SAN DIEGO (KGTV) - Police are looking for a driver involved in a two-car crash that injured pedestrians Tuesday night.The crash happened at the corner of Sixth Avenue and Laurel Street near Balboa Park. One couple said they were headed to the Haunted Trail at Balboa Park and were waiting to cross the street when they saw two cars headed for them.“I just saw the headlights going towards me, and if I didn't dodge that car, I would have been pinned on that tree. When I fell on the floor I saw that car slam on that tree,” one of the pedestrians said.  Police say a white Toyota was headed south on Sixth Avenue and as it was crossing the intersection of Laurel Street, it was hit by a blue Honda that was making a left turn onto Sixth Avenue.  The driver of the Toyota stayed on scene, but police say the driver of the Honda took off.Officers did not have a very description of the driver, and it’s unclear if there were passengers in their car.  Police say three people were transported to the hospital. All had minor injuries. 1053

SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. "Nor did anybody every receive any rewards for making arrest."The protest will start at 6 p.m. in front of the San Diego Police Department Southern Division Headquarters, on 27th Street. 1670

Home values rose 10.1 percent to 1,100.According to the latest census numbers, in the year-span ending July 2017, adding up all the people moving into and out of California translates into a net loss of 138,000 people. In San Diego County, there is also an apparent exodus with a net loss of nearly 16,000 people in the year ending in July 2017. SAN DIEGO (KGTV) - New technology is offering schools another weapon in the battle against vaping and e-cigarettes.At this week's National Conference on Education, Soter Technologies is promoting its FlySense machine. It's similar to a smoke detector but tuned to sense vaping byproducts in the air."We can determine if a flavor is in the air, if THC is in the air, or if nicotine is in the air," says CEO Derek Peterson. "The device can determine what's in the air, whether someone's using a jewel pen, vaping, or an old fashioned e-cigarette, or a regular cigarette."The device then sends an alert to cell phones of nearby teachers and administrators so they can respond. Peterson says they've already sold 7,000 FlySense devices around the country, including 1,000 in California.It's helping schools fight a growing epidemic. A recent study in the Journal of American Medicine says 5.3 million teenagers admit to using e-cigarettes. The CDC says they're harmful to kids and adults and can be addictive."Kids get hooked on the vaping pens because of the nicotine content," says Peterson. "They think it's cool. And then before you know it, they're trapped. They're hooked on the nicotine. They can't get off."In addition to the FlySense machine, Peterson's company gives schools an educational curriculum to teach the dangers of nicotine and vaping. But trying to improve the home you live in can become a budget-busting nightmare.According to a new survey from the Freedom Debt Relief, 69 percent of homeowners plan to renovate within the next five years. But 60 percent of people surveyed say they can't afford needed upgrades.That's why 73 percent of the respondents plan to finance their renovation plans."People want to stay in their homes," says Michael Micheletti, the Communications Director for Freedom Debt Relief. "Once it becomes your house, it becomes your home. So, perhaps people are willing to take on more debt to stay in those communities and those school districts they've become accustomed to."Micheletti says most of the people who plan to renovation will spend either more than ,000 or between ,000 and ,000. With that much money at stake, it's important to know what projects are worth the cost."There's give and take" says Gregg Cantor, the CEO of construction company Murray Lampert. "You have to prioritize what's most important."According to the survey, the most popular upgrades are also the most expensive. New flooring topped the list at 59 percent, bathroom renovations were 53 percent, and new kitchens were 51 percent. After that, Landscaping (43%), Windows (31%), Fencing (28%), Roofing (27%) and Decks (26%) were the most popular.But Cantor says smaller, aesthetic-based upgrades can make your home more appealing to buyers. "Make sure that whoever is handling the design and construction is going at a reasonable pace so that your questions are being answered and you feel comfortable and have a concise and complete price."As for how to pay, Micheletti with the Freedom Debt Network says to look for low-interest options like Home Equity Loans or Personal Loans rather than credit cards."If you're taking on high interest credit card debt to fund the project, it's probably not going to be a good idea for you," says Micheletti.
