(KGTV) - A 16-year-old is battling life-threatening injuries after he was struck by a vehicle in the East County.The teenager was hit by the vehicle at about 8 p.m. Monday near the intersection of East Washington Avenue and Waterloo Ave., El Cajon police said.Police arrived to find the teenager unconscious in the road and transported him to a nearby hospital. The identification of the victim is being withheld, police said.Police added that the teen was with three other male teenagers, who had been running south across East Washington Ave. outside of a crosswalk when the collision occurred. The driver of the Toyota Rav4 that struck the victim remained at the scene and has been cooperating with authorities. During a press conference on Wednesday, Democratic presidential nominee Joe Biden said that he believes the police officers who shot Jacob Blake and Breonna Taylor should be charged with crimes.Biden said that the cases should be handled within the judicial system, but said that the officers in the cases should face charges "at a minimum."Biden added that the person who shot a Trump supporter during a weekend confrontation in Portland, Oregon should also face charges.When asked by reporters how Biden would keep Americans safe in times of civil unrest, Biden said he wouldn't "incite violence" and would condemn it when occurred. She didn't give her name because she doesn't want retaliation against her daughter. She was surprised at the September return date."If schools could be open, I would send her to school, if the county said we could do that, I would do that, but they're saying we can't go to school and we should be wearing masks," said the mom.According to the letter, there is a five step plan for reopening:*Regular COVID-19 self-check screening questions*Temperature readings prior to entering campus*Hand hygiene*Environmental Cleaning/Sanitization and Refillable Water Bottle Stations*Face masks/coveringsThe letter states that face coverings will not be required, but will be optional on campus. It goes on to list several reasons, including:*There is a lack of evidence that wearing a face mask prevents COVID-19 transmission in children*Children are not typically trained in their use and there is potential for increased risk of infection with improper mask use*Masks can be irritating and may lead to increased touching of face and eyes*It is impractical for a child to wear a mask properly for the duration of the school dayThe mom who contacted us says this will send mixed messages to her child."What we're telling her at home is completely different than, this is completely opposite of everything we're doing. (KGTV) - A woman charged with a DUI crash that killed her passenger and seriously injured a young man changed her plea to guilty Tuesday in El Cajon court.Prosecutors said Tania Molinar was drunk when she drove her Mazda into the path of James Dotson’s Ford Ranger on Avocado Blvd. in May. The impact split the truck in two.Molinar’s passenger, David Sarabia Lopez, was killed. Dotson testified about the details of the violent crash during the preliminary hearing.Dotson has not recovered from his injuries. He said his medical bills total 0,000 and he has another surgery scheduled.“I don't do anything I do before.
