attached great importance to developing ties with France and appreciated France's willingness to enhance cooperation with China, said Wen. Chinese Premier Wen Jiabao (L) meets with French President Nicolas Sarkozy in Brussels, Belgium, Oct. 4, 2010. BEIJING, Nov. 2 (Xinhua) -- China on Tuesday called on Japan to make substantial efforts to create appropriate conditions for improvement of bilateral ties ahead of the Asia-Pacific Economic Cooperation (APEC) summit in Yokohama.At a routine news briefing, Foreign Ministry spokesman Hong Lei confirmed that Chinese Premier Wen Jiabao exchanged greetings with Japanese Prime Minister Naoto Kan prior to the start of the East Asian Summit last Saturday.Hong said China attached great importance to developing ties with Japan.Developing China-Japan strategic and mutually beneficial relations was in the fundamental interests of both nations and their people, Hong said.China stands for resolving the problems between the two countries through dialogue and consultation on the basis of the principles of the four political documents, he said, adding China's position in this regard remained unchanged.The four political documents, namely the China-Japan joint statement on comprehensively advancing strategic and reciprocal relations, the Sino-Japanese Joint Statement, the China-Japan Treaty of Peace and Friendship and the Sino-Japanese Joint Declaration, serve as the bedrock for developing friendly and cooperative relations between the two countries.In reply to a question on the sovereignty of the Diaoyu Islands, Hong reaffirmed that the Diaoyu Islands and its adjacent islets have been an integral part of the Chinese territory since ancient times.China-Japan relations have been strained since a collision between two Japanese Coast Guard patrol ships and a Chinese trawler on Sept. 7 in waters off the Diaoyu Islands in the East China Sea.The Japanese Coast Guard seized the trawler and detained the fishermen and the captain on Sept. 8.China, which claims sovereignty over the Diaoyu Islands, has maintained the seizure and detention were illegal.

BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday.The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center.It was moving northwest towards Hualien and increasing in strength, the statement noted.The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said.The statement warned all fishing boats in the region to take necessary precautions.The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said.Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas.The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.

BEIJING, Oct. 15 (Xinhua) -- Foreign direct investment (FDI) in China in September rose 6.14 percent year on year to 8.384 billion U.S. dollars, bringing the country's FDI inflow for the first nine months back to pre-financial crisis level.The September figure brought the total amount for the first nine months of this year to 74.34 billion U.S. dollars, rising 16.6 percent year on year, spokesman with the Ministry of Commerce (MOC) Yao Jian said Friday at a press conference.The January-September FDI figure suggested China's FDI inflow had returned to pre-crisis level, Yao said.According to MOC statistics, China received 74.37 billion U.S. dollars of FDI in the first nine months of 2008.The September FDI increase quickened from the year-on-year growth of 1.38 percent in August.The stable increase in China's FDI inflow was mainly boosted by the country's strong economic momentum, said Lu Zhengwei, chief analyst at the Industrial Bank.Although China's economic growth had eased, it was still strong, Lu said.China's GDP increased 10.3 percent year on year in the second quarter of this year, decelerating from first quarter's 11.9 percent. The National Bureau of Statistics is scheduled to release economic data for the third quarter next week.China's manufacturing sector received 47.6 percent of FDI inflow in the first nine months, while services industry got 45 percent, Yao said.A total of 19,209 foreign-invested enterprises were approved for establishment during the period, up 17.5 percent from one year earlier.Yao expected China's FDI inflow to hit 420 billion U.S. dollars in the country's 11th Five-year Plan (2006-2010) period, which was 1.5 times as much as that in the 2001-2005 period. This would make China the world's second largest destination for FDI.During the first nine months, China's outbound investment, excluding the financial sector, totaled 36.27 billion U.S. dollars, up 10.4 percent, he said. Some 30.9 percent of the investment outflow was for acquisitions of companies.
