(KGTV) - A proposal to sell Alliant International University's land in Scripps Ranch has neighbors worried.Thursday, the San Diego Planning Commission will hear a proposal to re-zone 72 acres of land at the University to be used for low-to-medium residential. That would allow up to 700 homes to be built on the site. To re-zone, the Scripps Ranch Community Plan will need to be amended. The vote Thursday will be to begin the amendment process.People who live nearby say adding hundreds of homes would be a nightmare for traffic and a disaster for wildfire evacuations."We're not opposed to development, but not for development's sake," says Kristin Rayder, the President of the Scripps Ranch Fire Safety Council. "It has to be safe."Rayder and the Council voted to tell the Planning Commission not to approve change to the Community Plan. So did the Scripps Ranch Planning Group.They say Pomerado Road can't handle the extra traffic, neither can the Avenue of the Americas, which leads to the University and is shared by Thurgood Marshall Middle School."If you come out here in the morning on a school day, you see what the chaos is on this narrow little road here and why it would be unacceptable to have another thousand cars a day on this small road that goes right in front of the school with no sidewalks," says Wally Wulfeck, the Planning Group Chair.They're also worried about what could happen if a wildfire ever threatens the area.People who live nearby, like Wulfeck and Rayder, still have vivid memories of the 2003 Cedar Fire and the 2007 Witch Creek Fire. In both fires, the areas around Pomerado Road had to be evacuated."We were leaving our home and looking to the right, I saw a wall of fire," says Rayder. "That was Pomerado Road. I'll never forget that look.""My house was one of the last to burn," says Wulfeck. "I watched it on TV."In an email to 10News, the Alliant University Foundation, which owns the land, says the school will be moving to a new campus in the coming years, and they're still in the early stages of the plan to sell the land."The university is still leasing a portion of the property and buildings and will likely be a tenant for a few more years under the current agreements. The foundation which owns the property placed it on the market in January of 2018 and entered into an agreement with an interested party in the fall of last year. But many are saying it also has lingering effects on the tourism industry, both in San Diego and Tijuana.Sunday, Nov. 25, seemed like the beginning of the end for Wes Barba, the owner and operator of Baja Border Tours. The San Diego-based small group tour company specializes in day trips to Mexico.“It’s killing me. It’s really killing me,” West Barba said. “We go to Ensenada, Rosarito, and Tijuana, and the Guadalupe Valley for wine tasting."After the migrant caravan rush toward San Ysidro, Barba's phones have been ringing off the hook with last-minute cancellations.“They say ‘It’s going to be a problem coming back. Are we going to be in danger?’” Barba said. Each day trip, Barba usually has ten clients. Not anymore. With more clients canceling daily, he has no choice but to cancel the trips altogether.“10 customers to one customer. My profit went from 0 to zero a day,” Barba said. Barba said his counterparts in Mexico are also feeling the tourism lull. There are several reports of popular tourists areas in Rosarito, looking like ghost towns. (CNS) -- Orange County Jail inmates suing the county for a variety of issues related to their housing filed a motion Thursday demanding an improvement in their meals, a resumption of visits and access to religious services, all of which have been affected by the COVID-19 pandemic.Orange County Jail inmates recently conducted a short-lived hunger strike as they demanded a resumption of hot meals, which were restored for a short time at some jails."Presently, most prisoners except those in Theo Lacy, get soybean mystery meat (baloney) sandwiches for breakfast, lunch and dinner," the motion reads."This food is inedible and must be supplemented with snacks from the commissary. Those who cannot afford snacks go hungry."A GoFundMe campaign is raising money for inmates to buy snacks from the commissary, according to the motion.The litigation also alleges that inmates are receiving the wrong Jewish diets, including sandwiches during Passover when they are not allowed to eat bread.Visits from family have been suspended since March and the inmates demand that something to be done to provide some sort of visits that could be done under the state's social distancing guidelines.The litigation also complains of a restriction on religious visits or services.Inmate Kendall Cole, who has been in custody since 2016, said in a declaration said he used to receive Kosher meals, "but I am now served 'Halal' meals. That is a different religious diet. I am Jewish and need Kosher meals."Cole said he recently testified that jail guards gave him a weapon and was instructed to attack Joshua Waring, the son of a former "Real Housewives of Orange County" cast member, who recently was released from jail following a plea deal for attempted murder.Cole said he was sentenced to 15 days "in the hole" in connection with the attack and that legal materials he received through the law library were "confiscated" along with his "religious head covering (Kippah) and my Jewish calendar."Cole said he was "housed with Joshua Waring when the guards shot a pepper ball into our room. This caused choking and tearing to the dozen or so prisoners even though we were in our housing units. The guards threatened us and told us not to say anything to the investigators. We did not say anything because we feared these threats.
