SAN DIEGO (KGTV) — San Diego County started the rainfall season in October bone dry, but now the region is getting ready for another storm in time for Thanksgiving.San Diego's weekend will be great, cooling down on Monday before the storm arrives. Winds will pick up on Tuesday. Then, the surf will increase along the coast before the Thanksgiving storm arrives. The atmospheric river will potentially set up the stage for heavy rain, flash flooding, and thunderstorms during the major winter storm. Rainfall totals could average from 3-5 inches for the coast and valleys and 4-8 inches in the mountains. Snow levels will start out high around 8,000 feet. RELATED: Today's 10News weather forecastHere's how you can keep your pets safe with the cold weatherCold air will settle in Friday with snow levels dropping to 3,500 feet. That means snow could fall in Julian, Palomar, Mt. Laguna, and even Descanso. The best chance for snow will be Thursday and Friday. The chance of rain will begin late Tuesday, lasting through Thanksgiving Day and Black Friday. Often times San Diego is the envy of the nation, especially during the holiday. The region's warmest Thanksgiving happened in 2017, hitting 87 degrees. Last year the holiday took a chilly turn, plunging down to 58 degrees — just 4 degrees shy of San Diego's coldest Thanksgiving in 1919. Last year, San Diego also picked up 0.04 inches of light rain. The wettest Thanksgiving in San Diego's history received 1.26 inches in 2008, but the expected winter system this week could challenge that record.Traveling this ThanksgivingThe expected wet weather is especially important to consider, as this holiday expects to see the highest Thanksgiving volume on record for California travelers. The holiday will also be the second-highest travel volume nationally since 2000, according to the Automobile Club of Southern California.AAA says about 7 million Americans will be traveling 50 miles or more this Thanksgiving. Of that number, about 4.3 million are from Southern California.Of those Southern Californians, 3.7 million will travel by car, 500,000 by aircraft, and 123,800 will use other modes of transportation, like buses or cruise ships.RELATED:AAA provides tips on preparing vehicles for holiday travelTSA offers advice to travelers for Thanksgiving holiday weekendWith the influx or drivers, thousands of expected to run into problems on the road, according to AAA. The Auto Club says about 100,000 Californians and 368,000 nationwide will need roadside assistance for things like flat tires, dead batteries, or lockouts."This is the fourth Thanksgiving holiday period in a row that the percentage growth in air travel for Californians is higher than the growth in car travel, indicating continued consumer confidence in spending more for holiday trips," said Auto Club spokesperson Jeffrey Spring. "That's despite an average 7 percent increase in airfares over last year."AAA says the top five destinations for Southern California residents will be Las Vegas, San Diego, Mexico (cruises and resorts), the Grand Canyon and Lake Tahoe. 3099

SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria was officially sworn in Thursday, marking a historic moment for America's eighth largest city. "Today, I stand in front of you as the first person of person of color and LGTBQ person to ascend to our city's highest office," Gloria said in a virtual ceremony. Gloria and five new council members were sworn in during a virtual ceremony Thursday due to the COVID 19 outbreak. Gloria is a Democrat, as are the five new councilmembers also sworn in. The Democrats now have an 8 to 1 advantage on the City Council. But even if there is political harmony, the challenges facing the city are grand. They are taking over with the region in a mandatory stay at home order due to the virus. Small businesses are shuttering, unemployment is near 8 percent, and the city could face a 4 million dollar budget shortfall next fiscal year."There are some things that people say you shouldn't touch, such as police, fire that type of thing, but if this continues on for another year, this COVID, who knows what the city budget is going to look like," said political analyst John Dadian. But in a brief speech, Gloria expressed confidence in getting San Diego back on its feet."We will be rolling out an aggressive strategy to address the worsening public health crisis in COVID-19, the economic crisis that is impacting San Diego's families, small businesses and our city budget, the housing and homelessness crisis that has become even more dire," Gloria said. Gloria says it's not enough to get San Diego just back to normal. He says normal isn't good enough.Outgoing Mayor Kevin Faulconer, who is termed out, also gave a farewell speech. He called Gloria a friend and and said the new mayor has what it takes to overcome the city's challenges. 1784

SAN DIEGO (KGTV) - San Diego is home to the nation’s largest concentration of military personnel. As part of our Making It in San Diego initiative, we want to make sure veterans know there is potentially money available to them. 10News anchor Kimberly Hunt spoke to professionals in the field, as well as two veterans who are currently applying for benefits.Linda Urbina, Director of Client Services for Golden Care explains the different benefit packages. Aide & Attendance, while difficult to qualify for, will go a long way in paying a veteran's assisted living costs. A veteran would have to be found to have 30 percent of their medical needs deemed 'service-related.' Anything less than 30 percent could be covered by a benefit called Home Health Aide Care. That provides assistance with activities of daily living such as eating, dressing, personal grooming, bathing, toileting/incontinence care, transferring, and transportation. A veteran would have to need assistance with at least two of these ADL's to qualify for this program.Urbina has gone into homes to find a veteran whose needs are not being met and has called adult protective services. Later she finds out they could have received help from the VA. She sees wives "bent low from the burden of care giving" and veterans who "feel guilty" for being a burden. She wants to see veterans get the help they deserve for their service to our country.RELATED: San Diego leaders push measure that provides affordable housing for veterans, Californians in needSome veterans end up seeking help from a professional advocate such as Alan Watt. He strongly suggests a veteran "go talk with a veteran services officer at the VA., ask questions, sit down with someone and see if you might qualify for help." He acknowledges the VA is over-burdened, but he tells his clients not to give up. He says persistence pays off. It disappoints Watt to see someone wait years or decades before coming in. Among his clients are World War II veterans who waited more than 70 years to ask for help.10News called the local office of the Veteran's Administration. They recommended people go to the VA website. Once on, click the 'Benefits and Healthcare' tab. Once in that tab, you can click on the area you need including Healthcare, Housing Assistance, and Benefits for family members. If you can't navigate the website, you can walk into the Regional Benefits Office in Mission Valley at 8810 Rio San Diego Dr. The office accepts walk-ins. It's open Monday through Friday, 8 a.m. to 4 p.m. If you need to reach someone by phone, call 1-800-827-1000.RELATED: Making It in San Diego: Millennial veteran home purchases surging88-year-old Bernard 'Bud' Kauterer commanded submarine forces in the Pacific and Atlantic for much of his 33 year career with the Navy. He recently entered the care of La Costa Glen Senior Living Community in Carlsbad. He and his wife Mickey are very happy there. Almost all of his Navy retirement goes to support the community in which they live. He recently applied for Aide & Attendance benefits. He says "having benefits would be a tremendous benefit to them financially." He's waiting to get a response.Vietnam veteran George Simons has multiple health problems and after recently having a stroke he says he's "basically bed bound." His wife Cyndy has been caring for him for years. The medical bills have mounted, and take the majority of their money. Other things around the house have had to go unattended. After years of what he and his wife describe as a frustrating battle with the VA, Simon now receives Homemaker benefits which give him an in-home caretaker 12 hours a day, and a pension benefit of 20 percent of his Navy pay. They are still pursuing greater benefits.Watt tells both couples to "keep at it. and don't take no for an answer." 3834
