A week ago, Treasury Secretary Steve Mnuchin said on behalf of the Trump administration that talks of direct payments to Americans were dead as part of another round of economic stimulus.But now, it appears, there is some backtracking as Congress and the White House work to come to some agreement over the details of another round of stimulus.According to the Associated Press, Mnuchin has reached out to House Speaker Nancy Pelosi proposing 0 direct payments to Americans as part of the stimulus package. The amount is half of what was given to most Americans during the spring in the wake of mass economic shutdowns tied to the onset of the coronavirus pandemic.Last week, both President Donald Trump and President-elect Joe Biden offered their support of a 0 billion stimulus plan hatched between a bipartisan group of moderate senators. Trump said last week he would sign the bill if it passes through Congress. However for Americans hoping to see a second stimulus check, this bill comes short on that aspect.The bill would provide 0 in additional unemployment benefits for up to 18 weeks. The legislation also would replenish funds for the Paycheck Protection Program and for small businesses to help make payroll as a number of companies are being forced to close to help combat the spread of the coronavirus. The current proposal calls for 8 billion to go toward support for small businesses.There would also be 0 billion earmarked for state and local governments, which have seen a drop in tax revenue due to the pandemic. There is in additional billion allocated toward the transportation industry, most notably for airlines, which have seen an over 50% reduction in business since March.While Senate Majority Leader Mitch McConnell said last week that a compromise is within reach, he said Tuesday that he opposes funds for state and local governments. He proposed Tuesday dropping funds for state and local governments in exchange for dropping litigation protection against businesses. Democrats have opposed pandemic-related litigation protection for businesses.“My view and I think it’s the view shared by literally everybody on both sides of the aisle, we can’t leave without doing a COVID bill,” McConnell said earlier in the day. “The country needs it. We have an agreement that we need to do this. You’ve been following the discussions back and forth about how to put the package together, it remains my view that we ought to pass what we can agree on and I think that’s a pretty broad area that includes PPP, vaccine delivery, additional assistance to healthcare providers and a variety of other things that are not controversial.Following Pelosi’s conversation with Mnuchin, she and Senate Minority Leader Chuck Schumer issued a joint statement expressing concern that Trump’s proposal would disrupt the progress made in reaching a compromise.“While it is progress that Leader McConnell has signed off on a 6 billion offer that is based off of the bipartisan framework, the President’s proposal must not be allowed to obstruct the bipartisan Congressional talks that are underway,” the two Democratic leaders said in a statement. “Members of the House and Senate have been engaged in good-faith negotiations and continue to make progress. Airbnb has updated some of its COVID-19 protocols, requiring everyone to wear a mask and social distance when interacting with each other, as well as introducing a five-step cleaning process for hosts to follow amid the coronavirus pandemic.The online rental company also stated in its announcement that by Nov. 20, hosts must comply with their five-step cleaning process or risk having their accounts suspended or removed from the site.The company's cleaning program, which was developed alongside fellow health and hospitality experts, consists of hosts preparing themselves and their team to clean effectively, sweeping and dusting before sanitizing, spraying high-touch surfaces (door handles, light switches) with approved disinfectant spray, referring to its room-by-room checklist to make sure everything is cleaned correctly, and resetting the room.Once a host commits to the five-step cleaning process, Airbnb says their listings will have a highlight spotlighting their commitment to clean.To stop the spread of COVID-19, Airbnb only allows a maximum of 10 guests per stay, washing your hands with soap and water for 20 seconds, and wearing protective equipment at all times.Airbnb has a list of protocols for cleaning on specific rooms in your house for guests, which can be found here. 1305
After struggling to ramp up coronavirus testing, the U.S. can now screen several million people daily, thanks to a growing supply of rapid tests. But the boom comes with a new challenge: keeping track of the results.All U.S. testing sites are legally required to report their results, positive and negative, to public health agencies. But state health officials say many rapid tests are going unreported, which means some new COVID-19 infections may not be counted.And the situation could get worse, experts say. The federal government is shipping more than 100 million of the newest rapid tests to states for use in public schools, assisted living centers and other new testing sites.