BRASILIA, Nov. 26 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday called for closer cooperation between China and Latin American countries to bring more benefits to both sides.     Addressing the Brazilian National Congress, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said it is a firm and steady foreign policy of the Chinese government to strengthen solidarity and cooperation with Latin American countries. BEIJING, Oct. 31 (Xinhua) -- China's top legislature closed Saturday its five-day bimonthly meeting, adopted a law on diplomatic personnel and appointed a new minister of education.     The legislation, aiming to enhance diplomatic personnel management, is the first of its kind to regulate Chinese government agents working in the 171 countries with which China has diplomatic ties.     Top legislator Wu Bangguo said the law clarified diplomats' duties and obligations as well as titles and ranks, which was "conducive to the implementation of the country's independent foreign policy."     Wu presided over the 11th meeting of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.     The session also deliberated a draft amendment to the Electoral Law, which was enacted in 1953. Lawmakers considered granting equal representation in people's congresses to rural and urban people. BEIJING, Jan. 7 (Xinhua) -- Vice Premier Zhang Dejiang urged the country's railway departments to make efforts to promote safe railway transport and build quality railway projects to better serve socio-economic development.     Continuous efforts should be made to relieve railway transport capacity shortage and further expand the country's railways network, Zhang told a national railway conference.     "Although shortage of the country's passenger and goods transportation by railways has been eased to some extent, railways are still a bottleneck restricting economic development," Zhang said.     He stressed railway technology innovation, railway project quality and improvement of services for the convenience of passengers.     Zhang also urged railway departments make full preparations to cope with traffic peak during the upcoming holiday, when millions of people rush back home for the Spring Festival, China's Lunar New Year, which falls on Feb. 14.     In 2009, China's railways saw a passenger flow of 1.52 billion and transported 3.32 billion tonnes of freight, both breaking records. CAIRO, Nov. 6 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Friday, starting a two-day official visit to Egypt preceding a top-level review of action to build China-Africa cooperation.     Egyptian Prime Minister Ahmed Nazef received Wen at the airport.     During his visit, Wen is scheduled to meet with Egyptian President Hosni Mubarak and hold talks with Nazef. He will also meet with Arab League chief Amr Mussa, and deliver a speech at the Arab League headquarters in Cairo.     This is Wen's second official visit to Egypt. The first was in 2006, which marked the 50th anniversary of establishing diplomaticties between China and Egypt.
