BEIJING, March 27 (Xinhua) -- China's Ministry of Land and Resources (MLR) said Saturday it would assemble more than 1,100 engineers and workers from across the country to dig over 1,600 wells in the country's southwest, where a severe drought is likely to continue.All of those professionals would be arriving at the droughty areas by April 1 and the first batch set off on Saturday, said the MLR in a statement on its website.More than 1,600 wells would be drilled, providing 200,000 cubic meters of drinking water per day for 2 million people and 1 million head of livestock, said the ministry, hoping to finish digging 1,400 of the wells by May 10.So far, the MLR has already dug over 100 wells, which can produce drinking water for more than 100,000 people.The drought, which has left southwest China suffering since last Autumn, would likely continue till May as no substantial rainfall was expected ahead of the rainy season, according to meteorological agencies.It has left 18 million residents and 11.7 million heads of livestock in the region with drinking water shortages and caused direct economic losses of 23.7 billion yuan (3.5 billion U.S. dollars), data from the Ministry of Civil Affairs showed.

GENEVA, April 20 (Xinhua) -- China on Tuesday asked the World Trade Organization to set up an expert panel to rule whether the European Union's antidumping duties on Chinese-made footwear violates global trade regulations.At a meeting of the WTO's Dispute Settlement Body, the Chinese delegation reiterated that the EU's antidumping measure was inconsistent with related WTO agreements and it impaired China's benefits."China requests the DSB to establish a panel to ensure the protection of China's legitimate rights and benefits under the WTO agreements," the delegation said in a statement.The delegation said that it was taking the action after the latest consultations with the EU on March 31 failed to resolve China's concerns and "no mutually satisfactory solution could be reached."The delegation's statement also urged the 27-nation bloc to bring its legislation in line with WTO agrements and "to terminate the measure on Chinese footwear on account of their inconsistency with WTO rules."The EU said it regretted the step take by China and blocked the panel request. But according to the WTO's dispute settlement procedures, a panel request can be blocked only once, which means the panel would be established automatically if China makes a second request at a DSB meeting scheduled for next month.China first brought the dispute to the WTO on Feb. 4, which initiated a 60-day consultation period between the two sides.A panel request is the second step in the WTO's dispute settlement procedure following unsuccesful consultations in finding a resolution.

  

BEIJING, June 8 -- South China's Guangdong province has taken the lead in the country by introducing a new accumulating points system to grant urban hukou, or household registration, to migrant workers.The province plans to attract 1.8 million migrant workers to become urban residents via the points accumulation system before the end of 2012, according to Lin Wangping, deputy director-general of the Guangdong provincial bureau of human resources and social security."In addition to helping speed up the province's urban construction, the accumulating points system aims to let more migrant workers share in the province's economic growth achievements together with urban residents and help build a harmonious society," Lin said at a press conference on Monday."Guangdong encourages more farmer-workers to settle down in cities and become urban residents in the upcoming years," she said.Guangdong aims to achieve an urbanization target of 67.5 percent by the end of 2012.And mass events and social conflicts will be avoided or reduced in the years ahead when the province's large number of farmers-turned workers can enjoy the same social treatment as their urban counterparts, she said.Currently, farmers and migrant workers cannot enjoy the same treatment as their urban counterparts in employment, education, medical treatment, social security and related fields in the society.