“Schools certainly don’t have the capacity to report these tests,” said Dr. Jeffrey Engel of the Council of State and Territorial Epidemiologists. “If it’s done at all it’s likely going to be paper-based, very slow and incomplete.”Early in the outbreak, nearly all U.S. testing relied on genetic tests that could only be developed at high-tech laboratories. Even under the best circumstances, people had to wait about two to three days to get results. Experts pushed for more “point-of-care” rapid testing that could be done in doctors offices, clinics and other sites to quickly find people who are infected, get them into quarantine and stop the spread.Beginning in the summer, cheaper, 15-minute tests — which detect viral proteins called antigens on a nasal swab — became available. The first versions still needed to be processed using portable readers. The millions of new tests from Abbott Laboratories now going out to states are even easier to use: they’re about the size of a credit card and can be developed with a few drops of chemical solution.Federal health officials say about half of the nation’s daily testing capacity now consists of rapid tests.Large hospitals and laboratories electronically feed their results to state health departments, but there is no standardized way to report the rapid tests that are often done elsewhere. And state officials have often been unable to track where these tests are being shipped and whether results are being reported.In Minnesota, officials created a special team to try and get more testing data from nursing homes, schools and other newer testing sites, only to be deluged by faxes and paper files.“It’s definitely a challenge because now we have to do many more things manually than we were with electronic reporting,” said Kristen Ehresmann, of the Minnesota Department of Health.Even before Abbott’s newest BinaxNOW rapid tests hit the market last month, undercounting was a concern.Competitors Quidel and Becton Dickinson have together shipped well over 35 million of their own quick tests since June. But that massive influx of tests hasn’t showed up in national testing numbers, which have mostly ranged between 750,000 and 950,000 daily tests for months.Besides tallying new cases, COVID-19 testing numbers are used to calculate a key metric on the outbreak: the percentage of tests positive for COVID-19. The World Health Organization recommends countries test enough people to drive their percent of positives below 5%. And the U.S. has mostly been hovering around or below that rate since mid-September, a point that President Donald Trump and his top aides have touted to argue that the nation has turned the corner on the outbreak. The figure is down from a peak of 22% in April.But some disease-tracking specialists are skeptical. Engel said his group’s members think they aren’t getting all the results.“So it may be a false conclusion,” he said.One of the challenges to an accurate count: States have wildly different approaches. Some states lump all types of tests together in one report, some don’t tabulate the quick antigen tests at all and others don’t publicize their system. Because antigen tests are more prone to false negatives and sometimes require retesting, most health experts say they should be recorded and analyzed separately. But currently the vast majority of states do not do that and post the results online.The federal government is allocating the tests to states based on their population, rather than helping them develop a strategy based on the size and severity of their outbreaks.“That’s just lazy” said Dr. Michael Mina of Harvard University. “Most states won’t have the expertise to figure out how to use these most appropriately.”Instead, Mina said the federal government should direct the limited test supplies to key hot spots around the country, driving down infections in the hardest-hit communities. Keeping tighter control would also ensure test results are quickly reported.Johns Hopkins University researcher Gigi Gronvall agrees health officials need to carefully consider where and when to deploy the tests. After being cooped up for months due to COVID-19, Jason Andre is stoked to shred the curl again.This surfer, however, also has concerns about getting back to the beach.“I feel pretty trepidatious about going to any open beaches,” he said.While Andre scouts the best breaks up and down the East Coast, he’s also keeping an eye on coronavirus concerns in his home state of North Carolina.“Things are actually kind of reaching new peaks as far as infection rates and hospitalizations,” he said. “So, it’s a little weird.”Weird and potentially dangerous.With summer here and cities lifting their restrictions, more lifeguards are experiencing more challenges.“We had like 48 water rescues for the weekend,” said Cpt. Tony Wallace of the Carolina Beach Ocean Rescue team.He says strong rip currents have kept his crew busy with rescues and that COVID-19 has changed how his team now handles medical responses.“We have stopped mouth-to-mouth resuscitation,” Wallace said. “So, now we go to a bag valve mask to assist in breathing if need be.”Across the country on the Pacific Coast, lifeguards are working to protect the public and ensure social distancing.“We like to do what we call preventive action work were we direct people to safe areas on the beach before they get into trouble,” said Lt. Claude Panis of the Huntington Beach Fire Department Marine Safety Divison.He says summer is always a challenging time at the beach and that the pandemic has increased the dangers.“I think people have been locked up and they're really itching to get outside,” Panis said. “And of course, the beach is a popular destination.”Panis said when people are in trouble in the ocean the first thing to do is to stay calm and try not to panic.Back on the Carolina Coast, Andre is dealing with challenges in and out of the ocean.“We’ve had a pretty huge influx of Portuguese man-of-war lately which are really dangerous, extremely painful jellys that will sting you,” he said.Andre is looking to stay safe by avoiding marine life and large crowds.“I have a small handful of friends who I will invite to come out on the boat and we will go find a sandbar of own,” he said.Searching for safety by finding a private beach during the pandemic. 2228
