ENCINITAS, Calif. (KGTV) - Three weeks after the deadly bluff collapse in Encinitas, the community is urging city and state leaders to make some changes.Three women were killed during the collapse. A tribute was held this week at the Encinitas City Council meeting for the victims. That’s where father and husband Pat Davis spoke out, saying healing will take time. “There will be a new normal in my life without these three gifted women,” says Davis. Davis lost his wife Julie, daughter Anne Clave, and wife’s sister in the bluff collapse. The family was out for a day at the beach on August 2 when the sand and large rocks came crashing down. “We do not have to accept tragedy if it is preventable.”Davis is urging the city to stabilize the bluff by adding concrete walls against the cliffs, sand replenishment or even cutting off some public access to the beach. Some California lawmakers are pushing for the government to pay for the stabilization after congress approved the Storm Damage Project in 2016. It has sat idle since being approved. “I do not want to see what happened to my family happen ever again.”The mayor and other city leaders toured the beaches with representatives from the U.S. Army Corps of Engineers Thursday, but so far no decisions have been made.  1315

(KGTV) -- A local family is mourning the loss of a teenage girl killed in a weekend hit-and-run crash in the North County.Kirsten Tomlinson died in the early morning hours of June 6 after authorities said she was struck by a vehicle in an unincorporated part of Escondido.The 17-year-old was several feet from her home on Mesa Rock Road when the incident occurred. The teen was with her siblings and some friends, and as the group prepared to head inside for the night, Tomlinson was hit by a car as she crossed the street.RELATED: 17-year-old killed in unincorporated Escondido hit-and-runThe driver never stopped, according to witnesses and the California Highway Patrol.The teen’s father, William Tomlinson, said he attempted CPR, but it was too late.“It’s a parent’s worst nightmare. (KGTV) - A local driver is warning of an unusual encounter with a dark SUV Saturday night on a North County freeway.Dashcam video captured on Interstate 15 shows an SUV with a light bar across the top. The driver tells 10News she initially thought it was a police vehicle and then spotted the back windshield, which was lit up by blue lights that resembled audio levels.Not long after, she says she heard a siren noise coming from that same SUV, as it approached a red light.MAP: Track crime in your neighborhood10News showed the video to CHP officer Jim Bettencourt who said he believes the blue light, the light bar, and siren are all vehicle code violations."If they were utilizing that to get people to move out of the way or caused a crash that would be another slew of charges," said Bettencourt.Bettencourt said because the SUV didn't have a symbol representing law enforcement, the driver wouldn't face an impersonating an officer charge. 972

Federal authorities have brought terrorism charges for the first time against a leader of the notoriously violent MS-13 street gang. Prosecutors also announced Wednesday they will seek the death penalty against another MS-13 leader on Long Island, New York, charged in seven killings, including two high schools students slain with a machete and a baseball bat.
