NANJING, July 28 (Xinhua) -- A powerful explosion at a factory in eastern China's Nanjing City Wednesday has left at least 10 people dead and hundreds injured, including 14 critically, the city government said.Officials of the government of Nanjing, capital of Jiangsu Province, told a press conference Wednesday evening that 10 people were killed and 14 others suffered serious injuries after the blast at 10:11 a.m. ripped through an abandoned plastics factory in northern Nanjing's Xixia District.Further, more than 120 people have been hospitalized, according to the official.The death toll, which is based on the number of bodies so far recovered, could climb as rescuers are still clearing the explosion site and some injured people are reported to be in very critical condition.The blast was caused by a gas leak after a propylene pipeline was damaged as workers dismantled factory buildings of the Nanjing No. 4 Plastics Factory, said a statement from the State Administration of Work Safety (SAWS).The rescue headquarters say an excavator owned by Yangzhou Hongyuan Construction and Development Co., Ltd. hit a a pipe of 159 mm in diameter.The gas leak started at 9:56 a.m. and explosion occurred at 10:11 a.m.Gas supply was cut off a minute later, said Liu Zhaohua, deputy head of Nanjin's work safety bureau.The excavator operator, whose identity was not revealed, has been held by police for investigation.The explosion occurred when a motorist started a car engine at the scene, igniting the leaking gas, the SAWS statement said, without saying if the motorist was among the victims.Some rescuers and repairmen who had come to handle the gas leak may have died in the explosion, the headquarters said.

ASTANA, June 11 (Xinhua) -- Chinese President Hu Jintao arrived here Friday evening for a two-day state visit to Kazakhstan.Hu said in a statement released upon arrival at the airport that, with the effort of both sides, his visit would be a total success and help advance the strategic partnership between China and Kazakhstan to a new stage.During the visit, Hu will hold talks with his Kazakh counterpart Nursultan Nazarbayev and meet with parliament and government leaders.The two sides will outline the future development of bilateral links. BEIJING, June 8 (Xinhua) -- China's central authorities have promised to treat talents in private companies and social organizations the same as their counterparts in the public sector to facilitate personnel mobility and sustainable development in the private sector.According to the newly unveiled National Medium- and Long-term Talent Development Plan (2010-2020), non-public economic groups and social organizations can enjoy equal treatment in government policy on the training, attracting, appraisal, and use of talents.Specialists in the private sector should be incorporated into talent development projects of various governments, the document said.They can have "equal access to public resources including funds, projects and information for supporting innovation and starting businesses," the document also said.The national plan, a blueprint for creating a highly skilled national work force over the next decade, aims to transform the country from being "labor-rich to talent-intensive."Zhang Lihua, professor with the Labor and Human Resources School at the Beijing-based Renmin University of China, said, "The non state-owned economic institutions and new social organizations are playing a more important role in China's economic and social development.""It's becoming more important for talents in these sectors to compete equally with others in the public sector," she said.At present, more than 70 percent of China's companies are privately-owned and generate more than 60 percent of the country's GDP.China has more than 400,000 "new social organizations," including social groups, foundations, and other non-profit and non-governmental organizations, according to figures from the Ministry of Civil Affairs.There are still many obstacles to personnel movement in government departments, government-sponsored institutions, state-owned enterprises and private companies in China.For example, a person who works in a private company cannot usually land a job easily in a government department or a state-owned company."This is why many college graduates prefer to work for government departments and state-owned companies right after their graduation," Zhang said."If the new policies of equal treatment are carried out, they can remove the obstacles, help with the free flow and allocation of resources and high-calibre talents," she said."It will support economic development in the private sector and promote technological innovation and the diffusion of knowledge."Xiao Mingzheng, director of the Human Resource Development and Management Research Center at Peking University, said, "Demand for talents has increased greatly as China witnesses a boom in non-public economic and social organizations.""To create a more open and equal environment for personnel employment, the policies will certainly help the non-public sector attract and train various kinds of talents," he said.

  

BEIJING, Aug. 5 (Xinhua) - China's banking regulator on late Thursday said the hypothetical situations in the risk tests of banks, such as a possible slump in property prices, does neither indicate the regulator's judgment on the property market nor possible changes in government property policies.The China Banking Regulatory Commission (CBRC) reaffirmed in an online statement that it allows banks in regions with soaring property prices to suspend loans for third homes according to their assessment on credit risks.The CBRC also said the down payment and the lending rate for third homes mortgage loans should be raised, but the specific amount should be determined by banks.The declaration was made in response to domestic reports that the CBRC had ordered banks in Beijing, Shanghai, Shenzhen, and Hangzhou to stop issuing loans to third home buyers.According to Bloomberg's Thursday report, the banking regulator had told lenders to include worst-case scenarios of prices dropping 50 to 60 per cent in cities where they have risen excessively, which signaled that the government might be growing more concerned about the health of the real estate market.
