SAN DIEGO (KGTV) — A UC San Diego graduate is using a technology he created as a student to help avoid crowds during the pandemic. Nic Halverson launched Waitz in 2017, an application that measures and publishes how busy a space is at any given time.Using "Occuspace" sensors plugged into wall outlets, the app uses Bluetooth and WiFi signals to calculate how many people are in the room at a time. Halverson said it does not take any personal data and solely looks at how many devices are present.He said he first thought of the idea as a student who came from a small town of 3,000 people, then was overwhelmed by the crowds of San Diego.“I just turned to my friend and I was like, ‘man I wish we knew how busy every floor was before we came here,’ and that’s when kinda the light bulb went off,” he said.At UCSD currently, the application is used in two libraries, two gyms, and the main food court area. As of the end of August, about a dozen schools across the country will be signed up for the technology, with an anticipated number of close to 60 schools by the spring semester.While it’s useful for students trying to find a study spot, 2020 has changed the need.“We and other people realize that people care about how crowded places are now more than ever and it kinda transformed from being that was just convenient to have, it was nice to know how busy a place was before you went, to something that was more a matter of health and safety,” he said.While UCSD has not announced any plans to incorporate the app in any official coronavirus plan once students return to campus, the technology will still remain live.Halverson said they are currently talking to ski resorts to use the app to publish wait times for ski lines or restaurants, and he hopes it will continue to grow from there.“My dream is one day, you’ll be able to look and see how busy every Starbucks or Chipotle is right there on your phone,” he said. 1935

SAN DIEGO (KGTV) — An Ocean Beach man was injured after two men stormed his home, beat him, and robbed him.Police say the 34-year-old victim was at his home on Cape May Ave. with a woman, possibly an ex-girlfriend, when there was a knock at the door at about 10 p.m.The woman answered the door and two men forced their way inside, one wielding an expandable baton and the other with a knife, police said.A struggle began between the victim and two suspects and the two men beat the victim several times, before ordering him to open a safe.After the suspect was unable to open the safe, the suspects rummaged through the home and stole several items, including credit cards. The two men then fled.The woman fled shortly after as well.The victim was treated at a nearby hospital for non-life threatening injuries.Police described the suspect with a baton as a 20- to 25-year-old white male, 5-foot 10-inches, with thin build. He was wearing dark clothing and may have had his face painted black, police added. The man with the knife was described as a 25- to 30-year-old Hispanic man, 6-feet tall, weighing about 220 pounds, and wearing a black sweatshirt and jeans. SAN DIEGO (KGTV) – Adapting to new restrictions is now routine for businesses in the age of coronavirus. The latest set of rules handed down by Governor Newsom is not sitting well with salon owner Shanelle Cedeno.“Now it just feels like a target," Cedeno says.As hospitals become overwhelmed with surging cases, ICU capacity is the state’s newest metric for tightening restrictions.RELATED: Gov. Newsom: New California stay-at-home order triggered by ICU capacityOnce available capacity falls below 15%, only schools that have received waivers can stay open along with critical infrastructure.Retail can stay open at 20% capacity and restaurants will be restricted to take out and delivery. SAN DIEGO (KGTV) - All month long recreational vehicle owners staying at the Dreams for Change safe parking lot have been desperate to find a new place to stay. They were given 30-day notices to leave the site by the end of July. Dreams for Change leadership says it was always their intention to shift clients to the City's new safe parking lot, located near SDCCU stadium. However, the new safe parking lot has gone mostly unused. RV owners are required to move their vehicles during the day, which can be a barrier for some.CEO of Dreams for Change, Teresa Smith, says they've now come up with a temporary solution. RV owners will be allowed to leave their vehicles on the property, but they will have to go during the day.The nonprofit must balance serving their clients while also abiding by permitting and zoning rules. They are working to treat RVs the same way cars are treated in the program.Smith says the ultimate goal is to transition clients into permanent housing, who receive assistance from a caseworker. According to the Dreams for Change website, 2,650 people have been served through the program since 2009, and 65% of participants find housing or long-term transitional housing within three months of coming into contact with the nonprofit. 1268

SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough.
