SAN DIEGO (KGTV) - After weeks of large crowds, no masks or social distancing in Ocean Beach, the City of San Diego put together a compliance team to educate people about the county’s public health order.A team of about 12 people consisting of code compliance, parking enforcement, and park rangers handed out face masks to those who didn’t have them on and asked for compliance.“There was unacceptable levels of people coming together, congregating together getting really, really close without masks or social distancing,” said Joel Day, the senior advisor for COVID Response and Recovery with the City of San Diego. “We’re asking people don’t congregate here, please wear a mask if you’re around other people, and please socially distance and so far it’s looking pretty great.”Within one hour, Day said the team handed out about 300 masks.Earlier in the day, residents noted that Veterans Plaza in Ocean Beach appeared to be less crowded. But as the sun went down, the drum circle returned, and so did the crowds. They cleared out by about 10:30 PM.Resident Tim Johnson said home and business owners have had to deal with the same scene repeatedly. Crowds are filling up the park after the farmers market.“There’s piles of trash that get left and open containers, aggressive behavior,” he said.On Tuesday, the city put up a fence to keep the crowds out, but it was quickly torn down.While Johnson said he appreciates the city’s efforts, he said more needs to be done to solve the problem.“The COVID issue is secondary to the other problem, and that other problem is that illegal, obnoxious, aggressive behavior has continued on without being enforced,” said Johnson. 1677

That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. SAN DIEGO (KGTV) -- A shark advisory is being issued Tuesday after witnesses reported seeing a five-foot-long shark near Black's Beach. According to Mónica Mu?oz with San Diego Fire-Rescue, the advisory is in place from the Mushroom House north to Bathtub Rock, also known as Flat Rock. “Some witnesses reported seeing a shark of about five feet in length which does not reach the threshold of a significant threat. However, the number of witnesses and the feeding behavior observed influenced the lifeguards’ decision to issue the advisory,” Mu?oz said. Just after 12:30 p.m., a group of 25 surfers got out of the water at Black's Beach after reportedly seeing a shark eating a sea lion. Another group of people reported similar information to a lifeguard. In the same area, Mu?oz says lifeguards witnessed a large sea lion eating a fish. The department says there were either two separate sightings in the area, or witnesses all saw a sea lion feeding on a fish, but mistook it for a shark. “We are acting out of an abundance of caution,” Mu?oz added. Lifeguards are conducting active patrols in the area to let people know what witnesses saw. Mu?oz says lifeguards are advising against water activity; however, the water is not closed to people who choose to enter. Signs will also be posted in the area. 1316

SAN DIEGO (KGTV) – All orphaned dogs and nearly all cats at the Helen Woodward Animal Center found a home for the holidays, the center announced Thursday. A total of 64 dogs and 35 cats were adopted between December 17 and 23. The “Home 4 the Holidays” campaign started in 1999 in an effort to encourage winter-season pet seekers to choose adoption. Empty kennels give the center the opportunity to save more animals. A new group of orphaned dogs and cats are being transported to the center and will arrive before January. “This is like a little Christmas miracle,” explained Center Operations Director Jennifer Shorey. “We are delighted to help extend this bit of magic into the New Year.” 699

SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). Loved ones, veterans, and active duty service members gathered at the base, participating in a moment of silence and watching as a wreath was laid in honor of the missing. "I had a father-in-law, Ernesto Castillo, captured by the Japanese in 1942," said Vicki Miller, who works at the Naval Hospital.For 26 years Miller made it her mission to honor service members like her father-in-law, organizing the ceremony each year on National POW/MIA Recognition Day."They were very cruel, they took out his teeth, pulled his fingernails and toenails out, starved him, made him walk that 76-mile walk on Baaton Death March," said Miller. Miller says while her father-in-law survived, he lived the rest of his life with guilt. She adds that families still waiting for answers endure another type of torture.
