SAN DIEGO (KGTV) -- A San Diego psychiatrist no longer has a license after authorities say he was intoxicated while practicing.According to the Medical Board of California, Marco Antonio Chavez’s license was suspended following an investigation. The investigation began after authorities say a patient reported that Chavez sent him a box of medication in 2017 that contained an empty vodka bottle.During one of several office visits, an investigator said Chavez appeared to be intoxicated.Documents show that Chavez told the investigator that his mother gave him a “Mexican home remedy to stop his drinking” which consisted of vodka and cloves. At a hearing, Chaves said he had two of the drinks that morning.During the visit, the investigator told Chavez he believed he was “so intoxicated that he could not practice medicine” and told two patients in the waiting room to go home.A test conducted by a San Diego Police officer shows that Chavez had a blood alcohol level of .216. Authorities say Chavez’s license was suspended on May 7. 1044

SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). Loved ones, veterans, and active duty service members gathered at the base, participating in a moment of silence and watching as a wreath was laid in honor of the missing. "I had a father-in-law, Ernesto Castillo, captured by the Japanese in 1942," said Vicki Miller, who works at the Naval Hospital. For 26 years Miller made it her mission to honor service members like her father-in-law, organizing the ceremony each year on National POW/MIA Recognition Day."They were very cruel, they took out his teeth, pulled his fingernails and toenails out, starved him, made him walk that 76-mile walk on Baaton Death March," said Miller. Miller says while her father-in-law survived, he lived the rest of his life with guilt. She adds that families still waiting for answers endure another type of torture. "Keep praying for those families that are still waiting and wondering for answers," said Miller. More than 81,000 Americans remain missing from WWII, the Korean War, the Vietnam War, the Cold War, and the Gulf Wars/other conflicts. 1206

SAN DIEGO (KGTV) -- A South Bay auto parts store owner is trying to weather the economic storm during the Coronavirus pandemic.Rafael Cotero is the proud owner of two Napa Auto Parts stores, one in Otay Mesa and the other in San Ysidro. Auto parts stores and repair shops are considered essential business during this shut down.Cotero worked his way up to become a small business owner.“I started delivering auto parts out of the Napa in National City. [I was] a driver at 19,” Cotero said.He opened the first store in 2018. Several months ago, he opened the San Ysidro location. He was supposed to have his grand opening celebration on March 21st, but then everything changed as the COVID-19 pandemic started to become a reality in San Diego County. The family made the decision to postpone the celebration—a decision that was made before the official stay at home order was issued.“It was tough because you order in this product in preparation. We were going to do hamburgers, hot dogs, [have a] radio station. And all that just halts. It’s not cheap,” Cotero said.On top of that, they have had to cut hours at the stores to make up for lost income. Cotero estimates business to be down at least 50 percent. “I think a lot of people probably don’t know there are Napa franchises… we’re not some big corporation,” he said. His daughter Bianca has seen her parents struggle over the years, but they never gave up.“I saw them still get stronger in their faith and work harder. A bunch of doors closed, but that didn’t stop them,” Bianca Cotero said. The Cotero family is hoping to keep customers and attract new ones. They’re offering free home delivery if you are near the San Ysidro store, as well as a discount.“I know that we’ll get through this.” Jeanette Cotero said. Both the San Ysidro and Otay Mesa stores open at 8 a.m., Monday through Saturday. 1863

SAN DIEGO (KGTV) - A San Diego Strike Team called to battle the Kincade Fire returned home Halloween night, and told 10News of the harrowing fight. The team was comprised of five engines and 21 firefighters from Imperial Beach, Coronado, San Diego, and Chula Vista, according to Battalion Chief Rob Hartman. The group spent four days on the front lines."The resources were very limited just because of everything going on in the state," Hartman said, adding there was no air support in the area where they were fighting the fire.Another challenge they faced was, "just finding a water source. Sometimes out in the country, it's not like there's a fire hydrant every 300 feet. We had to drive a ways to get water to fill up and get back into the fight again."Hartman said they got hardly any sleep and worked in constant dark smoke and strong winds."This is your area, you want to save everything but there are just times where it's just not going to happen."Hartman said it was a struggle to save some homes. One firefighter spotted a home down a narrow driveway that was starting to catch fire."It was just so dangerous, the road was so narrow, there was no place to turn around. The house was already, it was going to be over the amount of water we had and we had to just turn to the guy and say this is going to be a loser. We're not going to be able to do this safely," Hartman said.He described the struggle of losing any businesses or homes during the battle, "you try to put yourself in the position of the owner, so you want to safe the house, you want to save every house... Sometimes it's a little heart-wrenching."Ultimately the strike team stopped the fire line, protecting the City of Windsor.Hartman said they remain ready to deploy if needed. 1764
